You don't seem to understand the definition of second chance perk. NOED is a second chance perk, rewarding the Killer for failing to protect gens. Let's look at the rest of these "second chance perks" and see if they are truly what you say (at the risk of feeding an obvious bait troll).
Rancor - Gives you the last known location of all Survivors every time a gen is done, and allows the instant-downing and mori-ing of the obsession, at the cost of the obsession constantly seeing your aura every time a gen is done. Could be considered a second-chance, but it only really effects on person. Moving on.
Devour Hope - Rewards the Killer for going away from the hook, but has the unreliability that Hex perks innately have of possibly being destroyed before it even activates once. The only failure it rewards the Killer for is not keeping Survivors on the hook, and the only way to guarantee that is to face camp. Not a second chance perk.
Haunted Ground - Rewards the Killer for... the Survivors cleansing a lit totem. The Killer gets no say in when, or even if, this perk activates. Not a second chance perk.
Blood Warden - Rewards the Killer for catching a Survivor when the gates are open. Could be seen as a second chance perk, but is so easily countered by 99ing the gates when someone gets downed.
Iron Maiden - Never thought I'd ever see this called "second chance perk." How does it reward the Killer? By giving them a short time span to instantly down a Survivor who most likely got out of the locker after the Killer was long gone? An action they have ZERO control over? The only Killer this perk is actually good for is Huntress due to the locker opening times (and possibly Doctor, due to lockers canceling his power). Not a second chance perk.
Make Your Choice - Rewards the Killer from going away from the hook... just like Devour Hope. Requires the Killer to find who actually did the unhooking within a minute. Effects one person at a time. Not a second chance perk.
Tombstone Myers - Not even a perk. By the time he gets to Tier III, you should be almost out the door, and he can't kill you if you run in a locker. Rewards Michael for going after EVERY Survivor. Not even remotely second chance.
Iridescent Head - Also not a perk. Admittedly needs a serious rework, but still rewards the Huntress for hitting with her hatchet. Not even remotely second chance.
Ebony Mori - ALSO not a perk. Does need a rework (should either get two hooks on one person or hook every person once), but rewards Killers who catch the Survivors after they get unhooked. Say it with me now... NOT EVEN REMOTELY SECOND CHANCE!
The ability to face camp - Do I even need to say this isn't a perk? I also find it funny that in this same post, you complained about two perks that reward the Killer for NOT face camping. It absolutely sucks that people can do this, and there should be more motivation not to, but, unfortunately, it does reward the Killer for catching a Survivor. If they do this, just stay there, waste their time, give them less bloodpoints for proximity, and for the love of the Entity, DO THE GENS!!! NOT SECOND CHANCE!!!
What a second chance perk does is reward the player for making bad gameplay, such as getting caught by the Killer almost immediately (Decisive Strike) or failing to protect the gens (NOED) What you threw out are just perks and items that give the Exposed status effect or, in the case of the Mori, can kill you, with Blood Warden being the only exception.
Are you that incompetent to realize how any of these are considered 2nd chance? Doesnt have to be a perk.. Any perk or addon that provides an insta down is a 2nd chance as it gives a severe handicap against the survivors. The killer couldn't down them without it and it saves them ample time in a match. Rancor/Tombstone are again a second chance ability that allow a killer to insta-kill a survivor without even needing to hook them. And do we even have to talk about Mori's? Ebony Mori's allow a killer another 2nd chance handicap that easily allows them to by pass 2nd and 3rd hooks on a survivor, saving a game for them.

Second of all, that's one second chance perk. Survivors have a handful of these second chance perks. His other perks are fine. They helped him as your perks helped you. We could reverse it. You have no perks, which means no spine chill which means you don't know he's right at you. That perk completely counters Ghostface as a whole regardless of his perks.
Finally, the guy is a dick, but you have to take killers like that on the cheek and move on. There are many toxic killers, and as much as I hate Noed, in the current meta it's almost needed if you're not playing a killer with any mobility.
1 second chance perk? Killers have a lot more than 1 second chance perk. NOED? Rancor? Devour Hope? Haunted Ground? Blood Warden? Iron Maiden? Make your Choice? Tombstone Myers? Iri Head Huntress? Ebony Mori's? Not to mention killers have the ability to face camp?

Lol what?.. No.. all a killer has to do is slug you until it runs or eat the DS and tunnel you until you're dead. The only time DS becomes overpowered is during end game when the Exit gates are open, allowing the survivor to get off and make a break for the gate.

No I actually didnt and im a Rank 1 survivor. Yes, there are obvious spots where they spawn but again.. when all 4 people don't know who cleansed said totems, each of them are forced to look thinking all 5 totems are still up when someone could have already cleansed 3/5 of them.

Yes it does... because having to find and cleanse all 5 totems as a solo queue is ridiculous. There's no communication and no way to tell how many totems were cleansed, so every survivor is forced to search for all 5 totems blind.

He's fine power wise.. but his hit boxes are crazy. Because he and his weapon are so small it makes it difficult to judge how close he is.

"Behavior Studio's" creates a game that's meant to show human reaction... Will a Human playing Killer be completely horrible? At what cost will a survivor go, just to escape? Will they leave their teammates? Will they sandbag them? What will the community be like when we pit them against eachother?
This entire game is one giant social experiment to how horrid humanity can be toward eachother when it comes to putting their own personal gains over anothers.

killers are allowed to have buffs you know. You don’t need to act toxic towards them as a whole because of some map changes.
if you don’t like it: tell the developers, don’t be toxic about a large group of people needed to keep the game active.
Aside from Ruin being nerfed.. Killers have literally gotten buff after buff after buff and Survivors just keep getting shafted over and over again.. What in gods name are you talking about?

Hitting a great skill check is like playing the one of those gambling games where you have to hit the button with precise timing. You an hit it at the exact same time over and over again but still achieve different results due to "casino's output demand aka latency".

Because Iri Heads needs to be nerfed... Why? Prime example.. Last night I went up against an Iri Head huntress using knockout. All they did the entire match was slug everyone until we all bleed out or until we were all down and she had a chance to hook someone. 2 of us bleed out, 1 died on hook and I only escaped due to finding a key instead of a medkit.

I love how people are saying Legion is the worst Killer... You obviously dont know how to play him if you think his power is useless. His power is meant to keep everyone injured and track people without the need of perks like BBQ. The problem I see with most legions is that they commit to a chase and most of the time rarely use their Feral Frenzy. Use Sloppy/Thana/Nurses/Pop or Surge and you can easily 4K a team and put up decent gen pressure.

The issue is how the game works.. If you're the last one alive, regardless of your hook stage and a killer puts you on the hook; you instantly die. It completely skips over the kobe phase and struggle phase just so the killer doesn't have to wait 2 more minutes.

True; but killers cause the brunt of the issues as they have a bigger impact on the game. A survivor legitimately cannot run from a VPN killer because you can never determine how close you are to them.

Because she isn't.. The only S-Tier killers at the moment are Nurse, Doctor and Freddy. The Pig is very easy to beat and is just an M1 killer with a short sprint burst that can easily be beaten with Spine Chill, Dead Hard or Sprint Burst. If a group is coordinated enough, her traps are also completely useless as they don't activate unless a generator is popped.

How is it a great display of abandoning your fellow survivors? If you dc in the loading screen the moment it shows the mori and it just kicks everyone out of the lobby. No one loses pips, no one loses items and there's no DC penalty. It's essentially no different than a killer lobby dodging.

How would it be completely overpowered? All it tells us is if the killer is camping and if I need to run entirely across the map to go for a save. SWF already have this with coms.

Yes; this is how you have to play as a Wraith and Legion as well. You have to constantly make sure everyone is injured so they have to get off gens and heal.

My Queue times are usually under 5 minutes for both killer and survivor.. so there's nothing wrong with them.

Yeah cuz a VPN is easily detected, I think that is the entire point of them, you use a VPN to get around certain things on the web and be annonymous so your traffic cant be tracked by your ISP but its like super easy to detect so the ISP can just give you a fine.
Thats why we pay for premium VPN's, yes yes, thats it.
They're using it to avoid being region locked so they have faster queue times.

Either wait for the rank reset on 4/13 or just continue playing poorly? While I dont condone dying immediately; the best way would just be to practice running the killer.. you either die or improve at the hardest part of the game.

Nice concept but it wouldn't work.. You can just set 3 survivors at the other teams gens and have your killer proxy camp them.. calling out each gen the moment the other team tries to come for them.

At the same time, losing streaks happen often.. ive had times where i've depipped 10 games straight and then worked my way back up. You aren't meant to win every single game; whether it means escaping or pipping.

It's a lag issue that the Devs refuse to recognize.. It's only been occurring since the most recent patch.

People seem to forget... Killers have an average of 20 add-ons that they need to deal with and typically gain 2x or 4x the amount of bloodpoints that a survivor gets from the same match.
Survivors not only have 18 different Items, but they also have 55 different add-ons flooding their Bloodwebs; making it difficult to get the same add-ons they like on a consistent basis.

Do you guys honestly think we like gen rushing?.. A gen rush is the result of a killer not putting up pressure in the right zones or committing to 1 chase for too long. We do it because there's literally nothing else for us to do, other than cleanse totems. 90% of the time if we "gen rush" a killer, we only safety pip from it due to no altruism and no boldness.

i do understand the problem with the 99% gates though, but imo it shouldnt start the EGC once the 5th gen pops, otherwise certain killers could drag out the game way too long and then get everyone entity spiked (especially trap based killers like Trapper or Hag).
personally i would fix this issue with the gates regressing at a very fast rate as soon as someone stops using them, so they are a little like totems where you eigther fully cleanse them or they wont be destroyed, just that the progress wont immediately hit 0 and instead goes down within a certain amount of time (20 seconds for opening them and maybe 5 or 10 seconds for regressing them back to 0?)
that way they would eigther have to fully open them and start the EGC, or they have to sped a certain time with opening them, so they cant just run for the gate and onetap it during a chase.
That would make it impossible to escape if you were the last one alive.

You're doing your math wrong... A standard match is 100% blood points; the event is only a 50% increase off, not an additional 150% ontop of the games base 100%.
So say you received 10,000 points in a normal game without any event; that would be 100% blood points.
During the event, if you received 10,000 blood points you would receive .5x more (or 50% more blood points ontop of the games base 100%). This means you would receive 5,000 more blood points, not 15,000.

The real question is; how would you balance it? There's virtually no way to do it outside of removing SWF completely and BHVR won't do that.
You can buff solo play by making Kindred, Bond or Empathy base kit so you can see if someone is going for a hook save; but outside of that there's no way around it.

Alright guys... this is getting a bit out of hand. This wasn't meant to start arguments; but bring light to the fact that the latency/lag is getting worse and worse as time goes on. Yes, killers get screwed out of locker grabs.. but lag this this makes it virtually impossible for a survivor to ever tell where a killer is at.

The depip is usually just a visual bug during the end game stat report; once you leave it should have reverted back to normal. You kept your items because you didn't die; your offering was used because they get consumed at the loading screen before the match even starts.

The MALICIOUS Emblem represents your ability to apply pressure on Survivors and prevent them from helping each other.You win points by hurting, interrupting and downing Survivors and you lose them when they get healed.
Points are also awarded each time a Survivor is hooked, which are NOT lost when the Survivor is unhooked.
Your goal is to gain as many points as possible for this Emblem:
- 0 points: starting value
- 1 point: awarded for each successful hit
- 2 points: awarded for each new Hook State reached by a hooked Survivor
- -1 point: lost for each instance a Survivor was healed
- -1 point: lost for each Survivor that manages to escape your grasp

You win a few points each time you find a Survivor, and you also win points by winning the chase; the shorter the chase, the higher the points.Your goal is to gain as many points as possible for this Emblem:
- 0 points: starting value
- 55 points: awarded for hitting a Survivor during a Chase
- -3 points: deducted each second you are within moderate proximity (16 metres) to a hooked Survivor (only applied after 10 seconds)
- -7.5 points: deducted each second you are within extreme proximity (8 metres) to a hooked Survivor (only applied after 10 seconds)
