Just tunnel people out of the game ASAP and you won't need to worry about it.
The more people you let make it to end game, the higher the odds of it occurring.

No, it does not depend on their hook looping ability. You can just leave the hook. It is an instant activation. You do not physically have to be there the entire time, fam.
I'm looking forward to seeing people figure out the versatility/value of 'Drive By' Reassurance.
It allows for some good set up/plays on survivor side.

Personally, the change to Corrupt was my favorite change in that patch.
I could literally end the game after a quick first chase (depending on killer choice and current sweat level) as killer and was very tired of seeing it every game, often causing survivors to meander aimlessly for 2 minutes/hide it out.
It's much healthier/less stale.

The thing is a killer body blocking a survivor in the corner of the map is a reportable offense.
The killer preventing you from being unhooked is not.
You can't list unhooking as part of survivor gameplay and being on hooked is not intended gameplay, because in order for a survivor to unhook someone they have to be on the hook.
The idea that the killer's main way of killing survivors in a trial is somehow causes survivors to not be playing the game is just not true at all.

Flawed reasoning. If someone blocked you in a corner for the entirety of the match, back when Twins could do it, you were still inside the match. Didn't mean you were still playing it. But I am used to these forums, where there will always be people who, in spite of common sense, will think of their ideas as right. I'll try to elaborate this further, should be simple enough to understand:
The game is, first and foremost, not free. So I expect to be able to play entirely something I paid for. With that out of the way, let's move to the main stuff:
Survivor gameplay is, or at least is intended to be about
- Being chased;
- Unhooking;
- Reparing gens;
- Healing yourself or others.
These are the main things, with some extras along the way (totems, saves). If you get to play only ONE of those things, you ARE NOT being allowed to play. Think of it along these lines. Someone who cheats is technically still playing the game and, probably, winning. Does it mean he wins because he deserves to? Is it really him playing, or is it something else doing it in his place? Is he playing the game, or using something to make an advantage for himself AND ruining the fun of others? Videogames are meant to be fun, for both sides. You can win, you can lose, but you should BE ABLE TO ENJOY IT, whatever the case. When one side enjoys it and the other does not, when one side only cares about winning and refuses to consider the bigger picture (balacing the experience for both sides, in this case), it's usually not called a videogame, but war.
Maybe they'll make some sort of ruling clarification regarding blocking people in a corner, explaining how it is not normal gameplay.
Maybe they'll do the same regarding cheating.
Perhaps a petition to the devs is in order for them to also emphasize during the portions of their video tutorials that discuss/explain hooking/phases/etc that being hooked IS NOT a part of 'gameplay' despite having the game running and being listed on the server as an active participant in the match.
I'm also down with investigating people that are not able to contribute to all of your listed categories as they are clearly not playing/being prevented from contributing!
Someone needs to tell these devs what gameplay is and how their game works!

There's nothing incorrect about that. The killer eliminates survivors by sacrificing them. The survivor is the only team that gets eliminated throughout the game. This is nothing about "survivors are fated to lose". It's just simply what the game is. If you don't want to be eliminated you can play killer, because that is the side that cannot be eliminated.
People literally can't handle/understandb the basic gameplay loop.

Slugging and Tunneling are going to be the de facto tactics for killers that play 'for kills' after Chapter drops.
Camping has a perk nerf. Slugging was recently buffed and tunneling has not really been touched (people just tunnel through OTR/BT).

Reassurance helps with camping, but just makes people playing 'for kills' resort to insta tunneling unhooked survivors (through BT/OTR/etc).

What does everyone think of 'drive by' Reassurance (ie procing it when the killer is not camping....used to keep people in the game, prevent forced stages/kills, set up end game plays, speedy heals, etc....just providing some examples as I'm sure some people won't see the value in removing any urgency from the act of unhooking).
I'm almost certain that the perk will require some sort of killer presence in its activation requirements (ie within 32m) to be balanced.

I believe that with the release of the next chapter, tunneling will be the best way for killers that focus on just getting kills to do so.
Camping is basically gutted, so people will naturally gravitate towards hard tunneling.

Healthy would be redesigning the core mechanics that make camping & tunneling viable strategies in the first place.
First and foremost, DBD is a game that people play for their own entertainment.
It should be the goal of the developer to make the game entertaining for as long, and for as many people, as possible.
The game's entertainment currently hinges too much on goodwill, of which there is simply not enough to go around in the gaming community.
'Goodwill' + 'Elimination Game' = LOL for most people.

So the new RE chapter comes out and lo and behold BHVR are back at their old habits. BHVR can buff all the weaker perks you want but if they don’t add base kit camping and tunnelling deterrents than these perks will be ran every game
So instead of your build being DS, BT and exhaustion it’s now OTR, reassurance, exhaustion. Perk variety has gone back to as bad as before basically. I really hope this trend doesn’t continue but I fear it will
I'll probably still be running SC/BK/Bite the Bullet (or OoO)/Overcome (or Lithe).

I still don't see anyway for indefinitely pausing of hook timer to ever be healthy inclusion into the game. Sometimes as a killer forcing a survivor to the next hook state is the play to make and while I see nothing wrong with perks to extend the hook timer duration, I see an issue if that extension is unlimited. At some point survivors need to make the rescue or the survivor on hook dies.
I like that the perk stops straight up facecamping (but not really as the rescuer will still go down before getting to the hook against the 'big' offenders, resulting in 1 hooked/1slugged...soon to be hooked).
As you said, there are times when a killer should confirm a 2nd stage/kill off of a hook.
Now, if you are having a tight game and need to secure a stage/kill, you can be thwarted by a 'drive by' Reassurance even if you weren't hard-camping/facecamping (ie - you drop chase/patrol far away from the hook - you NEED this progression or it's a blowout). This also shortens the length of the game, in most cases.
I don't really care about kills/escapes/etc and perform very well at the game (need this disclaimed for the incoming brigade @_@), but this seems to just make tunneling the de-facto superior method of 'securing kills' / progressing killer objective, as you can no longer challenge/force hook states.

So punish the team because the killer decides to camp? No thanks. I also said in the feedback that it SHOULD deactivate after the last gen is done so everyone has a fair shake so the game doesn't go on indefinitely.
Pretty sure there is only one person being punished in that scenario, as the killer also knows that the perk is in play and has no plans on leaving the hook.

You can't participate in the match either way if you're being face camped by a Bubba. At least this way, you're helping your team get out instead of being a means' to an end.
You're dead in 2 minutes if he facecamps....normally.
With this, if he is facecamping you in the basement and intent on not moving (or AFK watching YouTube or w/e) until you're dead...You get no points and are stuck for 5+ min (gen time + travel time to proc + exit gates), then you die.

IE - You hook someone in the basement at the start of the game as Bubba or another 1 hitter.
People keep pausing the hook timer....you stay there.
Person on the hook can't leave the game (w/o DC) and has to stay on the hook for about 4-6 min (gens + travel time to proc). You watch YouTube.
Gens are done....they can either force trades in the basement without DS/OTR or leave the person to finally die.

There is no way to remove camping/tunneling without removing killer agency.
You can hold onto hope for Year 7, but it might be time to realize that devs aren't going to force players to/prevent players from doing X.

Queue times have already settled down to about 2 min average for killer and instant for survivor. These are similar to what the queue times were pre-SBMM.

You're taking a bit of time of gens, which will allow two people to be working on gens shortly rather than 1. I've been watching quite a lot of high level survivor play recently, trying to improve - and bodyblocking is absolutely essential.
And, yes, there is a lot of RNG in this game. Too many matches are lost at the selection screen. But that cuts both ways - if I play Scratched Mirror Myers and get sent to Eyrie against a halfway decent team, I'm dead.
Remember, the goal of this patch was to raise kill rates. People will be escaping less. That's intentional.
Lots of good players use BT/OTR to set up very niche (ie doorway/window) blocks that force a killer to swing, wait, or go around.
Most players aren't as efficient/coordinated, but I certainly notice the ones that are T_T

I said it a long time ago, but it's one of the best perks in the game, especially as solo.
Even if you can't loop well, it provides enough info to run a killer for 1+ minutes at the game's start.
As the game progresses, it also provides optimal pathing info which leads to longer chases, especially if a bunch of pallets have been burnt.
It's ALWAYS on and has zero downsides.

If you're solo and the last gen is about to pop while you're in chase....you may want to dump the killer on someone else if you can.
There's a lot of interesting/more intense decision making required to perform well in solo.
