What games are we talking about tho? I come from a community built on a fighting game where whenever you make a decision your opponent has to guess while having the tool do it. I'll explain it further:
Am I going to do a low? If you crouch, you block the low and punish me accordingly. If you don't, you get hit.
Now, the animations are there and are difficult to react to but they're still very clear. Imagine now that the low attack can instantly be canceled into a mid attack without any clear sign of it... that'd be incredibly frustrating, no?

Judging by the changes the devs have in store with Doc and removing his need to shift stances to shock ppl, I think the devs are actually planning on adding MORE power feigning in the game rather than doing someone like giving billy a cooldown when he feathers his saw. Currently with Doc, the only reason him canceling his shock and hitting you isnt more of a thing is because of the stance change. With the changes the devs have discusses...you'll be seeing alot more this power feigning from Doc, just like Demo already does as well as Billy is doing.
The big difference between Billy being allowed to do this and Huntress or Plague is Huntress and Plague would be able to hit you if you throw the pallet, while Billy cant. The downside behind throwing a pallet at the wrong time against Billy or Demo vs doing so against a Plague or Huntress is pretty big.
I see your point. I do still think however that the animation cancel is a flaw that must be dealt with, most games take an immediate stance on this type of stuff.

Wasn't Spirit the very same thing? She didn't have a vault animation and that needed to be done for consistency because of, guess what, lack of counterplay. Immediatly canceling an animation IS not good game design.
I'm just gonna make an example: Imagine that you're playing Huntress, I'm vaulting a window while you're charging an hatchet and WHOOPS. I immediatly cancel the animation because it was just starting and you miss your hatchet, now I get to vault easily because of that and there's nothing you can do about it. Answer me this: Is this wrong or "fun mechanic"?

that's what "consistency with the mechanics" always is, NERFS, killers are supposed to be unique, their mechanics aren't consistent, that's what makes playing different killers fun
this would be a huge nerf to billy's ability to deal with loops and mindgame survivors in a chase, you being outplayed once does't warrant any sort of change, missing this ability is part of what makes leatherface so pathetic and honestly he should be able to cancel it just like billy

Your attitude is honestly so outrageous it's insane. What I'm asking for ARE NOT Billy nerfs but just some consistency with the mechanics that were intended for killers. If I do any mistake with the ability of killers I play that are Nurse, Plague, Pig and Hag I get punished for it with survivors gaining distance or lose LoS.
This isn't the case with billy where at loops you can press m2 for a microsecond to bait you're going for the chainsaw and get a hit out of it because of lack of animation on the ability cancel.

Lower the skillcap? If anything that would make him harder to play and would require more skill to be used. Didn't Nurse receive the very same treatment to her ability? The change was harsh but it made better at playing her by trying my best to not do any mistake.

You don't say? But aren't Huntress and Plague lower in the multiple tier lists while Billy is always on top? Apparently having a range attack doesn't help them enough... not that I'm implying they NEED buffs of any kind.

And we all know how great of a killer LF is because of this. Why is inconsistency in this case such a bad thing though? If anything, it makes gameplay more interesting and it leaves more for survivors to learn about countering specific killers, rather than a learning a format every killer has because it needed to be consistent.

Then i'm sure adding an animation for the moment Billy cancels his chainsaw wouldn't be a problem, then? As it is now, he immediatly transition into lunge if he cancels it fast enough and I'd rather have this to have even the most little chance to react.

Not as much as Billy, LF gets slowed down by canceling the chainsaw so why shouldn't Billy? If anything... Things should be swapped at least.

More like Lucky break needs a complete redesign for how awful it is. No killer runs bloodhound anyway and maps are so dark that killers do not rely on blood tracking most of the time

Perk wise not really. Steve's perks are awful as well as Demogorgon (except surge which is okay-is).
Nancy perks however are excellent, I highly suggest you to buy Nancy only if you're not interested in playing Demogorgon, which is a decent killer nonetheless.

Huntress gets such a huge punishment when she cancel her power so why Hillbilly shouldn't when both powers are deadly in their own ways?

At first I thought that as well but GF definitely moves a tad faster. That's why most people ask for a movement speed buff for Pig when she's crouched.

You can't really compare abilities like this because they're completely different. How about Trapper and Hag? Shouldn't they be able to hit survivors as well when they fake a trap placement? If you want all abilities on par, then BHVR shouldn't have made such a variety in different abilities in the first place, but that would lead to some monotone gameplay.
It's flawed by logic. A 50/50 situation is where you need to pick an action that your opponent has to guess. Canceling your decision instantly doesn't make sense where most killers don't get to do this. Also, Hag and Trapper suffer a considerably amount of time to cancel a trap placement and they're also immobile while doing it.

Theres actually multiple killers who CAN cancel their powers to mindgame a loop, Billy isnt unique in this. Trapper for example can pretend to put down a trap, in order to get a survivor to leave a loop and catch them out in the open. Hag can do the same. Freddy and Spirit can ALSO cancel the use of their powers before the ability actually kicks in in an attempt to mindgame. "Fake teleporting" as Freddy is pretty common with it actually being affected by his class photo addon to show that its intended gameplay.
Freddy's teleportation punishes him with cooldown tho, which is exactly what a 50/50 should do if you pick the wrong choice.

I'm sorry but I don't agree with this. If you ever charged Plague, Huntress or LF the cancel time is the same at any time not taking in consideration of how much you charged. This is not coherent game design from my perspective.

The reduced speed while being crouched is only fair, the fact that GF moves faster when crouched is just bad game design.
I think that Pig is a potentially a viable killer but needs a serious look at her add-ons and, perhaps, try and give some more power to her trap.

Try and make every perks at least viable. We have so many but so little get to see the light...
Also, slam that nerf hammer over stuff that is absolutely dreadful to play against such as mori, keys, iri-heads, overly strong toolboxes and Yada Yada.

Question: What if a survivor decides to grief the game by destroying the window completely? The idea is solid but perhaps you can add a new rule that the survivor must be in a chase for the window to crumble?

It does. Initially I tried to convince myself that this was needed for the health of the game but the management of the blinks gets very annoying fast. Maybe we'll see a change next patch and I really hope it helps her become less clunky

Nurse main here.
The feeling of being overwhelmed sometimes can be quite frustrating to deal with... I noticed that as long as I don't carry a charge add-on I will struggle in chases if I don't get a lucky predict or just win a mind game (not including dead hard, which is very common).
The devs can perhaps consider lowering the recharge cool down from 3 seconds each to 2.5? Or keep it at 3 but the cool down starts immediately after blinking instead of during fatigue.

Just so you know my answer is dated April 2019. At the time my answer was correct but Legion is such a mess things keep being changed because of a balance disaster.

This wouldn't solve the problem for hexes such as third seal, huntress lullaby or ruin since survivors will immediately see them in action.
Also, this would make devour hope borderline and, while I love it and use it quite often, don't want something to be this strong.

You could also say that the survivors' behaviour from the OP's first game wasn't mature. Nobody did anything against the rules, neither the survivors nor the OP.
It isn't realistic to expect that a player will just swallow such a high amount of frustration. Some kinds of gameplay fuel some other types of gameplay. It's a cycle.
Btw @JC316 If you see 2+ flashlights in your lobby, try Lightborn. I often get free hits & downs because survivors keep standing in front of me too long, still trying to blind me.
By how things were written out. OP seems to have taken his rage on another different group of survivors. Still, I don't honestly see how trying to flashlight save is seen as toxic... it's a huge for survivors as long as you have awareness of your surroundings.

Pallet looping was discovered back when the game was fairly new and none knew what the meta, strategy or ideal play-style was. Everyone were testing stuff here and there and when looping started to be an actual thing the devs NEVER stated they would get rid of looping
This time, devs stated -> FROM THE BEGINNING <- the flick was not intended, yet people just wanna scream "WAAA SURVIVORS ALWAYS GET THEIR WAY".

The way the change was carried matters little, it was already announced way before Oni was purchasable and players should have expected this.

On Grim Pantry, the area around the killer shack is a dead zone and at some spots you'll be forced into the basement.
The thing is that I never saw a map with so much dead zones before. Sanctum of Wrath literally has safe zones all over the map because you literally cannot blink in many part of it.
