Stridor is the perk with the most synergy with her power. Some people hate it. Others love it. I'm among those that love using it because it counters Iron Will, which itself is a counter to her power. After Stridor, pretty much any perks in the current meta are good for her. Exceptions being chase perks like Enduring/Spirit Fury or the new Nemesis/PWYF combos as she is purely a chase machine and these types of perks are redundant for her. You won't get much benefit from them.
All her green add-ons are great. Use any combination you wish, however the best combo IMO would be Dirty Shoes (speed) and Talisman (duration). This gives you both an increase in map pressure and chase potential. Brooch (charge speed) is also very very good as you can be more offensive with your power. Tsuba is good for ensuring you get those hits out of phase, however it is outclassed by Saya (purple add-on) which is IMO her best single add-on. Finally Flute (recharge speed) is good if you like to use your power in short bursts or find yourself needing it more in a chase.
Mother Daughter Ring is insanely powerful, one of the best add-ons in the game, but since it removes scratch marks this can backfire if you don't have the tracking skills to compensate. I recommend avoiding this one until you learn how to track during phase.
You will need a good headset to play Spirit most effectively. You have to imagine yourself like Kenshi from Mortal Kombat... you are effectively blind when phasing and sound is your biggest ally.
Though you are not exactly completely blind. You will still see scratch marks, crows flying, and grass/corn moving. Pay attention to these subtle things as they will help you track survivors when you can't hear them.
Spirit is also a lot of prediction. "Will they vault the window? Will they go left or right out this door?" Being fast when phasing means you can circle around and cut off survivors. Do this well enough and a lot just kind of give up because they feel like you know what they are going to do before they do it. But of course you could just follow them too but that's more predictable.
One last thing, keep in mind that the woosh sound of her phase is only heard if you are outside the terror radius of her husk (or the initial point where you started to phase). Her TR is 24m by default, so you can use this to your advantage for free grabs off gens if you are close enough for them to hear the heartbeat.

It's bugged i got both killer and survivor rank 1 achievment after leveling a bloodweb
If you don't want it to happen to you stay out of the bloodwebs untill they fix it

I have a lot of perks cause i played her a lot when she came out so i use whatever on her
Bbq and pop goes the weasel seem good. But those are good on any killer. I'm going to make a thread to ask for advice so keep an eye out for that

Every time I get close to red rank I’m just gonna suicide on hook every game just to be back at rank 12 in green rank. The games are much funnier and chilled at the rank for both survivor and killer.
Because tunneling is extremly effective against potatoes and seeing how there is an potato infection at every rank means most killers eventually get there.
The rank reset change also didn't help the issue

I have 80+ ebony moris on LF and less than 20 ivory moris, only used one of those ebony moris, so I agree with you.
Don't quote me on this but i think you get atleast one pink addon/offering each bloodweb. So with most Killers you should get an ebony mori like once every third bloodweb
I don't play Hilbilly but he doesn't even have ultra rare addons. Does he get a mori every bloodweb then?

The complaints are saying that Billy's power is broken, that he can easily chainsaw Survivors whenever - and wherever - they may be, that he is capable of pressuring two people on different sides of the board and other such things.

Most people wouldn't be able to do 50 4k matches without m1's alone. All the other restraints were kinda unnecacery

Survivor equivalent
The rules are simple:
- The gameplay must be your own. You cannot use anyone else's. It must be you playing.
- You must play as Dwelf. You cannot play any Killer and you cannot play any other Survivor.
- You cannot use Items of any kind.
- You cannot use Offerings of any kind.
- You cannot use any Perks.
- You cannot interact with lockers, totems or whatever else isn't a gen.
- You can only do gens. Don't run if the killer comes. Gens ONLY.
- You must escape with all four Survivors every match.
- You cannot disconnect from a match, regardless of map or if you're losing.
If Gen rush is truly broken, then you should be able to easily escape every single match regardless of map, whether or not you're up against adept Killerss or any other factor besides the genspeed alone.
Looking forward to seeing the results

Oh, and those numbers aren't even considering that when survivors loop, they increase the effective distance between the killer and themselves, as killers have a slower rate of acceleration around corners than survivors, forcing the killer to be moving slower than the survivor for all turning portions of the loop in question. So, Legion must be even closer to the survivor (starting off) than you mentioned to be able to score a hit.
To be fair those numbers also don't include that the timer gets paused while you vault but you still makes distance

An effect that is literally useless because the default KI range reaches over twice as far than your Frenzy can reliably chain if the Survivor runs away? Yeah, I miss those too. Fun fact, Legion is currently the only Killer in the game with a sprint-type power and no addons to increase the sprint’s movement speed.
Billy and Bubba have the engravings, and Bubba also has chili. Wraith has Windstorm 2.0. Spirit has the various shoes and the mother-daughter ring. Oni has his Dash movement speed addons.
Even the Huntress, the Plague, the Ghost Face, and the Shape, despite not having sprint-type powers, have addons that at least mitigate the slowdown they receive while charging or holding their power. Even Demogorgon has addons that make him teleport faster and even a brown addon that increases his movement speed while charging Shred from slower than a running Survivor to faster than one.
What does Legion have? Jack diddly squat. Why?

It took a year before a streamer tried him, one that's already good at the game and knows how a killer works, plays a very boring playstyle and pips because Wraith was always good at pipping and that's it, and that's how that streamer determines killer viability. Legion does the exact same thing but no-one in their right mind would say Legion is good. If we're basing it on the ranking system he's the best killer in the game.
Why wouldn't i base it on the ranking system that's in the game?
I think that's what the problem is. Most people make their own rules on what a win is and then get frustrated that the game is too hard to furfill their own rules
Killer side can be frustrating but some people make it waaay more frustrating for themself then they need to be

Frankly, I don't need to see you play if you unironically hold the opinion that Legion is, in fact,a good Killer with a useful power.
And the numbers are raw math of just how easy it is to master the basic counterplay to Legion's basic power; if you get hits with Frenzy, it's not because you're good. It's because the Survivors are bad.
I used to only ever play Legion until the Ghost Face came out, including when he was 110. I also refused to use Frenzy to down Survivors when Legion was 110 because I felt it was cheap and broken. And despite being a 110 M1 Killer, I still found old Legion more fun and more viable than this absolute heap of trash we have today. I can say without a shred of doubt that if there's any Killer I'm good at, it's Legion. That doesn't change the fact that he's a piece of #########.
You can think their bad, that's fine
I think they are very much playable and if you play them right you have the ability to win against most teams

I think you exaggerating here a bit. That's ok in the heat of a discussion, but if you remember your matches, I bet, you will remember how you often had survivors encounter that were to far away for chain hits and/or had already start to heal themselfs while you were running off to some other survivor at the opposite part of the map.
The Legion is now so good, how a m1 killer in dbd can be.
That is enough for the average survivor, but if you ever met good survivors...
Let us be honest... Nobody of us has a 100% kill rate and if you think that you lost every match just because you are bad, then you are lying to yourself.
Of course, we lose some matches because we have make in the one or other match the wrong decision or were to bad, but in every game were we have lose!?

If i notice survivors that are to far away i cancel my frenzy early and get it back before i reach them
I am the kind of person that will sooner look at myself if i lose rather then the game so you might have a point there

I was likely better at downing Survivors as 110 Legion without using Frenzy than you are as 115 Legion. Try again.
Also, if you're so convinced Legion is great at chaining hits, here's some numbers: At a rate of 1.2 meters per second (the speed at which a Legion in Feral Frenzy catches up to a running Survivor), a 10-second Frenzy means that in order to outpace a Frenzying Legion and totally nullify his ability to chain a hit, you only need to be 12 meters away.

And with double duration addons, it goes up to 16.8 meters. Barely more than four-eights or one-half of the Legion's Terror Radius. That's with his best Frenzy addons. His BEST. I don’t feel in control when Survivors are injured. If anything, I feel more disadvantaged because Perks like Dead Hard, the Spine Chill-Resilience combo, and Adrenawin can honestly make Survivors even harder to chase while they’re injured.
Sure, it feels satisfying to get chain hits, but what with how basic and simple the counterplay to a Frenzying Legion is, how often does that happen? You only move 30% faster than a running Survivor; as long as they split up, what’s usually going to happen is you Frenzy someone, spend ten seconds slowly catching up to a red blip in the distance, and then get hit with a headache-inducing Decisive Strike stun after which your power goes on the second-longest cooldown in the entire game. Also, once your power has “done its job” (assuming the Survivors are potatoes enough to let a power like Feral Frenzy do its job), then what? You’re a completely basic M1 Killer with literally no power, and if you use your power, you get punished. So you can get 1 or 2 chains at the beginning of the game, then you’re a Trapper without his traps? How is that in any way fun?

It happens every match that you can chain hits and i'm sorry but if you have trouble hitting a survivor even once then you just need to get better at chases
Legion satisfaction comes from injuring really fast and then only needing to outplay the survivors once to down them.
It's not unusual against a good Legion that has everybody injured that suddenly every 30 seconds someone goes down and gives him a pop goes the weasel
If your a killer that needs a power to hit survivors and let's themself be looped for 3 gens if they don't then yes i can believe you that you don't think legion is fun

If the killer is camping, unless all three of the others are simultaneously (erroneously) trying to rescue that single survivor, then there should be no issue working gens, since the killer isn't pressuring you at all. Ambushing unwitting survivors or 'camping' as you call it, by using a hooked survivor as bait is a valid play. That's why perks like insidious, and killers like Ghostface, Pig, and Wraith even exist. They're ambush killers. Even Spirit and Nurse can be used to long distance ambush. If your team isn't wise enough to keep at least one person working gens while one or two more go for a rescue, then it's not the Killers fault, and they shouldn't be punished for it. As to maps, while many are seemingly too large in scale, the reality is that each killer should ideally have a way to traverse maps quickly enough, while using their unique skill sets to keep pressure up. Killer reworks are a definite must in some cases, but gen times being slowed down isn't really the answer, not wholely, anyway.
Interactions with items and perks that affect gen times needs to be addressed, such as tool boxes stacking with certain perks, as an example. In my opinion, gen times should be reflective of how many are working on them. Whatever the time is for a solo Survivor to repair a gen on their own, un-added, should be exponentially reflected based upon how many survivors are working a a gen at current. I also think that gen repair perks shouldn't stack with tool boxes save for with special conditions.

The best first killer to buy is the killer that speaks most to you
While not all killers are equally strong that's generly not a problem untill you reach purple/red ranks
Playing a killer that you like rather then just what's strongest will also be more enjoyable to play the game with

IMO the new ruin is fine but hexes in general need to be looked at. They all share the same flaw now that they often go before giving enough value

If you're uninjured she has zero methods to track you if you don't run so your in the advantage
If your injured she's at the advantage. Heal asap vs spirit or run iron will
The spirit player had to work to get you injured so there is no reason why she wouldn't get some benifits for it

They instantly go back to tier 2 when you use your static blast though
Where as before you had to actually find survivors again cause your static field would take ages to make go from tier 2 to 3

Prioritize waking up over doing gens
Freddy is just an m1 killer until he hits you if your awake
When you are asleep and in chase vs snares. Play like you would vs clown and drop pallets early
Vs pallets try to remember which ones have been used. If they're is only one gen left it can also be a good idea to just throw pallets willy nilly to lure freddy to you and to give others time to do the last gen
He still would need to break the real pallets and you can't be tricked by fake ones. A bit risky ofcourse cause you use up all your resources. But it can pay off if your team pushes the gen while he chases you

I think the new ruin is deffinitivly a more fun perk
It combo's interresting with certain perks and it feels like you're activly doing something
Where with old ruin you just slapped it on and prayed it lasted
It is without a doubt a lot weaker though. I will still play it cause i like to mix my perks up once and a while but i think people that want to go optimally will have to resort to currupt or pop now

Hag is a really good example of this. There is only a miniscule difference between most of her brown and green addons

Bassicly the old system rewards you by keeping a lot of gens unrepaired for as long as possible
that means if 3 gens pop in the first 2 minutes your going to have a bad score
The new one should be a bit more fluid and also reward players who can keep the last 2 gens unrepaired for a long time dispite losing the first 3 fast
I don't know excactly how the math works though
