But you see, this depends on everyone agreeing with your definition of "fair", which sounds like "Killer has to play suboptimally" so I suspect you're not going to get much agreement on that.

They are fixing maps to be more fair to killers.
This isn't an us vs them issue and making it so prevents the developers from fixing issue.
This is a game design flaw.
Killers do not need to bring in a perk to face-camp or tunnel-off-hook-till-dead, it's basekit. However survivors not only have to bring in a perk, they have to go through a paywall (Bloodpoint and/or Cash) to get those perks. If one side has something that is basekit, then the other side should have basekit counters.
A killer only has 4 perks vs the survivors 16. They need some basekit advantages or there's no point in playing - it is 4v1.

You honestly want a return of The Great Wall of Haddonfield and the original House of Pain and call that balanced? Well, I suppose if you define "balanced" as "best map for Balanced Landing abuse after the Artist's map" that's true.
Seriously though, old Haddonfield was an atrocious map and the new one is a well balanced one with strengths and weaknesses for both killers and survivors.
I find it telling that the examples you gave of unbalanced play involved camping and tunnelling (both legitimate strategies as confirmed by the devs and validated by the MMR rules how only kills matter for the killer) plus MMR matchmaking issues and not the actual map itself.

I honestly haven't seen any game where he was "countered". Everyone is always injured and broken. He is still a normal speed killer and if he has spirit fury which I have noticed several use, then pallets do not work. The main issue it he is extremely easy to keep everyone injured and if people are constantly mending when can the objective be completed? We can't forget everything survivors have to do. Mending, gens, totems, saving,........etc.
Contrary to popular belief, I've seen the Legion get the uncounterable 4th person down numerous times. That is not balance.
And in that response is a big part of your problem.
Everything is "I haven't seen" or "I have seen" - you're assuming that what you've experienced is the same for everyone else and you feel entitled to speak for everyone else.

Honestly they need to lower the chase volume of Legion, they need to seriously lower it for Ghostface (even with the reduction from the PTB it's still migraine-inducing) and the damn whispers from Plague when she has her power up.

At least can they fix the acknowledged bug where DH incorrectly eats a killer's power IE Nemmy's tentacle doesn't hit the survivor due to DH but it also doesn't break the downed pallet which it should.

Funny story - I have a chronic lung condition and one time I thought "I can play a nice game of Demo" despite being on morphine at the time.
Pretty sure the survivors figured it out pretty quickly. Newsflash: I did not play as well as I thought I could. My wife was amused though!

Here's the real big problem with DH - it eats killers powers. It's been acknowledged as a problem and not as intended but to be honest, I suspect we won't see a fix on this for a very long time, which bites.
Classic example is Nemmy using the tentacle at a survivor on the other side of a dropped pallet.
- Survivor DH's. Attack does not hit survivor - as designed, perfectly correct.
- Pallet does not break - not as designed, should not happen.

I think they looked at it and realized Dead Hard provides no advantage or benefit. Buying a Survivor a two step lead over a Killer means nothing except an extra few seconds of life.

At the very least I'd like them to focus on fixing the "not as designed" issue that's cropped up when they changed validation so now DH basically "eats" a killer's power. Classic example Nemmy not breaking a downed pallet with the tentacle when the survivor DH's away.
And COH hasn't had an effective nerf since go-live, dropping the self-heal speed by 2 seconds is a joke and the altruistic heals are still at warp-speed.

Yeah, but I’ve only seen Iron Maiden used with Huntress or Trickster and new Legions basically no where else chance of seeing Iron Maiden + BBQ is super slim.
Iron Maiden can be useful on Doctor as people seem to love to hide in lockers to avoid his power.

I disagree in regards to Iron Will. Almost no other perk *completely 100% blocks* something, in this case sounds. Greatly reducing it is fine but in an asymmetrical game absolutes are not a good idea.

How can anyone think that flashlights are toxic? Like what is even your definition of the term toxic? Flashlight saves are incredibly easy to avoid and if you're not good enough to do so, then use Lightborn. Pallet blinds can be annoying but if you're playing with headphones you should notice in which direction they're heading, it's not OP or something. There are far worse things the survivors could use than flashlights...
One caveat - locker flashlight saves are essentially impossible to avoid, given the insane angles that they allow and once you're locked into the animation you have no control.

If only they'd fix the current major bug of DH eating a killers power (the classic Nemmy pallet not breaking) etc while they're doing the looking - I mean, they "looked" at Nurse for 3 years before actually doing anything so I'm not holding my breath here.

I fully agree that CoH is broken, but as an example ShadowStep is pretty broken on an indoor map, as an example. It's so easy to break Line of Sight on an indoor map and without scratch marks it's much harder to track the survivor, especially for newer Killer players. Combined with the insane AoE for boons on multi-level maps, there are more issues than just CoH - it's just by far the worst.

Certainly until DH's current bug eating killer's powers when it shouldn't (the Nemmy tentacle not breaking a pallet as a classic example) it's definitely OP.
The devs have confirmed that it's a bug but until it's fixed, DH is just too powerful to skip for most.

But a good squad will never lead you to their Circle of healing and will always place it as far away from the 3 gen as possible. They will MAKE you waste 30 seconds looking for it and given a trash map like ironworks or eyrie you could spend even more time looking for it/snuffing it.
Especially for territorial killers like Trapper & Hag.

You're ignoring the cost to the other survivors who didn't take CoH - which is zero. If one person brings CoH, all 4 survivors get:
No need to bring a medkit, take a good toolbox instead.
No need to take any healing perks, just self-care in the boon area for 21 seconds (still 11 seconds shorter than the perk even after the recent "nerf")
For a single perk on a single survivor to grant still such massive healing time reduction for altruistic & medkit healing plus quicker full self-care for 4 survivors for the cost of one perk on one survivor and 14 seconds to set it up, CoH is the biggest bargain and force multiplier in DbD by far, especially when you consider how brokenly good it is on a multi-level map.

On average? 1 every 10000000 games is a hex destroyed in the first 12 seconds of the game.
The first minute? Maybe once every 50 games.
The first 3 minutes? About once every 3 games.
Difference is, Hexes are 100% beneficial. You dont need to waste time to place them, they take time to destroy, time that could have been spend to fix 1/7th of a gen instead. Killers do not need perks to win chases, killers do not need perks to hook survivors. Killer perks are mainly designed around either lowering average chase time, or increasing the time it takes to fix gens. Any secondary effect that perks have is simply to spice up the gameplay a bit.
Boons? They are a side quest for survivors. Sure, the spot can be chosen, but here's a few things to consider:
- how close is that spot to the active spot on the map? You want it to be as close as possible to waste as little time as possible running back and forth. The more time is needed, the more pressure the killer can build up.
- how easily can a killer reach it, it might be close to the active spot to be hugely beneficial, but very easily snuffed by the killer, making the placement of the boon itself a waste of time.
There are 3 maps that negate these downsides: RPD(especially the library totem), Midwich, The Game. Funnily enough, these maps are all indoor maps with totems spread on multiple levels and few access points to those locations.
It's not boons that are the problem, its boons on indoor maps that are.
I'd love to see your data for those figures on the hex destroyed time, can you please link the source?

In addition to the "as designed" issues, DH has the current issue that when they changed the hit designation it now "absorbs" killers powers when it was not intended to. A classic example:
- Nemmy uses tentacle over a downed pallet to try to hit survivor on the other side.
- Survivor uses DH to escape.
- Survivor is not hit (working as intended)
- Pallet does not get broken (Not working as intended).
There is a similar situation with multiple other killer powers, in particular poor Twins where not-a-baby leaps towards the DH user and gets stomped when he should not be vulnerable.
Fix that then let's talk about DH's other issues.

OP, if you think that CoH was "nerfed to the ground" then you haven't looked at the numbers.
As Peanits has confirmed on another thread, this takes Self-Care under CoH to 21 seconds, which is still 11 seconds faster than standard Self-Care. So it's only a few seconds shorter than before this "nerf".
Yes, the boon setter still has the 14 seconds to set up but for all the other survivors that cost doesn't exist and the bonus to healing still applies to altruistic healing & medkits, so overall it's still a massively OP perk that provides a considerable assistance to the entire team.

It's only longer for the boon-setter - in the other thread Peanits has confirmed the math that the free self-care in the new CoH will take 21 seconds, still 11 seconds faster than the Self Care perk, and the healing bonus speed will apply to altruistic/medkit healing to make them still much faster.
Given that only the boon setter has the 14 second setup delay it's still a large plus for the rest of the team, especially as they haven't touched the area/multi-floor issue.

It still applies a bonus to altruistic & medkit healing and is still faster than Self Care (as Nazzzak pointed out and Peanits confirmed in the other thread, it's now 21 seconds which is still 11 seconds faster than Self Care and all survivors get to use is throughout the large AoE.
So the devs did the easy nerf instead of an effective one.

You are looking at it with a strong killer bias. Plaything is a slowdown perk giving killers a very strong advantage. CoH is nothing more than a healing perk and actually requiring finding a totem (not doing the objective) to get advantage from it. Killers are actually getting advantage from their perk normally from simply playing the game normally, which is extremely easy to do. It makes the killer much stronger without doing anything extra.
CoH requires finding a totem, then spending a lot of time blessing it. Plaything is stronger than CoH when looking at effort required from all parties involved.
