Don't you mean 'slight tweaks?' I love the fact that the devs used that wording, because it shows how out of touch they seem to be when discussing balance.
But yeah, Hillbilly will have some 'slight tweaks' done to him, after Spirit.
It's fascinating isn't it? I always knew that there were two ways that the devs could handle long term killer balance. They could nerf the META to the B tier and then do a few buffs or buff each B tier killer and below to the META level.

@Mr_K How much do you wanna bet that the Hillbilly and Leatherface's power bars will be stamina bars? As in, you can sprint or charge the saw for a duration until the meter ends and you get stunned.

Stuff like this should tell you there is a problem. If the only viable perks are ones that slow the game down.... maybe the game is going too fast now?
This kind of applies to DH/DS too since every survivor and their mother run it.
I really really wish they'd drop their mentality of fixing the game by introducing new perks and killers. If there is 5 or more problems then this idea INHERENTLY doesn't work, nor does it make playing any other weak killer fun or possible.
Yeah, but at the same time making the game slower by default wouldn't mean anything.
I'd love to think that if the devs made matches longer by default that all of the killer players would switch off Ruin and the like but the thing is, most of them won't.
Why swap out Ruin for a slow match when you can keep it for a super slow match?

Honestly the plants aren't needed to slow the game down. All of the matches I have had so far the killers have been running Dying Light and Ruin.

I'd make two changes to the game to balance solo queue and swf survivors, even though technically they'd be new features.
First off, new HUD effect for survivor and killer: Red Stain
- Whenever the killer gets the score event "Survivor Found" (and a chase starts) the Red Stain effect will appear over the survivor icon in the bottom left corner of the screen. Once the survivor gets the score event "Escaped" (Boldness category one) the effect ends.
Second, new survivor base ability: Pulse
- Whenever a survivor presses Q or something they create a bubble notification for the team that lasts for 3 seconds and has a 10 second cool down.
- The bubble notification highlights an object within an 8 metre radius of the survivor that they can see with the following priority.
- Killer
- Hatch
- Generator
- Exit Gate
- Totem
- The survivor that used the ability
The idea between these two changes is to balance survivors. Now everyone can communicate efficiently and the killers can be balanced around this change.
Also if you're a Dev reading this, please for the love of all that is good and holy don't make pulse a perk. If you make pulse a perk that defeats the purpose of having it included in the game at all.

Okay, the glass bead logically should be used to signal important objectives.
So, the glass bead should be placed at central generators and an exit gate.
Also with the event coming up, be sure to mark an event generator with the beacon as well.
The reason for central generator focus is to screw the killer. If a generator remains broken near the center of the map all game then come the end of the game and the killer has an easier patrol. Fix that gen early and the killer will have a more wasteful patrol route letting the team get more generators.
As for exit gates, that's just for the end of the game in case you forget where it is.
Though with the perks Better Together and Wake Up you might not need a glass bead, really.

By failing to include a full killer roster list you have rendered this poll meaningless.
Suppose I find Legion to be the most annoying killer since they force me to do a 20 second mend action every so often. Now I can't vote and have been silenced.

@yukairi I get what you are trying to do, but there's no way to actually stop SWFs from talking. So instead we need to buff survivors to have as much information as a SWF. I have some ideas I can show you later if you want.
Buff survivors so that solo or swf doesn't matter, then buff all killers to be balances to counter balanced survivors.

I respectfully disagree with your statement. I'd argue that base Spirit is not fine with two words "Phase Collision". With all other factors: 110% movement speed, power with a cool down period, a unique mechanic that usually rewards skill, I'd argue that she is close to being balanced. However, it is all too easy for a Spirit to just spot a survivor and begin phasing and running all over the place until she blindly stumbles into the survivor and then attack. Even most of her add-ons I feel are fine, just simply make Prayer Beads an Ultra Rare and in response make the Mother Daughter Ring a Very Rare.
In terms of handling SWF the answer is obvious, buff killers. However, we cannot buff killers without first polishing the survivor experience otherwise BHVR risks driving away most of their survivor player base. So BHVR just needs to made a few new HUD effects and improve how survivors communicate in the trial. I have some ideas that I'd love to share with BHVR, however this thread is not the place to discuss them.

Exactly! Killers shouldn't be forced to take slow down perks to actually have a chance at completing their objectives.
Similarly survivors shouldn't have to bring specific perks to counter any one given killer.
Granted, even if the devs managed to draw out games in a meaningful way, high rank players would still spam extra chance and game slowing perks, but at least at the lower ranks we could all have fun.

The only reason people are complaining about Spirit is because she is slightly more powerful than she justifiably should be.
Most folks only have two complaints about the Spirit: Prayer Beads and phase collision.
People dislike Prayer Beads because they have the same problems as old Stab Wounds Study and old Frank's Mixtape. The add-on is just too powerful to be a Very Rare. Make the ability to completely remove almost all warning of your approach a rare event and survivors will naturally complain about it next.
Phase collision just shouldn't exist. You see, when a Spirit phases and chases me in invisible mode I get frustrated but I can handle that. That's literally just her power. It's when she just desperately sways side to side until colliding with a survivor that upsets many people, including myself. When you actually aim the haunting it's a mind game so we can respect it. When people just use the extra movement speed and collision as a crutch for bad game sense, that's where all the hate comes from.
TL:DR
Make Prayer Beads Ultra Rare, removing all warning of your approach should be expensive, (See Coxcombed Clapper).
Remove phase collision so that players actually have to know what they're doing to encourage skill based gameplay.

@tinytoxin If you're still getting tunneled a lot, consider using flashlights at pallets. By blinding the killer during the stun the time they're blind gives you a chance to lose them.

It's a money thing. If the event happens in October then some players may buy blight skins while in the festive mood. If the event happens after Halloween then blight skin sales will go down considerably as Halloween hype will have dried up.

Legion's okay mechanically? At base their power isn't too great, but it has potential. Getting a free first hit and seeing other survivors helps since you can force multiple people to waste 20 seconds mending. Once you can't find anyone else then you just mind game your target to remove the last hook state, ideally within the time everyone else has mended. Their base perks also kinda compliment this? Discordance helps you focus on where you need to be. Iron Maiden saves you time searching lockers and also kinda makes searching lockers not a need since to exit is to be exposed. Then Mad Grit helps you guarantee hooks on most downed survivors because if anyone tries to body block they have to deal with: "Cut your life into pieces, this is our ski resort!"
Don't get me wrong, they are by no means the best killers, but they are functional at the very least. With some time and training I imagine that you could main them at high ranks.

Look at it this way folks, either way BHVR was gonna be in trouble with the issues. So they had 2 options:
Release a broken event and just let the community suffer through it and rage on the forums
or
Delay the event to ensure customer satisfaction knowing the delaying the event would case rage on the forums.
Either way, BHVR was getting burned and guess what? They chose the route that hurts us the least. I understand that a number of people called out of work or took time off for this and I get that you're frustrated. But, be happy that you're being frustrated that the event is going to be fashionably late and not broken and here.

Waiting at the gate for a hit is usually a respect or pity thing. Besides, it helps survivors keep their rank down and let's the killers get ritual progress if they failed all game.

I'm not too keen on either one of them, just dropped their names since they are usually seems as the big boys that are the most polarized. Like, survivors like Noob3 but not too many killers. Similar to how killers tend to like Tru, but survivors certainly don't.

Okay, Self Care accomplishes a lot of things that I'd argue make it worth running in just about every build.
The first and primary focus is that it has unlimited uses. The whole, "Just use a medkit." argument seems to forget the fact that people that like Self Care use it because they find themselves injured, a lot. So just bringing a medkit is unreasonable. Not to mention, Franklin's Demise exists and we'd greatly prefer to always have a healing option regardless of what the killer is running/doing.
The second focus is the time saved I won't go into details because @twistedmonkey has already done an excellent job explaining it, but in summary, it's faster to Self Care then try and find a teammate with Bond and hope that they don't screw up skillchecks.
However, there's a final benefit to SC that some people dismiss, skillcheck practice. Since Self Care is healing at 50% the speed of a regular heal you're almost guaranteed to have at least one skillcheck to deal with. So I'd argue having a small chance to "get your head in the game" in the game might help people start hitting more great skillechecks later in the match.
