I feel like old killer powers would be a bit complicated given they'd have to change add ons and such to accommodate. Like they can't just add in old Freddy, It'd be too much work I think.
I doubt Old Freddy, Nurse, Doctor, Bubba and Billy are just...gone. Their assets must still be there.
I don't think it would take a lot of time to add them back in Custom games.

Except the hours of the people who reviewed the base game and the hours of the people who reviewed the DLC are not at all correlated (unless we're talking about a specific user who reviewed both; which we're not). You're making a huge assumtion here, unless you've personally cross-referenced every review for the base game and the DLC for one month after release of the chapter (which I doubt!).
I also "know" that a lot of the complaints WERE valid, regardless of playtime, because I was there at release and have also spoken to people who wrote reviews! You cannot take a specific anecdote and use it as fact like you're doing. That would be like me copy and pasting my own review here and saying "I am not the only one who knows this." It's 100% biased and completely ignores the bigger picture. Cherry picking evidence to suit your narrative doesn't work, which is why I'm looking at percentages and not individual reviews. Discrediting those that disagree with you based on playtime and supporting the ones that adhere to your views is simply confirmation bias.
They didn't at all ruin his power - they improved it. He's in a drastically better spot now than he was before and the reviews (along with his kill rate) support that. One month after the release of The Nightmare on Elm Street Chapter, almost half of the reviews (46%) were negative. Compare that to 31% of recent reviews being negative; a drop of 15%. I would be annoyed that they changed my favourite character but yes, it would absolutely be fair and square. It's entirely the developers' right to make alterations for the good of the game and in response to what the majority want. If that meant that my favourite character gets changed then so be it. I accepted that when I agreed to the EULA, as did you and every other player.
"Old Freddy mains were not taken into consideration" is quite possible the poorest argument I've heard to revert the rework. It has no substance as an actual reason and is so vague it could be applied to literally anything. I, for example, could say "Old Decisive Strike users were not taken into consideration - revert it!" It's really a meaningless point.
The thing is, they don't have to be. Many users who negatively reviewed the base game at the time, with very few hours of gameplay, mentioned the DLC, and that is enough proof. Reviews of the DLC itself are hard to know, unless they make it quite obvious that they are an inexperienced player, which is an unlikely possibility. Granted, I am talking about what I saw and heard about it, and we've spoken to different people, so there is that.
Also, I cannot deny that I am biased, but that is because we are talking about my all-time favourite character here. And no, my intention was not to disregard the opinions of those who disagree with me, but to take into consideration the opinion of those who truly knew what they were talking about, which cannot be applied to a large number of reviews. No matter the topic, you should never discuss something if you don't truly understand it.
While he is stronger, he is much less fun to play as. His identity is ruined, and we are stuck with nothing more than a generic power. Some people prefer to have fun than to win every single one of their matches. And trust me, it is easy to say that the changes were fair when it is not about your character. What you've said is pretty much what I've said when they changed Legion. It is fair, the EULA confirms it... until they ruin your favourite, that is.
Yes, that argument is vague. But is it really that hard to have some empathy towards those who liked him? Not saying you don't, because you do, but I am talking about the change itself. And there is a clear difference between DS (regarded as OP) and Freddy (regarded as weak).

Please by all means revert the statistically (I say with a grain of salt) strongest killer in the game to a weaker state and see what the community response is. I can guarantee it won't be good.

throwing on 40% or some amount of reduced gen time onto a killer in modern times is just an excuse to make them weak id rather just make a version that is strong enough to not need it but skill based enough to not be current freddy
To be honest, I like your idea! The only thing I may disagree with are the Alarm Clocks, they would make way too easy to wake up against a killer who can only hit you when you are asleep.

Also regarding Freddy, it was mostly killer mains that asked for Freddy to be changed in the first place. With a lot of them having played Freddy and used his power. To say old Freddy was a beloved killer is a blatant lie since most people complained about him in his original state.
Plus, as I already said, have him back. Let him be changed. Just be prepared for the uproar of complaints again and him becoming a really weak killer. Because that is what will happen.
Ah, my friend, if it was up to me his rework wouldn't have lasted an hour. And, judging by the threads here, this "uproar" would never take place.

Freddy on release clearly wasn't "perfect" considering the tremendous outcry upon his release, so much so that he ended up being changed. The rework was not at all unfair. You bought content that was subject to change, knowing that it was subject to change: "From time to time, BHVR may provide you with updates or modifications to the Game. You understand that certain updates and modifications may be required in order to continue the use of the Game. You agree that BHVR may stop to support previous versions of the Game upon availability of an updated version." - The Dead by Daylight EULA that everyone has to sign before playing.
I'm sorry that the killer you "loved to play as" is gone, but that's simply the nature of games like Dead by Dayight. Balance changes happen in response to what the community wants, and the community largely did not enjoy the Old Freddy.
I know it because complaints were not restricted to the DLC: the base game also had its fair share and such reviews show your playtime. I know it because I've actually spoken to people who were there at the time, some of them even knew players who negatively reviewed the game and the DLC. And, as expected, less than 10 hours.
And I am not the only one who knows this. Example, here is a direct quote from a review:
"So lets go waaaaay back to when Freddy first dropped on October 26, 2017. Freddy was regarded as very very strong by people who, to be quite frank, were not good at the game. So two weeks after he dropped, BHVR nerfed him and they nerfed him hard."
Yes, the content was subject to change, but improving Freddy without ruining his power wouldn't take much. Besides, imagine if it was your favourite character, which I am guessing it is Nurse. Imagine if Nurse got a full rework and turned into a generic killer with a power that you don't like, not to mention that it goes against your preferred playstyle. Would you think it was "fair"? Would the EULA terms come to mind? I believe they would not.
Last but not least, it is okay if you don't like Old Freddy. I understand and respect your opinion. But it doesn't change the fact that us Old Freddy mains were not taken into consideration when this poor excuse of a rework happened and we most certainly deserve our killer back.

That's what happens whenever they change a perk or power. There will always be a group of people unhappy about the new change and wanting it to be reverted. But, with Freddy especially, that's not going to happen. In his original state he was very weak and the reason he got changed was due to the overwhelmingly negative response and complaints about him from killer mains. This will just happen again if he is changed back.
Personally, go for it, change him back, I'm all for easy games against a Freddy.
That argument is not exactly right, in my opinion. MoM was changed long ago for being broken, how many people want it back? Precisely, none.
Freddy on release was a very good killer, which demanded a unique playstyle, and extremely lethal when truly mastered. Complaints came from people who did not understand him, who didn't want to learn to play as and against him. Laziness, to put it plainly.
For many of us, Old Freddy was a beloved killer and we deserve him back.
We need him back.

The response to his launch was overwhelmingly negative and that resulted in him being reworked (and rightly so). Going back to a version that was so hated (for a lot of valid reasons) would be nonsensical.
That is not right. Most of the early reviews came from people with less than 10 hours of gameplay because of the free weekend, people who should not review a game at all.
Freddy on release was literally perfect, and did not require a change at all. The devs ignored this obvious fact and nerfed him, creating the Old Freddy that most of us know. Much stronger than perceived to be, but in need of buffs and QoL imrpovements.
Not to mention that his rework was extremely unfair to Old Freddy mains, such as myself. That was the killer I loved to play as, that was the killer I paid for, that was my favourite killer and I want him back.
It is about time we get our old killer back.

His dream projection could easily be used to hold 3 gen scenarios as good as doctor, maybe even better and the dream transition would just really hurt him, it is why Freddy was so weak before. I don't think so, my friend. The Dream Transition never hurt him, what did hurt him was his inability to prevent survivors from finishing things right in his face, which would not happen here thanks to the Incapacitated status effect.
Also, I don't see a probably with the Dream Projection being used to hold a 3 gen. Such scenario is the survivor's fault after all.

Played some survivor today, at Rank 3, and the killer I've faced the most was Nurse. That is hardly a surprise.

Not when the killer in question is one which shouldn't chase that often. Also, the first hit as Freddy was almost always free, so there is that.

Original Freddy with the dream pull mechanic was significantly more enjoyable than reworked Freddy. Original Freddy needed a little love to improve the overall experience of playing as him or against him but the rework removed essentially everything that made Freddy a blast.. at least in my opinion.

That is why I've suggested the Incapacitated status effect for the Transition. Such a simple fix.
