Yeah sure, I just have a perfect example where that isn't the case.
I played doctor with Green Obedience add on, and Purple Restraint add on, and I was on the Sanctum of Wrath Map (One of the massive Survivor-side maps).
After hooking 1 survivor, 1st gen popped in the first 50 seconds
After hook 4 more survivors, 2 gens popped.
After hooking 2 survivors, 1 gen popped
After killing 1 survivor, the last gen popped.
The gens were finished in 5 to 6 minutes, and each chase ranged from 30 sec to 50 sec. And 1 survivor was death hook while the other two survivors need another hook before death hook.
NOED did give me the ability to punish the fact they did no totems what so ever. The only way I was able to 4k the survivors with NOED, was because the survivors were too altruistic.
This match is the perfect example of where no matter how fast I downed the survivors, gens kept getting pumped out. NOED just punished the survivors not doing totems, and basically rushing the gens.

It's not OP, a survivor can now finish 2-5 gens before he can even use that power.
Also his add on decreases his movement speed. If you get catch by a MM walking with a decreased movement speed (worse than huntress movement speed). It means that 1. the survivor was bad, 2. The killer played smart and brought you to a deadzone or 3. There are no pallets left
Seriously, a tombstone myers is probably the easiest killer to loop due to that hes slower with the tombstone add on.
If its the tombstone piece, it still the same situation except he doesn't have a reduced movement speed, and loses tier 3 after killing a survivor, which makes him more vulnerable to get gen rushed.
Myers has the most balanced add ons in the entire game.

Yet that same add on requires a lot of stalk to get to tier 3, and by that time you lost 2-3 gens just trying to get into tier 3.
Also when playing tombstone myers, you get punished if you don't hook them.

Yep, and a lot of streamers abused the DC system, as well as some survivors.
They figured this out when the DCed a lot against old Legion, and BHVR said some thing along the lines of due to the amount of DCing, they will look into the killer.

Actually the ranking is +-6 ranks, but imo that's pretty unfair, and it should be +- 4. I don't get how a rank 13 player can face a rank 7 player and call that balanced mm under the +-6 rank rule. Heck even a rank 10 facing against a rank 4 killer/survivor (red ranks) under the +-6 rule.

First ask, why do people DC. Well you might think out of rage for something but I think most of the time when someone rage quits it is not something another player did, it is something *the game* did to them.
So to cut to the chase and avoid a super long post. Instead of adding punishments for DCing actually fix the things causing people to DC.
Can they fix them all, probably not. But there are a good few that could definitely be fixed within a week.
Like disabling Ormond and Haddonfield until the map team can get around to reworking those into playable maps.
DC penalties are a necessary evil. Yes, ther are technical bugs such as infinite loading screen, and what @Sairek mentioned, but there are a lot of players DCing because of something unfun.
Heck just recently, my obsession DCed when I was about to rancor him to complete the rancor challenge.
DC penalties are needed, and it sucks when you crash during loading or mid game, and have to wait out the timer, but it's still better than getting screwed over by a salty survivor or killer, when playing as a killer and/or survivor.

I agree, but honestly, I don't blame killers who camp or tunnel now as at this point with no real early game slowdown perk, killers are no required to at least camp or tunnel a survivor just to be able to manage the gen times.
The Ruin nerf came at a bad time, and the killer community basically said, enough is enough. And they began to stop playing nice.

No, Disturbed Ward is a big map, and has argueably the worst totem spots in the game (seriously there are footage and pictures of lit totems in the open with no cover at all), and that the middle house is riddled with safe pallets and windows. Sure you can break those pallets, but it requires a good amount of time to do that, which as a killer you don't have. It's a map I despise so much.

Usually when playing against a streamer swf group, especially when I see 4 survivors spawned together, I just assume the worst and pull out my ebony mori, and tryhard add ons.
I'm sorry but if I see 3 to 4 survivors spawn together, I'm not taking any chances.
Now if a single streamer or a 2-man swf streamer, I just play normally and treat them as another player(s).

The add on nerf was deserved, not the basekit thou. Many killers and survivors, including myself, said that the problem was the add ons, not the basekit. People who complained about the basekit, usually were people who complained about god nurses.

That is only one person's experience, though. 100 matches by one person is actually a super unreliable statistic, and therefore dangerous to draw any conclusions off. The stats that the devs go off are for all regions and platforms, which is the kind of scope they need to make balancing decisions, because all their players will be affected by anything they do. That one guy might have found BT in 67% of his matches, but overall it might only be used, say, 30% of the time. We just don't know. The only fair way to compare other perks to Ruin's usage statistics is to get statistics on those perks from the same source, which we simply don't have access to.
Sure it may not be a reliable source, but it gives us at least a rough estimate

It was from that guy who tested 100 matches, but it only included DS, and BT, which went doing the calculations, BT was used 67 to 68% and DS was used over 70%.
I'll try to find that forum, but it does give somewhat of a rough estimate

yeah.... that was the point..... this is a success.
When you give players a ton of options and yert 50% runs A, then somehting is wrong.
They made Ruin a more generic perk to use, that was always the point.
So pretty much DS, BT, DH, and Adrenaline should all be nerfed, considered they are used more than 50% at red ranks.

…. you realize if they are injured, they can't work on gens, and that's the main point. If they want to stay injured, they won't be able to work on gens. And if they try to harass the killer, well being injured won't help as they will just be slugged.
It's a good idea because if the survivor isn't being tunnel, but wants his DS to be activated, he has to literally do nothing, but chase the killer, which works in the benefit of the killer.

The proof is the queue times, currently when playing as a survivor at rank 1, I get about 20 minute to 40 minute queue times, whereas the killer queue times are instant.

Honestly, that's a fair, and balanced idea. It makes DS a truly anti-tunnel perk, and can be used it multiple times if being tunneled off hook. If there is a timer on it, I would say have it at 100 to 120 sec.

Theres counters to both sides. Slugging is countered by unbreakable, while aura reading perks like OoO is countered by blindness perks/addons or the undetectable status effect. DS counters tunneling (and then some, lol) while exhaustion perks like blood echo, or exhaustion addons like Clown's Solvent jug counter exhaustion perks like Dead hard. I could go on with a dozen more examples if you want.
That being said, both sides also have things that dont really have counters to them. Survivors arn't gonna be able to counter something like agitation for example since its just a sort of self buff and not really for interacting with a survivor. Same can be said for survivor buffing perks like botany knowledge. While you can attempt to hinder what the perks are providing by using sloppy butcher against the botany knowledge or body blocking a killer using agitation with more blows than if the killer DIDNT have agitation... both perks are still having a positive gain to their users.
Well the difference is that if a survivor matched DS+Unbreakable together, it's essentially uncounterable, where you cant even touch him. Where as if I did ruin + surveillance, both are easily counter, where you break the totem, keep on the gen, and fake out the highlighted gen.

I hope the same at this point, the Devs won't be able to save DBD with them having a monopoly. Last Year needs to succeed as it would be a direct competitor to DBD, which would cause the Devs to actually put effort and try making the game balanced for once, and add new game modes.

I just started using it and it is so wonderful seeing survivors panic when they get insta-downed. It sucks though, since more often than not, the totems spawns out in the open. I found that it is best used with Hag and probably Trapper(with good add-ons) since they can defend the totems if they're in a corner.
Well last time I even attempted to use devour hope, I got no use from it as it would be destroyed after 30 sec to 2 min. Honestly, I would try it out if I knew I would have any use from it.
Also that right when i'm about to reach 24m mark, survivor gets saved.
Honestly NOED feels like a better perk as survivors rarely do dull totems, amking it so I get a use out of it compared to Devour Hope.

BHVR got lucky with DBD, look at deathgarden, its basically a wasteland and a dead game, because the Devs don't know how to balance.
I'm really hoping Last Year gets more players, as BHVR really needs some competition to stop being lazy. Heck Last Year are doing bug fixes every week, whereas it takes a patch or midpatch to fix some bugs.
BHVR's monopoly in this genre needs to end, or BHVR kills DBD like they did to deathgarden. So far, it looks like Devs are going with option #2

I'm not saying NOED is unbalanced, it's completely fair. What I am saying is that it's unheallthy design in that just like those survivor perks it gives you a second chance for failing and asking nothing skillful of you.
Well DS+Unbreakable is essentially uncounterable, whereas NOED can be taken out before it even activates.

A major issue in this game is how people prioritize killing someone even if it means on the first hook. This I don't understand unless you truely don't care about even bloodpoints. Pips don't stand for anything unless you like having a challenge every single time in red ranks, even at purple ranks now u get gold and gray killers on ps4. Hell you even get linked with gold and gray survivors who would rather watch you loop for 5 minutes instead of doing generators. Even so with dumb survivors and a dumb killer with NOED 1-2 experienced survivors is all it takes to change those matches.
This perk is the biggest hurdle in the game toward survivors , to be fair it always has been, i think I'd rather have this reworked than ruin, ruin was bareable, although admittedly it was the cause of disaster in a lot of games. Why should No One Escapes Death work on every survivor multiple times until its cleansed, depending on what level of NOED you have should be how many times you can use it;
MY PROPOSAL ON HOW N.O.E.D. SHOULD BE:
( NOED Tier 1 - You get a 1 hit down on 1 survivor, only works 1 time)
(NOED Tier 2 - You get a 1 hit down on 2 survivors, only works 1 time on each selected survivor)
(NOED Tier 3 - You get a 1 hit down on 3 survivors, only works 1 time on each selected survivor)
There's absolutely no reason u need a crutch bigger than 3 free M1 1 shots.
Please I hope the Devs see this idea, its much more balanced, especially for super low rank noobie survivors who don't know where to look for totems, or that the situation calls for them to just escape rather than rescue.
New survivors can get small game from the web, which basically counters Noed.

Saying "just do totems" is not a solution as most of the players base are solo players. Survivor cannot be running around waisting time without knowing if there are still totems left or all are already broken.
For this to be actually a valid argument, there should be a totem counter in the game.
Or run the perk small game, seriously there is a perk out there made for totems. Small game should add a totem counter thou.

Because the game is now on Dedicated Servers, this does not work with Steam any longer - because there's no connection to one another, which does raise the question of how someone can get the relevant information to attack someone else's internet.
Idk how he did it if that's the cause, maybe he accessed my steam account after the game? Idk how exactly people get Ip addresses through steam

Yeah, well, I still think if one-two survivors are blocking the killer and he refuses to hit them he's the one who's toxic. And if he eventually hits one of them and still goes after me, once I'm much further away, than the person he's just hit, he's double toxic and stupid. Best option? Alright, but I think I'm not best option if I'm being blocked/protected and he has to put more effort to maneuver around other survivors rather than hit one and switch target.

You realize the game for killer is the quicker you take a survivor out of the game, the better chance the killer has at winning? You have DS which basically gives you 60 sec of immunity, and expecting the killer to play fair is out of the window. Killers warned what happened the moment Ruin was announced to be nerfed, and the Devs didn't listen so this is the result.

I've noticed the slug thing very frequently. Super fun having Claudette slugged in dark grass with 0 sounds.
Lol not as fun as having a p3 slugged claudette at Sanctum of Wrath. She basically bled out as I couldn't hear her or find her at all.

Sadly that's what the Devs are calling killers at this point, "Bad Players" who should learn to chase and pressure gens at the same time. Worst part is that they may reduce the synergy with slowdown perks, I believe that would indeed basically kill the killer population or cause a huge killer strike if they even do that.

No idea honestly. Just bad luck, but the Devs want it balanced around a 2k and expect a killer to lose 1 to 2 gens beforehand. From my guessing though it seems you didn't apply pressure by letting the chase linger on too long.
The OP said that it was a very quick chase, and after hooking him, 3 gens popped. Myer's Haddonfield map essentially makes chases last longer, so I don't think there really was anyway for him to get a quicker down, unless the survivors are potatoes or the survivor makes a huge mistake.

The change on one perk is for many people, I guess, not the problem.
It is just... In 1 patch is a nerf, in the next patch is a nerf, in another next patch... 1 time the bucket will be full. It is just natural.
Pretty much me, the fact the Devs do nerfs, as well as ignore feedback, and nerfs an important perk, without addressing the core issue, pretty much caused me to camp, tunnel, slugg, and basically play moris. Ruin nerf basically broke the straw on the camels back for me, in which I basically play for myself at this point.
Currently, I held back on the moris, and playing a bit more fair due to a bet my friend made on who gets to rank 1 faster, and winner gets 10 bucks, and so far I already got DDosed by a salty survivor who got mad by me slugging, which is already making me think if I should concede the challenge as I think my mental health is deteriorating based on the sweat and challenge.

The problem with any slowdown or speed up perks/item is that they change the core game speed so it makes it harder to see what exaclty need done.
Then of course you have players who will camp anyway even with all that.
Its not just about survivors fun or no perk/item for survivor would have ever been changed. Every change that has happened to survivor was for the killers fun in reality but some will only see the most recent changes and jump on a bandwagon of saying this while ignoring all changes which came before it to both sides.
Sure they are looking at toolboxes, but they are also metioning that they may reduce the synergy with slow-down perks. I'm sorry, but what the ######### were they smoking when they said this. Literally slow-down perks are needed to make the game last longer.
I'm seriously questioning if the Devs are actively trying to kill their own game

So many. (Happy sigh) Last night, apparently i was wall hacking as Doctor with level 3 Restraint, Queen. With the perks Bitter Murmur, Whispers, No Ed and Dying Light. Restraint is probably what made them think that.
I got something similar, except its way more sad considering the rank I was at. I played doctor with Green Obedience add on, and a Purple Order add on running the perks, Pop, Destressing, Whispers, and BBQ n Chili. And basically no matter how quick I downed them, the pumped out gens so I resorted to slugging 3 survivors, and using static blast to find the last guy. I saw scratchmarks near a few lockers and I checked one, found him hooked him , and hooked the rest.
The end game chat was filled with "Toxic Slugger", "Using Crutch Perks" (Note they had DS, BT, Adrealine, and DH), "Using Crutch Add ons" (Seriously, they had a key, and 3 green toolboxes..., and 3 of those survivors were SWF), "Tunneler", "Gen Camper", Bad Killer" etc., but the unusual and sad part was the guy I found in the locker called me a "Wall hacker", and he attempted to deny to leaving scratchmarks. Note: these guys are rank 1-3 survivors against a green rank 9 (I'm working my way to red ranks again because a friend challenged me who could get there the fastest from yellow ranks, and the winner gets 10 bucks).
Honestly the end game chat for moment made me think the PS4 community was less toxic than this.

For me it wasn't Ruin itself that makes me quit. It's the fact that they nerfed Ruin without address the issue of gens and/or maps, and the fact that the nerf was based on frustrations to play against as a new survivor and people who cant hit skill checks. That's what was putting me off.
And yeah you are right I wasn't enjoying it in the first place, I played DBD since January 2018, and I was having a good time till around Apiril of 2019, when the Legion "rework" (aka the gutting of Legion) happened. The fact that the devs were beginning to ignore feedback, was the start of the unenjoyment of the game. I started playing less and less over time until the Nurse nerf happened, where no feedback was even considered. That was the big kicker for me, and that was when I starting playing the game like twice a week and playing a few matches before being burnt out. The Oni, and the second Legion nerf (seriously nerfing an already gutted killer) just added fuel to the fire, since Devs sill didn't listen to feedback. The Hex: Ruin nerf and the fact they didn't address the issue was the straw that broke the camels back.
I'm already playing multiple games that are enjoying, such as War Thunder, Bo1, Bo2, and Bo3 zombies, and I'm planning to play Last Year.
TLDR: It wasn't the Ruin nerf, but the fact the core issue wasn't address, and the fact since April of 2019, the Devs ignored feedback and just listen to new players.

Honestly the Devs could have done this in a different way, the main complaints about the Nurse were literally Omega 3-Blink nurse, and Omega blink nurse, and 3-5 blink Nurse.
If I were a Dev, instead of doing what the current Devs did, I would have first changed the add ons and leave the basekit alone, and test that for 2-4 months (And actually hire some veteran players to do additional testing). If she was still OP after that, then I would have added a cooldown or let nurse appear for survivors first, before the nurse actually did by 0.5 sec, and keep testing from there.
This is what the Devs should have done, but instead they decided to stack too many nerfs at once, and once the results came out that Nurse was worse off than before, they stop doing any more testing, and left her as it is.

Yeah, not like the effort needed is massive compared to the reward you get, previous the effort you put into old basekit Nurse gave you a nice reward of being able to punish people who play with 1 style (aka only looping), which means the effort put in = the reward you get.
Now its the opposite where there is too much effort and too little reward, currently an addon less nurse can be outrun by survivors in a straight even after two blinks. She's literally an add on dependent killer in order to get map pressure and survivors. Old basekit Nurse was balanced as like Spirit, she required a different type of playstyle. Nurse is also very unfun to play as each cooldown feels like a punishment for just blinking, the fatigue was enough. Basically the effort put in >> the reward you get.
Before the Nurse nerf, my two favorite killers to go against were literally Nurses and Spirits as the required a different playstyle instead of mindlessly looping. It actually provided a challenge, instead of, "Oh let me just loop this killer around a pallet, and rely on my second chance perks when I make a mistake". Both the old basekit Nurse and spirit made those second chance perks not as effective and game changing, and required skill to play against.
Old basekit Nurse didn't need a nerf, instead her add ons needed a nerf, which the majority of people said was the problem. The old basekit nurse was balanced as there was counterplay.

Killers had to rely on survivors mistakes, its still the same case today, but its just a little bit more balanced.

No she doesn't, killers like billy and spirit have way better map pressure than this nurse. Old basekit nurse, yeah she had the best map pressure, but she doesn't now considering to actually get some form of map pressure you can only blink once to keep a blink for a chase.
Literally a survivor can outrun a nurse in a straight line without add ons. Imagine making the strongest killer in the game needing add ons in order to catch a survivor holding W in a straight line.
Spirit and Billy are stronger than the Nurse now.

It's almost entirely being outplayed, survivors expect to escape every match because it's so easy and getting downed is surprising. It's never about how the survivors could play better, it's "how the killer be weakened to not get me in thaf situation?"
Pretty much its accepted at this point, that the only way a killer can get downs, hooks, and kills is literally by survivor mistakes, except for killers like spirit.
