It can be subtle and not the blatant type you see on youtube. I had one back in February where I didn't notice they were cheating until the end game where I down them and they instantly got back up and speed hack away.

Gen tap is just the result of poor time management on the killers part. While the base regression should be increased to make breaking a gen more viable, it should only be done when you know it will stay regressing for some time after.
Kicking a gen when you fully know a survivor will be back on it once you leave is poor decision making.

Ah yes, let me just go over hundreds of hours of streams and videos because Nurse players doesn't want to have their unfair toys taken away. Last time I saw it on killers perspective was in July and twitch doesn't keep vods over two months.
Earlier I didn't even care about this because I rarely faced nurses. Now because of MMR the amount of nurses I face is a lot more so I'm getting sick of it.
I made this bug report to get this into the devs attention and if/when the devs see this and investigate it, they can see if it is a bug or a latency issue. What is the problem of reporting about this? If it is a latency issue like you say, then it will stay the same. If it is a bug it can be fixed and playing as a solo survivor against Nurse is even a little less miserable experience.

Killer has a ping too.
I've gone against laggy killers hitting me from far away. Its the same thing.

It most certainly isn't latency. It has happened to many streamers and they have wondered about it. My ping is always 50 ms and I have wired 200M internet connection. It's not latency. If you don't believe me, go test it on KYF.
Show me a video from the Nurse's perspective swinging before coming out of blink.

Happen again yesterday. Was being unhooked by an Ace when Leatherface chainsaw both of us before I was fully unhooked. I did a backflip from the height of the hook.

Hackers would naturally reach the mmr cap and show up more in highly visible streamer games.

There are cosmetics in-game added specifically for certain individuals and some of them jumped ship and either don’t play at all anymore or if they do it’s rare.
They stopped doing this a long long time ago.

Emblems are a new Ranking Mechanic that was implemented with Patch 1.9.4 into Dead by Daylight . The Emblem System is a replacement for the Victory Cube for Killers and the old Bloodpoint-related Rank Mechanic for Survivors. A Player's Rank is now decided by their performance in a Trial and independent of the Bloodpoints they gained. Emblems replace the old Bloodpoint Category circles in the Ranking section of the Tally Screen. Successfully obtained Emblems come in four Qualities: Bronze, SilverIt will be easier after the reset.
I'm also assuming you are only using the killers three perks. If not, don't tell me.

I have gotten 9 hooks and it still say ruthless and I have test the games as killers and 11 and 12 hooks seem to be merciless for me anything below that usually just ruthless
You're too focused on 1 emblem. If you're Iri grade it takes 4 iri emblems to 2 pip. Just wait for the reset where you can 2 pip with less.

One person in twelve games. Most of my games as killer are usually against very good survivors--not all, and on other killers that I'm better at it doesn't matter as much, but for the killers that I struggle with, it's a pain.
My Huntress has always been fairly iffy, and it's only gotten significantly worse as time goes on. I feel like I'm not learning anything or developing any skills because the games fly by, and that's pretty genuinely distressing.
I'm talking more than 12 games. 30-40+ games of just farming points and chillin.
It would be bad if the system swinged players from low to high to low with just a handful of games.

Y'know, I've had this in my huntress games for a few days now, and I'm still getting survivors who play the game extremely well. If the survivors are escaping consistently, doesn't that mean I play the killer poorly and should be getting survivors with a little less skill? Because that's not happening, interestingly enough.
We can suspect the system gives an average score, because that's how the devs said they wanted the system to work. It's supposedly built this way in order to prevent players who are very good at one killer to switch to a different killer and still dominate the match because they are familiar with the role while the survivors are fresh newborn fawns.
In practice, this doesn't really work, but the idea is laudable.

I'm going by my own experience. I played Trapper 4 to 8 hooking survivors and letting them go. The survivors started getting to the point where I'm babysitting. Seriously the type that run away from pallets to the edge of the map. I switch over to Nurse and get tryhards. The contrast is too much to be random and its consistent.

I don't think BHVR intentionally misuses statistics. I think they 100% have no idea how to properly use them. They need to compile more than just "kills" and make it public. At the BARE MINIMUM, there should be. Kills across every 100 points of mmr. from 1100 to 1900. Hooks across 100 points of MMR. Killer pick rate at every 100 points of mmr. Kills at every 100 points of mmr. Hatch escapes at every 100 points of mmr. Generators completed at every 100 points of mmr. Here's an important one. Time in game across every 100 points in mmr.
To any decent dev or statistician trying to make sense of data to make the game better these are MANDATORY. I'd be amazed if BHVR even kept track of half of those at any mmr.
Nurse is last because there's not enough good Nurses 3/4k to outweigh all the bad Nurses 0k.
All other killers can at least hold w and M1 survivors to death. So even new players will contribute to the kill count.
As far as the stats go, these are raw numbers without context. Doesn't mean you can just throw them out because they don't match ones world view.
Pinhead being at the top is expected. New killers get played more than others. Survivors don't know the best way to run him yet. Its still valid to see that even low end killers can easily get kills with him over other killers they play.
Its all taking it with a grain of salt. Lots of salt actually.

Steam achievements continue to count after the set goal is reached. If your Steam profile is public those numbers can be read using Steam API. Thats how that site gathers data.
So its as accurate as the game is at updating achievement counters.

No, they don't - at least not those which the game doesn't have data for yet. It places you with an average score derived from your killers that actually have data, rather than at a low baseline MMR.
My Nurse is at max and my Trapper gets brand new survivors. Yes, it is how it works.
Take one of your killers and do not kill. All survivors escape for serveral matchs and see what kind of survivors start to show up in your lobbies.

The group that data mined this, played a brand new account. They played Spirit to max mmr 1900. They then played another fresh killer and had 1700. It was 1700 because the only other killer played was Spirit with 1900.
A brand new killer with no MMR score uses the average of all other killers with mmr scores. After establishing a mmr score for that killer it can go up or down independantly.

POV: A Nurse sees you, then times her blink perfectly so she lands right on your butt. You can’t counter that. The only thing you can hope for is that the Nurse messes up her blink (over/under blinks).

Also think injured to Deep Wounds would count as well.
Just not Deep Wounds on Deep Wounds.
