Pig already has 3 powers : crouch, Ambush and traps.
I agree with @Liruliniel tho, Rule Set No 2 shouldn't be in her base kit, but this add-on ( along others ) should be reworked and Pig should also get some buffs to her already existing powers.

There are too many variable to include like perks, maps, items, add-ons and offerings.

They are strong but they are not stronger. You just said it because you dont know how to utilize those perks on specific killers to improve their strength/deny weaknesses etc.
Yes they are. There isn't one killer perk I would say is comparable to survivors meta perks.

Killer can also take perks to prolong the game . Right now there are plenty of perks that makes killer really strong.
I can say the same about survivors. Especially when they have stronger perks than killers.

Old swamp was kind of a bad map for huntress and facecamping when the gates are open is normal, there isn't much what a killer can do, in that situation.
I didn't say that he shouldn't face camp when gates were open, my point was that he needed to done it in order to secure his second kill.

Uhh what? You honestly think the BT change was a buff? It went from only being able to be used once per match and lasting 40 seconds after being unhooked, to lasting 25 seconds after being unhooked, then they realized it was unfair and allowed BT to be used more than once per match.. and then they nerfed it again from 25 seconds to only lasting 20 seconds. So even after it was "buffed" in your terms, BT was nerfed again.,
I'm talking about the buff from 3.4 patch, as I thought we're only talking about the patches from 3.1 and above. If we're talking about all patches, then I can find even more nerfs to killers and their perks.

If you honestly think that nerf effected anything; you're sadly mistaken. Most ruin totems were cleansed within the first minute of the game and it only effected players that couldn't hit great skill checks at low ranks. Once you hit purple/red it became a small inconvenience.. and thats 1 killer nerf compared to the massive list of survivor nerfs.
Survivor Nerfs
Patch 3.3.1 - Insta Heals nerfed, Green Medkit charges nerfed from 24 to 16 charges.
Patch 3.4.0 - Balance Landing Nerfed to remove staggert reduction while exhausted.
Patch 3.5.0/3.5.2 - Lery's Rework (Survivor Nerf to hide totems, remove windows and add more unsafe pallet)
February 10 - Disconnect Penalties - Forces Survivors to have to play through matches, no matter how toxic the killer wants to be.
Patch 3.6.0 - Survivor Nerfs
1) Survivors can no longer sabotage Bear Traps
2) Dropped survivor wiggle progression reduced from 33% to 25%
3) Toolboxes Nerfed
4) Saboteur nerfed (cooldown added) & Hooks respawn faster
5) Addons nerfed to disappear at the end of each match
6) Autohaven Wreckers: Fixed an issue that allowed Survivors to use Dead Hard to get onto tires near a crane (Yet killers can still do it with Lunge)z
7) Breakable Walls added
Dev Update April 2020 - Survivor Nerf - Reduced repair speeds when working with other survivors, maps reworked to prevent survivors from being able to actually escape from a killer.
In the same patches Nurse, Spirit, Myers, Legion, Ruin, Hangman's Trick and Gearhead were nerfed, while Borrowed Time ( an already meta perk ) was buffed.
So stop acting like survivors are always getting the short end of the stick.

Toolboxes weren't nerfed in the same patch as Ruin.

Oh no, the great skill checks bonus was reduced from 2% to 1% ! How are survivors gonna be playable after this ? This nerf completely destroyed them !

Devs made really good changes this patch.
Bloodlust can definitely be removed once maps are balanced.

Plague because she has to have survivors cleanse for her power to have more than one use (which usually good survivors won't).
I personally just never have problems facing Demo, although I can understand why anyone would disagree with me.
With good perks and a long set up Bubba can have a practical win in a chase with these two perks, but has to have a long set up. It can work but only against the right kind of survivors.
1 use should be enough for you to snowball if you manage it right. Apples also exist and ironically I saw that survivors who cleanse have better chances at escaping than survivors who don't. I definitely see her much stronger than Legion.
While Cannibal is still not a very good killer even with this combo, I think he's better than Legion. Legion also needs the "right kind of survivors" in order for his power to work.

For me, there are a lot of killers I'd consider weaker.
These would be Clown, Bubba, Plague, Pig, Demogorgon, and possibly Trapper and Deathslinger.
I heavily disagree with Plague being weaker than Legion.
Same with Demogorgon.
I could see a point for Pig.
I think Bubba is more of a threat than Legion with Nemesis + Play With Your Food.

The only problem with this is DC's. Unless they make DC's count as a hook, you can get screwed out of your offering. Alternatively, as survivors you can just have 1 player hide all game to avoid the mori. It makes more sense to just have the requirement be that the survivor is on death hook for you to mori, since there is no way you can cheese that.
It could be if all remaining survivors have been hooked, you can start mori them.
But with DC penalties, I saw less people DCing, so for the most part it shouldn't be a problem.
1 survivor hiding all game would be the counter to this Mori version.

Just make it so you can only use Moris after you hook all 4 survivors once and that should make them balanced.

Discordance is top 6 perk
LOL Splitting up is the optimal way to play and Discordance encourages it. Survivors splitting up makes applying pressure very difficult and 1 decent chase will result in 3 gens popping if survivors stay on different gens and not on the same one.
And from when have survivors difficulty in catching on Discordance ? In my experience, most of the time it activates only 1 time ( sometimes never ) and then never again.

That argument is quite simply bad. There are MANY perks that may not come into play some of which provide little to no benefits.
Unrelenting: If you don't miss you will be playing with 3 perks yet IF it comes into play it will still have little to no impact. Just to name a sample.

That's why I only consider new Ruin decent only in very specific builds like Prayer Beads Spirit/Class Photo Freddy with Surveillance.

A pretty good list, tho I would change some places :
Spine Chill and Unbreakable should swap places, as slugging is a pretty popular tactic for killer right now, as it helps build up pressure which is much needed in a game that can end in 4 minutes and also counters DS. I literally saw games that went from a 4k to a 0-1k because of Unbreakable.
Self Care and Object of Obsession should also swap places in my opinion. Object is still a very powerful perk for SWF and good survivors, while Self Care is a waste of time for the most part.
Detective's Hunch and Small Game should also swap.
Urban Evasion and Any Means Necessary should be a tier lower.
And all Steve's perks should be F tier.

Other than hex totems, not really. But even then Haunted Ground and Retribution is a thing now.
Literally every killer perk can be countered in some way. Some of them even have multiple counters and yet they're still used pretty often because killers perks are generally weaker than survivors perks.

As someone else already said, Black Incense is the last good ultra rare add-ons devs made.

Moris can easily be fixed by making them activate only after the killer hooks all 4 survivors.
Keys could use an "open time", so survivors can't use Keys to jump into the Hatch mid chase. They would also need to plan their Key saves better with an open time.

They can't even get line of sight on these loops because of their 110% speed, so they can't use their powers and they can't trigger Bloodlust or Entity blocker.

Plus, Nemesis is very good in combo with Play With Your Food on instant down killers.

Huntress and Ghost Face shouldn't be in A tier. I would honestly put Plague over both of them. Doctor should be low A tier or ar least high B tier, while Deathslinger should be low B tier if not even high C tier.

well, we don't know if that's the result of a broke wall. but even if it is a broke wall, that's nothing to worry, at the start of the match you directly to that wall, in order to break it.

He is buggy for both sides and his base power is pretty bad, 30 seconds on a power that can be disabled randomly because of reveal mechanics not working as intended, go figure.

@Kwikwitted I am rank 1 as well, though more recently just reaching it. Discordance helps prevent duo gen rush, which gives me a better chance to pressure gens being worked on solo. SB is never not good, as it slows healing or keeps people injured (buys killer time). IF is good for slugging, which is apart of the killer meta. It is also good in finding flashlighters, so thats a plus too. Corrupt is valuable, but after 2 minutes disappears & leaves you with 3 perks. BM is just good information, & tells you what gen is next based on where a survivor is headed.
@Marcus regarding Spies from the Shadows specifically, I believe this is the most underrated perk in the game. Survivors are too careless about crows anymore. Why I don't give it S tier is because it is map dependent. Some maps need more crows. This placement is definitely heavily opinionated, but I wouldn't ever place it lower than B. I suggest using the perk & you'll see it has more value than you thought.
I saw a lot of people using it and it's near useless on a lot of maps. Still wouldn't give it more than D.
