Idk i see alot if killers using them at red ranks but the same could be said for the survivor second chance perks

You are using more time waiting 1 minute to get one hook
BT doesn't require you to tunnel, a survivor can simply tank a hit for another survivor during EGC with it
DH also is mostly used to extend loops, not avoid hits only

With that recent necro this will be hard to convince
Billy is actually well balanced, his power is extremely map reliant, with indoor maps removing his movement entirely. He can be looped easily into an M1 killer, making his power only useful for catching up or breaking pallets. Over all he is the most balanced killer in the game.
