And I've already said he gives me no more problems than other top tier killers. This change isn't because he's "too strong", it's because he should require the same amount of skill to even be used as other top tier killers.
Do you think it's ok that he's more powerful than the Hag, Spirit and Huntress while requiring a lot less skill to be used in a viable way?
Billy requires a skill. It's not that easy to hit survivor with chainsaw. Try out yourself and get him to the rank 1.

Killing a bad survivor is not too hard you know. I suggest you to play yourself as the M1 killer 😉. Because playing killer is not that ez like holding M1 on gens.

And Plague can stop genrushing and end chases quickly.
Huntress can also end chases quickly .
Hag and Plague must to waste time to do something with their powers.
Literally huntress, spirit, plague and hag cannot stop gen rush. Their powers are only meant for chases not to slow the game down.

Legion will be mid tier after the PTB update which isn't as bad as others are making it out to be.
With this update to Legion: You're going to need just a little more skill while using Frenzy but will get a longer duration as compensation. After injuring all survivors with Frenzy, it's a basic M1 chase but this chase is 100% faster than normal because you only need 1 hit instead of two (not accounting for DH, Adrenaline, MoM). Being injured against a M1 killer is more threatening so survivors might be encouraged to heal and waste more time.
Summary: Legion is a Pig but can be a Pig with infinite RBT in some scenarios. Can waste time if the survivors heal while being easily to injure survivors.
