Although most of these will not drastically change your skill requirement, some addons will give you more opportunities to get more chainsaw or blink attacks, particularly cooldown recovery addons or addons that let you use your ability more often.
Nurse has:
Wooden horse (common): Less fatigue for missed blink attacks
Dark cincture (uncommon): Reduces blink recharge
Catatonic boys treasure (uncommon): Decreases fatigue caused by chain blinks
Fragile wheeze (rare): Reduces blink recharge
Ataxic respiration (rare): Reduces fatigue
She also has plaid flannel (common) which shows your blink location. Some people find this helpful to learn her better, which would help you land hits, but I would personally recommend against using it frequently.
Billy has:
Junkyard air filter (common): Increases overheat limit
Dad's boots (uncommon): Increases steering
Punctured muffler (uncommon): Increases cooling rate
Black grease (rare): Increases cooling rate when a flashlight is shining on you
Spiked boots (very rare): Increases steering
Billy has no alternative to plaid flannel
Keep in mind these are NOT necessarily their strongest addons and a combination of these addons will NOT necessarily be their best addon combinations. These are just the addons best fitted to assisting you with your question (or how I perceived it) - 'How to land more chainsaw hits and blink hits'.
So there are some perks and many addons that will give you more opportunities to get hits, however, even though they will all give more chances to attack, I can't think of anything of the top of my head right now (although I'm almost certainly missing something) that will directly make you blink attack and chainsaw people more often and more accurately to a substantial degree. So with the exception of perhaps billy's steering addons that give you more turning freedom, in the vast majority of cases, your own personal skill with that killer is what will get you the hits, not the addons or perks. If you are bad with nurse and can hardly land any hits; you putting on 2 addons and some strong perks is not going to instantly make you better at landing hits with nurse, as with billy. So play around with addons if you want (although both killers are very non-reliant on addons) to see if anything works for you, but honestly just general practice will help you get more hits, aka. getting better with their power. If you have at least 1 friend who owns the game, go into a custom match on the most open and clear map you want (I recommend Blood Lodge as a good one to just test things on), and practice. Learn billy's turning speeds and how his chainsaws hitbox works, practice curving around cars, try chasing your friend/s. Try learning how long you can blink with nurse, how long you need to charge a blink, what you can and can't blink through, etc. If you don't have someone to play with, if you have 2 platforms (so like a pc and a ps4) you can go into a game with yourself. If you can't do that, might need to just do it in normal matches.
TL;DR - I probably misunderstood your question as "what perks, addons, maps, etc. will help me land more chainsaw hits and blink attacks", but if I didn't - Perks, addons and maps will certainly help you win a match overall and make you stronger, but very few will directly make landing ability related hits easier and more efficiently, that is just left up the players personal skill with that killer.

Yeah, that's about right or you can give me personal tips, your builds and such. I know I have to play more to understand the killers I play as. However, whatever information I'm given I'll see common notes. At a later date, I will put it in my style to see if I notice a difference.
The map suggestion is really to see what map would be harder for each killer and what is a best bet for me to get more hits. (Since I'm starting out). So I can prepare for a slightly harder game. Like Hawkins might not be good for someone mw

To get as many hits as fast as possible, typically Infectious would be the perk of choice. Then you can add a mixture of tracking and slowdown, depending on what you have available. You will hear someone telling not to rely on slowdown when learning, but the same argument could be made for tracking and so forth. In the end, they're all fine. So, don't overthink it.
For Nurse, you can definitely use Plaid Flannel IF you use it correctly. The point of the add on is to give a visual reference to connect to how the blink works and feels. You won't get many hits with it at the beginning but that's in the nature of learning Nurse regardless of your loadout. When you want to blink, decide your destination, start loading and blink IMMEDIATELY as soon as the marker is there. Con't hold your blink trying to move the marker around on the exact spot. That's not how real blinks work. If you're in a chase, any decent survivor will juke you while you're in this process and you shouldn't care about that at this stage. Only focus on landing on your selected destination with a blink charged just right. After 15/20 games you will be able to take it off and blink without putting any thought into it, which is how it should be, and focus on actually chasing.

I think they could do some of those thing again. The roadmap could at least happen and say things like "This could subject to change". If they feel like they can't promise it. The roadmap would give us an idea what could come next. And if it does change then they could make a roadmap every 3 months that reflects the change. If there is no problem then no extra roadmap is needed.

The problem with reporting is. I never know if it actually works. So I feel like it's sort of pointless. I mean I am sure it works but I feel like it doesn't because of how often I see the toxic side of the community. I played a total of ten games today. About 6 of them had people like what I showed. I only had two that said gg and was not a mean person.

I play how I feel the game is going. Some matches I feel being a camping jerk face is needed and so it's not needed. It all comes down to the feel of each match. Because I am determined to at least get one kill gosh darn it.

Reporting probably does work....maybe. I just wish BHVR would tell you that the person you reported has been taken care of. Their actions lead to either a suspension or ban.
Like Overwatch. I like the way they did theirs. DBD doesn't have to be like this but some type of notification that your report did something.

Toxic behavior is held in any, if not all pvp games. There's is no fixing the problem since people are the problem. Just do what you think is necessary and avoid them. By setting things to friends only, turning off chat, whatever you think will help you feel better at the end. Report them if you want, that might do something.

The basement hooks are meant to scare survivors into not wanting to rescue. Like how, if I get hooked in basement nobody wants to save me. Fortunately, the grief of their fallen teammate unites the other 3 lost souls to work on the same objective. However, by focusing too hard on their task at hand, they fail to notice that they have 3 more gens to go and that their teammate only has seconds of life left.

I don't think it's wrong but I rather someone try not to be that way until two survivors left or everything seems fruitless. If it happens at the beginning, then whatever. Personally, I'll feel guilty in leaving someone behind. Unless they wronged me.

It makes no sense why. I think that after everyone gets a turn. We will have another go around with everyone and this time the others will get a charm. I personally feel that they could have made a charm for both survivors and killers.
As to how long or if the others will get charms, no eta. It's rather disappointing.

I use discord on my phone and play ps4 games so, you can talk to them like that.
While it would be nice if the consoles could pair up with discord to make an app within the systems. There isn't one. So you must put up the effort to talk to friends by other means. If you don't want to use discord or your real phone number to talk to others then, don't know what to tell you.
We also don't know if DbD will add voice chat within the game. They haven't said they are or are considering to make it. But i could be wrong.
So when Cross play comes out, if in-game chat isn't there, I'll be using my phone with Discord. One ear piece in the phone to talk to friends and the other to listen to the game.

But why don't they just attempt to juke whilst running, you might be able to juke and quickly get a nearby pallet or window. Going in a locker is kind of sparing a few seconds, where as a juke could potentially keep the chase going 🤷♂️
Sometimes you can tell that you wont make it to the next loop or pallet or ever to save yourself.(Its is when im injured all ready that i do that. If im healthy i don't.

If i know that im gonna die anyway, it could stall time by jumping in and out of the locker because the killer might keep hitting it instead of a grab. There are times i accidentally do it if it's by a window or pallet.

It is a problem, but there's a slim chance that the Wraith is stuck in cloak. I was and the only way was to follow a survivor until they hit me with a pallet. Most likely they were afk though.

Camping can being annoying, but do whatever you want. People are gonna complain about it no matter what.

Just take a break. Playing too much games that frustrate you can be stressful. Take a break, some people feel refreshed and like the game again. Come back once you can deal with the community again!

Did the killer have ' Franklin's Demise '? That perk make it when the killer hits you with their base attack, you drop your item.

Only original characters can get the crown cosmetic. So playing as a licenced character won't do anything.

I love playing video games in my free time. My favorite type of games are FPS, Horror, Adventure, Mystery and Story(Like Choices affect the ending) The games I'm currently playing are Dead by Daylight(Feng and Claudette), Apex Legends(LifeLine and Loba) and Evolution Worlds (Gamecube). I stopped playing Overwatch but will always play Mercy.
My favorite foods are Chinese, Sushi, Japanese....well a lot of food. The top 3 would be Beef and Broccoli, Spring Rolls with Peanut Sauce and Pho.
I have 2 cats and a dog.
I used to watch a lot of anime back in the day. The only 'recent' one i watched was 'A Promised Neverland' which i like.
Youtubers i like range from games and genre. So i have many i watch for different reasons. My overall top 3 are Jazzyguns, Gab Smolders/ GG Gab and GeekRemix.
That's it, i guess i can answer more if people are really curious. If they like.
