Discordance shouldn't be S. I would put it in B at best.
Spies From the Shadows and Stridor being in A is a joke. They should be in D tier at best. You could argue that they belong even in F.
Enduring, Retribution and Corrupt Intervention should be in B tier.
Bitter Murmur, Dead Man's Switch, Distressing, Iron Grasp and Dark Devotion should be in C.
Lightborn should be in D.
Zanshin Tactics, Unrelenting and Hangman's Trick should be in F.
Third Seal and Bloodwarden should be in C or at least D.

My idea for Rule Set No 2 : The obsession starts the match with an active trap. The timer for the obsession trap is increased by 30 seconds. The Pig starts with 1 less trap.

And for both if you, I've seen more free kills from NoED than people dying to EGC, and that's during the lifespan of EGC, not including the times before. I class NoED as free kill(s) because it requires no input from the killer to activate, has no warning when activated, only on first hit and has the single most powerful status effect in the entire game with zero timer.
Now compare this to Adrenaline. Endgame starts, and you heal a state and gain the Sprint Burst effect. That's it. You could be full health and stealthing or in a locker. You have now lost the effect entirely.
I see just as many survivors being saved by Adrenaline than ones dying to NOED.
And nothing from what you said makes NOED even close to a "guaranteed victory".

Killer Obsession perks, I can understand with their survivor benefits, such as Rancor, but their effects are in essence, freaking huge. Dying Light could have a slight number increase, but it does eat away at survivors slowly. Remember Me can also be game changing in ECG if you can stall.
As for Adrenaline it is a ONCE PER GAME effect that only tiggered DURING ENDGAME. What more restrictions are needed? It's not a guaranteed victory, unlike NoED.
NOED a guarantee victory ? It's not even a guarantee kill at least half of the time from what I've seen.

DS skill check shouldn't trigger if you are grabbed from a locker. I think this is the only nerf the perk needs.

Gen pressure matters. hooks create gen pressure. Huntress and Deathslinger get hooks fast. More hooks means less people on gens and more people healing/making saves.
Huntress and Deathslinger do stop loops. Huntress can hit over the loop. Deathslinger can drag you to himself in short/medium loops and can stop window loops.
Huntress can't hit over high walls, which are a lot of loops. Long loops are Deathslinger's worst nigthmare.
And both can't do anything against God loops.

Forgot to mention Huntress and Deathslinger are DEFINITELY NOT B and C tier. They both have the power to stop loops which is probably the best thing to have right now and they can hit you from a distance. Huntress is A tier and Deathslinger is A or B tier imo. No GeN PrESsUrE doesn't matter if you get quick and easy downs.
Huntress and Deathslinger barely stop any loops. And gen pressure indeed matters, especially on big maps.

People aren't complaining that Nurse is too strong anymore, so devs goal was accomplished.
You should be happy if they will at least fix some of her bugs at this point.

Like i said Depip Squad were competitive dbd players and they had only one loss in tournament games.
The game is indeed still unbalanced because of bad map design and fast gen speed, so I don't know what you're talking about.

In my opinion :
Nurse isn't on her own tier anymore.
Plague is high B tier.
Huntress low B tier/high C tier.
Pig and Cannibal could be C tier. I think they're better than Trapper with the right builds.

Watch marth games as nurse on tournaments . He compete with tournament level players without any addons not even mentioning Mori and doing good.
If you know Depip Squad tournament history you would see that their are not just "killer mains" they had only one loss on tournaments against top tier russian team against whom they lost and ditched tournaments play at all.
I literally said these things were agreed to be broken and were nerfed accordingly besides Mori. So you really need to read my comments more carefully.
What I said it wasn't broken was old base kit Nurse, as I never saw one winning against them.

Map changes are definitely the way to go in order to balance this game, but the problem is that devs are too slow with them and they intend to use band-aid fixes ( breakable walls ) in order to fix the major problems ( strong buildings ).
Tho I can agree that some killers like Clown, Legion or Cannibal would still need some buffs/reworks even if maps were more balanced.

The only Nurses who won against them were the ones with add-ons for Omega Blink and 3+ blinks with an Ebony Mori on top of them ( which were agreed by almost everyone to be broken and in need of a nerf ).
I didn't saw any base kit Nurse even challenging the Depip Squad, let alone winning.

A tough decision. Both can be owed by good teams and survivor sided maps and their perks aren't too amazing either. I would say to go for Oni however, he seems stronger than Deathslinger and Nemesis + Play With Your Food is a pretty good combo on killers like Plague or Cannibal.

Plague perks + Whispers could work for Plague herself and other snowball killers.
Freddy perks + NOED could work as an end game build.
Myers perks + Nemesis could work on Plague/Cannibal.
Clown perks + Surveillance could work on Billy.

There is counterplay to Iri Head Huntress, loop her around high walls loops so she can't throw over them, drop the pallet early or if Huntress already charged her hatchet, don't drop the pallet and keep looping her, try to put distance between you and her, you can dodge hatchets if she isn't right behind you. You can also abuse buildings where Huntress can't get bloodlust, so they are practically infinites to her. Even Iri Head Huntress will need to abandon these buildings because they can't do anything about it.
While this add-on can be BS sometimes, especially when combined with a Mori, it isn't uncounterable and you can still escape even against Iri Head Huntresses.

Very few people think Clown has an advantage over Freddy. Freddy is better than him in every way. And you're right. His power is truly useless without add-ons.

Corrupt isn't even a proper stall perk, it just helps survivors to spread out and and deny 3 gens strats, it's really trash honestly.

A team at the level of Marth's Depip Squad would put on their knees even Scott's or Umbra's Iri Head Huntress, especially if you exclude offerings. Like yeah, on a map like Blood Lodge they could win, but on any big map the survivors would win just by crushing gens and on a map like Fractured Cowshed, they could easily turn even the best Huntress players into powerless 110% speed killers. Not to mention Object of Obsession, which completely and utterly destroy Huntress.

Ruin is still a good standalone perk, even without Surviallance. It might have on some killers more value then on others tho.
STBFL is by many good killers considered one if not the best perk in the game. I think it is the best killer perk, ofc not on killers like nurse, but defniitly on any M1 killer.
Surge is underrated by you.
Thanatophobia... well i can give you that, i was not sure either if i may overrate it here or not. Its working on some very well, but on other killers its really not that amazing.
I always thought Bittter is a very weak version of BBQ, but during my last games with it, i changed my mind quiet a bit. The big plus is especially the last 10 seconds when you can see those auras.
Hm Mindbreaker, maybe you are right with that one. I never find it super uesful, but i think there are still worse then this perk. As a killer i find it trash, but as survivor i see it has some inpact.
May i ask what your S Tier killer perks are?
As S tier ? Probably only Infectious Fright and Pop. Discordance and Corrupt Intervention are too situational in my experience to be anywhere near close to S tier, there are matches where these perks are literally useless, so I can't bring myself to put them higher than B tier. Ruin is still a totem which is at the mercy of RNG and good survivors can work though it more effectively than they could work though old Ruin, so I definitely don't see it anywhere near close to A tier without Surveillance in combo with it. Surge has too many restrictions to be considered a decent perk.

Discordance and Corrupt Intervention are once again overrated, I would give them a B at best.
Ruin in A tier and Surveillance in B tier ? Ruin is useless without Surveillance.
STBFL is not consistently good to give it a S, I would personally put it in A.
Surge, Thanatophobia and Bitter Murmur should be in C tier.
Play With Your Food should be B tier. It's pretty bad on its own and needs Nemesis in order to really shine.
I would put Mindbreaker in D tier.
I could see Retribution and Third Seal in B tier, they can be amazing in some games. But they also can be useless on others, so C tier maybe isn't that bad for them.

To simplify what @Onyx_Blue was saying about loops:
- identify the LONGEST side of the loop.
- Smash a bottle along that longest side (use 2 if you feel the loop is big enough), and try and force the survivor to run in that direction along the loop. If they fall for it, they’re taking a hit before they can reach the pallet (or vault) again.
- If they’re simply camping the pallet, and not falling for what you’re trying to do, throw a bottle at the survivor. In most cases they panic and just drop the pallet allowing you to get rid of it.
- Try and identify where you you can slow them the most/limit their options in safely reaching the next loop.
- Even if they repeatedly keep camping pallets (you weren’t able to get hits in before they successfully reach consecutive pallets), at the very least it’s not a lost cause. Maybe get rid of 2 or 3 pallets before considering abandoning the chase. At least you’ve managed to quickly get rid of some of the survivors options for the remainder of the match.
Honey, the problem is, untill you get rid of all these pallets, the game will be already over for 10 minutes. The maps are too big with way too many pallets for Clown to be able to do anything if survivors play safe.

As long as maps remain as big as they are and with Deathslinger having an even worse mobility than Huntress, because unlike her, he has a limited range on his gun, I think people are pretty fair to complain about his slow speed and lack of gen defense.

Both Solidarity and Autodidact are really bad perks on their own. But I think their purpose is to be niche perks for very specific builds. But even in these builds they are really situational.

Plague can be very opressive with the right build. Most survivors seem to get that and cleanse against her now.

He has the same problems as Huntress. He is a 110% speed killer with no mobility in a game where map design is still atrocious. So untill some maps are made smaller and God loops are fixed, he will be on the weaker side.

Listen man, I’m all for Killer buffs as the next guy, but that’s being seriously over dramatic. Unless you get a map like Haddonfun or a place with a pseudo-infinite, Corrupt should easily help you M1 to your power before a gen goes.
Corrupt is really overrated and doesn't do almost anything. And there are a lot of maps with a pseudo infinite, so your point doesn't stand.

As for Blood Orbs, there's a trade secret between us Oni mains. It's called "having more than one Survivor injured at a time".
With how messed up matchmaking is I'm not surprised to hear this. But survivors have no excuse to not finish at least 2 gens before you get your power for the first time.

After extensively maining Oni, I can safely say that his antiloop potential in Blood Fury is vastly superior to Billy’s. By FAR.
As for mobility? I’d say they’re about the same on open maps, but on indoor maps or places with lots of debris, Oni is far more capable of using his sprint for map traversal.
Obviously the need to collect your power will hold you back without the skill of economizing your orbs. But if you do know how to keep your power on a large uptime? Yeah, a good Oni beats out a good Billy by a long shot.
How Oni has better mobility than Billy when he doesn't get mobility untill 3 gens are popped and you need to constantly refill it with Blood Orbs ?

I wouldn't be surprised if in some cases, breaking a wall will just make the loop worse for the killer. However, we can't tell for sure how good or bad breakable walls are untill we test them.
