I see no problem in implementing mechanics that close the gap even a little between solo and SWF.

Killers are not more popular or represented.
It's just that happy people do not complain. The majority of Survivor players are quite happy with the game right now (for good reason) aside from the group that somehow thinks this game is killer sided or NOED is the worst thing ever.

If I get tunneled for 5 gens, i have likely more than capped out Boldness points and would certainly like to do something else. I can't count how many times I've just simply been unable to get the killer to disengage, and they throw the entire game just refusing to switch targets. especially lately.
Then get out of chase. Stop teabagging. Stop waiting at the pallet. Stop intentionally keeping the killer on you just to waste his time. You may find it fun, and that is your choice, but if you want to do other things you should make efforts to escape the chase. The game is intended, by the developer's own words, to be stealth based.

Correct, just do bones only works in one direction because when you break NOED, the totem literally shatters and it is gone. When you snuff COH you mildly annoy a Survivor for a handful of seconds and it is back.
Hell, I've re-Blessed a COH just to move it to a more convenient spot AND gotten a sweet +1500 bloodpoints for doing so.

I am fine with every Survivor Perk except Dead Hard and Iron Will. Everything else is fine. In fact, I would buff Unbreakable and Decisive Strike.

You're completely missing the point of the critique. If being able to run the killer for 5 gens and then getting one hooked by being facecamped while the other three leave isn't skillful according to SBMM... you are also saying the survivors who managed to hold M1 for ~5 minutes and then run out the exit gate unopposed are clearly much more skilled.
Its literally an ends justifying the means argument and a really bad one at that. Take the word skill out of the equation if you're not even going to attempt to adhere to it.
They are more skilled at doing the objective of escaping, yes.
The problem with the whole "But I ran the Killer for 5 gens" argument is that if you managed to run a killer for 5 gens, they were a bad killer. And if they are a bad killer that means you likely had LOTS of chances to evade the killer. But no, the 5 gen runners do not WANT to evade the killer. They want to stay in chase the whole game "because gens are boring".
So yes, if you want to willfully ignore the objective on purpose because all you want to do is stay in chase, you are ignoring the objective. What you really mean is you want to get rewarded for chases. Which are not an objective.

If it is so hard to remove the perk tiers from the code, could you not at least band-aid it by lowering the price of perks to 1000/2000/3000? You would only need one dude to get in there and tweak a number and you would save people millions of bloodpoints.

So, I am hearing a lot of flak about this Q&A, and I don't think people are really being fair. I think it was very good, but I want to counter something I am seeing a lot:
"The devs just answered most questions with a no answer."
Yes, they did. And that is an answer. For example, perk tiers. They said no. You may have wanted to hear yes, but they answered your question. I hope that by giving you people a flat no to a lot of these questions you will move on to other questions. Some of these horses are very very dead and no amount of Summon Undead casting is going to Maurice those horses back up for you to twist their arms into yes answers.
I want regressing 99'd gates. I am not going to get it. Okay. I can move on.
But stop saying the devs are not answering questions because they did not give you the answer you wanted to hear. It happen to think they were very transparent about a lot of things.

That they want certain functions to remain within the power of perks.
I personally disagree with this, as Kindred is a perk that any SWF gets "for free". I think a limited distance Kindred of even 4m would help close that gap.

What Ghostface needs is the ability to do something - ANYTHING during a Chase.
And no, powers that can be negated immediate by looking over your shoulder do not count.

I enjoy hiding from killers. The most satisfying thing I can do after getting spotted is run a tile and lose the killer entirely. I love feeling like my stealth move worked.
You know what I don't wanna do?

My SWF is bad. Like really really bad and I am the best player on it. I need Borrowed Time to make sure my unhooks are safe. Prove Thyself is for getting gens done with a friend. We're Gonna Live Forever for the blood point gains and getting my idiot friends off the floor. Circle of Healing so after I save them they can run to my boon and heal themselves up. That slot used to go to We'll Make It.

Dead Hard is one of the worst elements of this entire game.
I might go back to playing Killer if that perk was removed. As long as I have to keep watching my CORRECT gameplay and CORRECT mind games and CORRECT reads get "countered" and "outplayed" by the effing "E" key, I'm out.

Now he is extremely unfun to play and I regret putting bloodpoints into him.
He plays like he is underwater.

I think this might be a bit too severe. Cinema and Game standards for Epilepsy safety indicate that a rate of 3 flashes per second or faster are potentially triggers for photosensitive epilepsy. I think a cooldown of 0.4 - 0.5 second from when a flashlight is unclicked before it can be clicked again would be the safest compromise.
Additionally, to minimize the impact to gameplay, this should be a setting available to players, where the default keeps the behaviour as it currently is, and a Photosensitive Epilepsy mode toggled 'on' would make it so that the visual effect of the flashes are reduced in frequency/intensity to fit within safety limits, but would functionally act the same in regards to triggering stunning blinds.
I believe this approach would keep the competitive level of flashlight use where it is, while providing the safety option needed.
Why do you to "competitively" need to use a flashlight for less than one charge worth of value? A fractional charge will not dispel a crow, hag trap, or blind a zombie.

I would keep an option to do it like once or twice fast. It's needed when you have started to blind too early for save and is quite high skill to delay it. But you really don't need to do it 20 times per second...
What's most annoying it just takes so little charges, so you can do it for really long time. Well, I just let them bleed out for it...
Which is why I've said that all flashlight activations should consume a minimum of one charge.

BBQ is not run because it is an OP perk.
BBQ is run for the paycheck.
Remove the bloodpoint effect, and most people would stop running it. I know I would.

This sounds like a solo queue problem. Get some friends, and this problem goes away. There are all sorts of Discords that recruit and encourage group play.

Easy fix:
Pressing the flashlight activation turns the flashlight on for a minimum of one second. This will cause no harm to its intended function of zombies, traps, birds, or blinds.... it only shuts down click spam.

When the Survivors are named "Waldo 1", "Waldo 2", "Waldo 3", and "Waldo 4", and they are all playing the same Dwight in the red and white striped sweater, I don't need to be Spider-Man for that tingle to go off.

Because Survivors have a million ways to cheat death now, that making sure you never get off that hook is now the best way to get around them.

I'd also add
- Misses a lot of attacks.
- Overcommits to unwinnable chases.
- Camps (it sounds weird, but it's such an obviously effective tactic, and new players might not know that it goes counter to the etiquette of the game).
- Gets 360'd a lot.
- Always vaults or breaks the pallet.
- Spends a lot of time waiting for 1 gen to regress.
"The etiquette of the game" is like the softest euphemism for the Survivor Rulebook for Killers I've heard yet.

As a moderator for a Twitch Ghostface main, I can tell you his reveal mechanic is broken in the wrong direction. EVERYTHING reveals him. Cracks in walls, Seeing him THROUGH a generator. Facing a non-cardinal point while on a gen while he is freaking stalking!
And don't get me started on stretched rez.
