Locking all loadouts at 15 seconds just means that to quickswitch you just change survivor/loadout at 16 seconds...

No, tunneling and camping are the direct problem. Especially tunneling- due to a lack of Endurance stacking, there are no good anti-tunnel perks, and tunneling disables Dead Hard, possibly the best survivor perk currently in the right hands. Camping simply ensures that you can tunnel effectively (and if you're able to camp a 3 gen, even better), and in cases where you can't tunnel you can at least force a trade. Moreover, once a survivor dies, the game becomes a substantially easier one to win.
There are no incentives to play for hooks but even if there were, they'd have to be massive (and essentially game changing) to compete with the pure efficiency given to c/t, including disabling an entire series of strong perks.
So, the issue actually is c/t, and how it is the most efficient way to play the game.

Correct. This was supposed to be how it works since they specified and standardised the generator key words back in patch 4.3.0, over 2 entire years ago.
Once the generator is blocked, it will not regress. It will lose the 15% but will not continue to regress further, even if other perks such as Jolt are applied. Once the generator is unblocked, regression will begin as normal.

But they don't because if they were to say "PTB on the 15th" and then an unfixable technical issue arose on the 15th that prevented the PTB going live, even if they were to release an apology like "Oh sorry guys the Internet in all of Canada is down and it's actually the German intern tweeting this" people would still find a way to blame them.
By saying "Find out more" and not "PTB on" it safeguards them against the risk. They can just publish information about the chapter and be like "Oh lol sorry PTB soon guys x" Because you and I both know what this player base is like, so I don't think you need to think for too long before realising that sending half of them into a rabid frenzy over a missed day is a good idea.

That would also be a first with the Masquerade Outfit, the only anniversary cosmetic to come back. Perhaps that would be the case with the one for the Dredge?
With the anniversary one, it'll probably just be a case of "only available in the 2 weeks of anniversary"

I don't like or duslike it, but also can't really argue against it's existence because I know that sometimes it's needed. Some people just can't face certain characters for whatever reason (be it phobias or otherwise), and dcing would give you a penalty.
It's just sort of an "eh, play, whatever" reaction when I play killer. Either they're salty or they need it, and unless they go out of their way to tell me I'm not in a position to judge either. As a survivor I hate it, but again sometimes it's necessary so I'll just move on.
Life is too short to hold a grudge about a round of dbd for more than 2 minutes.

I mean, it'll do, but it definitely doesn't play into his strengths and instead has perks that don't synergies well with his weak points.
NWO is a good perk, don't get me wrong, but due to his lack of mobility there really isn't much time to capitalise on the time it gives you. However, there are also substantially worse perks to use. I personally wouldn't but if you're finding success with it, then I won't knock it either. Because of the nature of torment, and that if you're aiming to pip you want to be spreading hooks, you're unlikely to only ever cage/judgement someone, so you'll probably get the 4 stacks.
Corrupt is... Again, it's a good perk, but I wouldn't use it on Pyramid Head. He excels at fast chases and minimal downtime, so while Corrupt may be helpful for the early game you really want to be getting into chases ASAP and then downing and hooking/caging even quicker, meaning your Corrupt vanishes and you get monal value.
Tinkerer, though, is a no go, especially since the nerf. His lack of mobility means making it to a Tinkerer gen is often far too late, the information it provides is sub-par and other perks can do it better, and Undetectable doesn't do much either since everything he does is incredibly loud and telegraphed. Good luck getting a surprise hit when they can hear your metallic screeching from 3 miles away, not to mention the sound of digging your sword in to prepare for POTD is incredibly obvious and just deafeningly loud. It's just not worth it.
So, what would I suggest?
Well, I haven't been focused on the pip grind for a long time (I play exclusively for fun) so it may need a bit more fine tuning, but right now I think the build to try out is Deadlock, I'm All Ears, Lethal Pursuer, and then something else depending your playstyle. As in, just tech in a perk that suits your playstyle, because I don't know exsctly how you play. If you kick gens a lot, then go for Call of Brine. I unironically use Ruin, meanwhile, because I cannot stand kicking gens. I've seen people use Eruption (ew), people who focus more on forcing the lose/lose so get huge value with Sloppy, people who use Agitation to get minimal downtime, and even people use Awakened Awareness because of it's interaction with Lethal Pursuer (it reveals people's auras for an extra 2 seconds).
There are some perks that I'd avoid, though.
Any Scourge Hook perk. His power just does not mesh well with the perk design, at all.
Nurse's is a noob trap. Your attack is 8m long (10.5m long with the best range addons). Nurse's is 28m at it's highest tier, and his terror radius is 32m. There is no way a competent survivor will let you hit them with a surprise POTD, and the second they suspect you have Nurse's they'll just stop healing in your terror radius to prevent you getting value from the perk. The only real way to make Nurse's work is by running an Undetectable/Oblivious build, and I've explained why they don't really work on him specifically.
Off the back of that, Pentimento/Plaything. You don't really want to stall the game as Pyramid Head, but rather win off of overwhelming pressure and win fast. Plaything doesn't really do much bevause Oblivious, the entire thing is cancelled by boons, and you don't have the mobility to set up 4 Pentimento tokens in quick succession.
So, while this last slot is down to you (probably go for NWO given your build), I'll explain why I think LP and IAE should be in there.
LP does what Corrupt does for him, but better. While Corrupt helps you early game by forcing survivors to play in a smaller area, LP allows you to jump into a chase ASAP. Instead of making the survivors come to you, you force them out and are on them within 10 seconds of the game starting, leading to your snowball starting so much earlier if you can score a good down. Deadlock is often enough to help prevent the early game rush and allow you to build enough momentum unless your first few chases go poorly.
That's where IAE comes in. The second someone tries to loop, especially once you've gotten an IAE proc, you just win the chase if you're competent. Moreover it gives good information as to if you should drop a chase (good old W key gamers), and just generally is a very helpful aura perk. Lethal Pursuer also helps to augment this, turning it from a 6 second aura read on a 40 second cooldown to an 8 second aura read on a 38 second cooldown.

Ensure that the PGTW/PR combo doesn't just delete 40% of a gens progress and absolutely.
Nerf PR and bring PGTW back though, because PGTW was far healthier and more engaging than PR is because it requires killers to actively leave the hook and kick the gen whereas PR gets value just by camping and hoping survivors trade.

If you read the other comments, I already stated I wanted Eruption nerfed. Not gutted. I am not saying it's the answer. I am simply pointing out that M1 killers are being left in the dust.
Before then, we had Pop. Then it was nerfed and made awful. Before that, it was Ruin/Undying. It was also completely gutted. It's an endless cycle.
Pain Res and DMS have also been nerfed since release.
Pop and RuinDying were both gutted in the same update, and there was a solid chunk of time between 6.1.0 and when Eruption found it's place as a true meta staple (before that, it was just OverBrine seeing play). Considering that during this chunk of time is when Hyperfocus rush builds we're at their peak and yet people were still capable of winning with M1 killers, I don't think the death of eruption is the death of every single M1 killer ever.
However, they'll now have individual good regression and slowdown perks on them rather than just being able to slap on Eruption and call it a day.
For example, Sadako will be able to get a lot of milage out of Jolt due to a lower terror radius and her ability to use Sloppy effectively, whereas Doc would probably be better with the PR/DMS combo because DMS works really well with his Static Blast. Meanwhile any killer that needs time to set up would be running Corrupt instead.
The only universally good slowdown on every single killer after this nerf is Deadlock, and I'm fine with that. Each character should have a collection of perks that they're good with, but in order to encourage build variety and just to make sure it isn't the same perk on every single killer, there shouldn't be one outlier that's just too overbearingly good.

Anyway we can hope that their expanded cosmetics pipeline will allow them to stay afloat from Feng, Meg, Mikaela, and Vittorio simps while also giving us some cosmetics for lesser used characters. Jeff, Adam (yes I know he just got one), Yui, Haddie, Twins, Doc, etc. all deserve more love.

It's patently absurd on its face that this is the way matchmaking works. Everyone knows MMR doesn't work, and MMR should't even carry between Killers the way it currently does. Several of them play so differently from each other that the baseline player skill set might not even matter from one to the next.
Where in this thread has anyone denied the correlation between time played and in-game skill?
The only thing being denied is the correlation between prestige level and skill level, or prestige level and time played.
I have over 3.6k hours, but do not have a character prestige above 14. My friend has under 2k and has a prestige 60 Nea. Is he more skilled and suddenly has an additional 2.3k hours simply because his Nea is a higher prestige level than mine? Would his skill level and time played suddenly drop if he switched to Mikaela, who's only P1?
Prestige level doesn't equal time played or skill level. It's the time played and skill level that correlates. Nobody is arguing against that here.

Literally the only thing in her addons that needs a nerf is how MDR interacts with DCB.
That's it. Her addons are mediocre and underwhelming otherwise, especially because they nerfed one of the two gimmicks (Furin is now completely useless for any purpose) as a bug fix, leaving pallet breaking as the only other option.
Even then, DCB could be changed to be much more of an accessibility addon than just flat out nerfed. Keep it's ability to give killer instinct, but survivors make no/significantly reduced grunts of pain (also you can see scratch marks again). The really good players with cracked headsets won't need it, but for newer players or those who are hard of hearing/have terrible headsets it could be a very welcome addon.
The only thing that Spirit has that really needs to go, imo, is MDR. Everything else she has is fine, or can be slightly tweaked to make it fine, tbh.

Usually any semi large holiday has a sale (such as Lunar New Year, Black Friday, Christmas), as well as whenever a new chapter is released (all chapters except for the most recent 2-3 all go on sale). Moreover, Anniversary is when the largest sales happen, and DBD's yearly anniversary happens around June each year.

Iron Will still isn't completely invalid as a counter. Lucky Break or something else to hide your scratch marks can confuse the other player for a second to make distance. Things like slow vaulting still work if you know Spirit is close.
But FFS, Spirit doesn't have anything in her base kit to nerf to account for 'I can't hear her for some reason'. She's still less than double base movement. If you add visual cues, you've just made her a kinda fast M1 Killer.
Add in those little footstep things they were on about ages ago and make the phasing noise no longer directional would be imo the way to do it if you were to change her to account for this.

It wasn't that time played has no correlation to skill whatsoever, but that prestige level is not indicative of time played or skill level.
And for the record, the MMR system currently in dbd is terrible, for lack of a better word, but it takes ~10 games to find an okay-ish place for you within the system. Your ranking is incredibly volitile before that and subsequently one single victory will send you rocketing up in rating even if you're brand new.
Also you're rank 1, clearly you've been playing at least a little bit on some other killers. You'll be fine.

Admittedly I checked back when it was still new, but weren't Coal Tower and DDS the other 2 leaders ahead of Ormond? Like admittedly Ormond isn't great but Coal Tower is like seen by many as the most balanced dbd map (and DDS depends massively who you ask 🕳️👩🏻🦯)

After over 100 games this weekend I haven't see it once. That's pretty telling how bad a perk is when people still won't run the hex when it can't be cleansed but every other killer has some for of sloppy thru add ons or the perk.
Tbh Sloppy (and Mangled in general) is fairly popular to bung into a build but Lullaby is just unpopular and terrible. It wouldn't shock me if the bug has been in the game for 3 years and nobody noticed because nobody ever uses the perk tbh.

If this event was Survivor sided then The Game would be boosted. Instead there's Coal Tower, one of the most balanced maps, and Ormond, which is awful but could be so much worse.
