The Distance and the i-Frames are both part of the effect. Both are the supposed effect of DH. And if you want to make one the "main" effect, I would say it is the distance, considering it is mentioned first.
But overall, both are the "supposed" effect. You stating that it is supposed to dodge a Hit is just your interpretation.
And well, they are just saying they are looking into it. Not that they are looking into changing it, this is a difference. However, if they remove the distance, the Perk will be one of the worst Exhaustion-Perks.

Killers tunneling because of the Meta is just an excuse for tunneling. Its the same when a Nerf happens to a Perk or Killer (as rarely as this happens), Killers announce on the forums that they cannot play "normally" anymore and have to tunnel every game.
But they are tunneling regardless. If a Killer finds you after an Unhook and notices that the unhooking Survivor does not have BT, they will tunnel everyone unhooked by this Survivor. If they notice you dont have DS, you will be quickly downed after your second Unhook as well.
Saying they tunnel "because everyone uses the Meta" is just something made up. You wont get rewarded if you use fun Perks (because you want to be nice, because you want to have fun or for whatever reason).

It is a good Perk. Survivors dont have many Perks worth running. It works as it should work and you dont end up exhausted on the ground anymore.

IMO he could have had the Teleport in his original state as well. Then his Basekit should be tweaked a bit (buffed for the early and mid-game, nerfed for the Lategame to avoid Freddys playing with Endgame Builds) and it would be fine.

Current Freddy does not really need a Buff. He is a decently strong Killer, not the strongest, but on the other hand not really complicated to play, so IMO it is fine that he is not a Top A-Tier Killer.
But he is incredibly dull to play. A Rework would do more than a Buff.

There are many other np games in universe. And if you hold on swf dont complain about bein dodged in lobbys. As solo surv i meanwhile look for 100% random lobbys and no one hiding his or her profile. Then queue time gets significantly better. But i dont blame the killers.
Or, accept that you can lose regardless of SWFs. You know, learning from mistakes instead of blaming people playing with their friends. Wicked, I know.

Autodidact clearly needs a Buff, probably even a Rework. But I dont know about buffing the odds of Skill Checks.
The thing is, what makes Autodidact bad is that you start with a penalty and need to rely on RNG to turn it into an advantage. However, if you can turn it too fast into an advantage, you have a pretty fast healing.
If they would buff the skill check odds you would need to make skill checks appear more often while the penalty is active and less often while the benefit is active (so the first Skill Check will come very fast, second a bit slower and once you turn the healing progression positive, it will become less likely to get a Skill Check). However, I also dont really like this way, because you would basically be punished (less Skill Checks, less value from Autodidact, less BPs, etc.) because you are using a Perk.
The idea of Autodidact is great and creative. But I think the Perk cannot be buffed with its current effect.

If you are such a good surv why do you need SWF? Why do you need voice chat, a trained fix group and coordinate perks? Then play solo.
I play with one friend who I know for over 20 years. But obviously I play SWF to gain an advantage.

You say its a skill issue on the killers part. The problem is that SWF is EZ mode for survivors and nullifies the skill of the killer. A killers skill doesn't come from how well he can mindgame one survivor in a chase and down them. It comes from their ability to keep survivors occupied and off the gens through macro gameplay.
If you can just tell each other what to do and when, then it removes that if your team is skilled enough, and not just poop talking all game with music going.
Yep, it is a skill issue on the Killers part. Killer players just cannot accept that they are not as good as they think they are.
If someone wants to remove SWF (as an example), this shows that they are a bad player. Giving penalties to SWFs as well.
But I cannot really blame them, giving the fact that some of the biggest and vocal Content Creators are the same and basically role models when it comes to complaining.

I guess that mystical free info they got was a skill issue on my part? Perhaps it is more skilful to just tunnel the guy i was on and just sit at the hook with bubba until he died instead.

But nah, I dont need someone to tell me if a Killer has Tinkerer. Killers are not completely silent even if they are Undetectable. And I am always aware when a Gen reaches around 70%.

They always have been. During certain times of the day, e.g. in EU you will have instant Survivor Queues from morning till late afternoon and at some point it switches.
I guess it is related to SWFs, because more people play Survivor in the evening when more of their friends are online.
E.g. I usually play Killer during the day (and have long queues). When I switch to Survivor to play with a friend, one Killer is missing in the queue, but two more Survivors are there, aka there would be a need of 1 1/2 Killers to compensate.
But it is nothing new that Survivor queues can be instant.
I agree on the rest of your post, especially ranking up and BPs.

And nah, Killers just like to play the victim-role. They do this A LOT. Playing Killer is not as bad as they claim it to be. If even I can manage somehow, people who actually main Killer and do not play Survivor at all should be even better.

If you want ez games as Spirit, you have to use an Add On-Slot for that. But then the game plays for itself, dont worry.
Reverting Stridor would be really bad. The Perk was only used on one Killer, because it was busted on that one Killer. And no other Killer used it, even when people have a problem with Iron Will, they would never use Stridor.
It would be better to rework Stridor into something else which is actually useful on more than one Killer. Current Stridor is lacking, but the same can be said about old Stridor as well. Giving it an entirely new effect is the way to go.

I dont know why this comes up again and again, but it will never happen.
There is no point in creating this as a gamemode or as an optional feature, the number of people who would play in first person would be really low. Sure, many will try it out, realize that it sucks and would switch back to 3rd person. So why should they put time into a feature most of the people would not even use?
And changing it into first person for everyone - the game will be 6 years old now. It was designed for third person Survivor and every change and every new addition was made with that in mind. Way too late to change anything about it.

Nah, not really.
It is already a 3v1. There is no need for a Bot who will most likely go down instantly and feeds the Killer Pain Resonance- and DMS-value.

If there is an early DC, the Killer basically won. As long as the Survivors are not significantly better, they will lose. Personally, I dont think a Killer needs to farm or anything. But at least not tunneling or camping should be possible (there is no need anymore to get one Survivor out of the game early).
But it is up to the Killer, but they should not expect that Survivors would like some tunneling in a 3v1.
Bots - totally against it. A Bot would only favor the Killer in a situation which is already beneficial for the Killer. Instead of a human player, there is a ressource to provide Pain Resonance-Triggers or PGTW-Activations...Nah, no need to give the Killer an advantage if a Survivor already DCed.

Just yesterday a Wraith I went against was VERY upset because I hit them with DS (without forcing it by any means) and because I lightburned them with a Flashlight. This person would have downvoted me.
And also yesterday a Blight called me a Hacker because I have a private profile and that person thought I would be playing DBD with 0 games on my Steam-Account.
Let alone this forum - people call everything toxic what they dont like, regardless what.

Dead Hard was always stronger as Balanced Landing. Even when Balanced Landing was at its strongest, DH was better.
And nowadays Balanced Landing is basically trash, so not really a question IMO.

Well I would say the developers would hold the rights or share the rights like a licensed chapter. Example: Ghostface, they own the rights to their original creation of the ghost face killer but share the rights for the mask and costumes. They could compensate the original idea owner and could be immortalized forever in a game.
I think you are making this far too easy.
First of all, a regular person probably does not want to deal with all the law-stuff involved. It is not like "Here is this chapter, give me money", you have to consult good lawyers for a contract which is good for both sides. Especially, because it should be clarified if the creator of the chapter can decide if they want to have it in DBD or not. Either it would be possible to give those rights to BHVR or the creator wants to have the right to decide at some point to pull the chapter of DBD. And I doubt that the second thing would be something BHVR is looking foward to...
Then, BVHR would not really have any advantage of Fan-Chapters. They would have all disadvantages which come with licensed Chapters as well (not being full in control of everything, having to share the money and probably way more), but would also not have the advantages like a big exposure to a crowd interested in the Franchise. E.g. if BHVR makes a deal with a licensed Holder, they can always be sure that some players will start playing DBD because of it, they can be sure that others will be returning and they can be sure that fans of the franchise will buy the Chapter. However, if the Chapter is not done by a horror license but a random guy, these advantages do not apply.

To be fair, it would be totally enough to killswitch the Add Ons, if anything gets killswitched. The whole character is working fine, only the Range Add Ons are bugged.
But I doubt that anything will be killswitched, they did not do it in all the weeks they were bugged.

Reagents are pointless. I went against a Survivor Team who burned 2 browns and a yellow, this should guarantee pretty thick Fog. There was barely anything at all, I have not seen any difference.
They are just clocking the Bloodweb at this point. The Fog was an interesting mechanic, when it was actually impactful. But nowadays Maps are so bright that even a little bit of Fog cannot change anything (or they are pitchblack like the Houses on the new Haddonfield, which will also not be impacted by Fog at all).

Well, i will give some context to understand what happened here, and i'm not proud 😂.
Those survivors were good but not godlike, i have already met stronger SWF but this one was solid. They gave me good chases, i haven't camp till late game (all gens done). Half the hook i made were during the end game as they have tried to save their friend. I have made at least 5 hooks just because they saved each others.
Game was not fun at all, there was nothing i could do, just waiting for their mistakes.
Understandable. But, you will see many Perks which are the same because the pool of good Survivor Perks is pretty limited. And it will probably become even smaller in the future.
And well, it is not like you are running Meme Perks yourself.

The Instadown should be a reward for chaining many frenzy Hits, but this should not be given by hitting a Survivor on the Hook.

Not in 2017, but way before Overheat was a thing. And when do you need to chain 30 Chainsaws? IMO if someone overheats, they went for too ambitious Chainsaws. You can still sprint full Map with Billy and have enough Overheat-Limit to try a few Chainsaws. It is not like you are heavily restricted.
Also, the Add Ons for Overheat are not bad at all. The brown Add On which increases Overheat-Limit is what I usually use (combined with Engravings).

The Overheat is barely noticeable. You have to overheat on purpose to actually feel it OR mess up A LOT with your chainsaw to a point where you really need to stop trying to go for every unreasonable chainsaw.
He is also not the worst Killer, not by far. He feels bad, because his animations and FoV changed, but his strength is still up there. I dont really play him because of his FoV, he does not feel right when you played a lot of Billy before they changed the animations and stuff. But when I play him, I use Shadowborn to negate this a bit, but it is totally understandable that not everyone wants to use a Perk Slot for a design decision nobody asked for.

According to this Forum, all Survivors are trash at the game, but became a godlike tournament squad when they are a 4 man SWF. Because 4 trash Survivors together will be unbeatable.

Yeah, a big "No" on not counting Survivors hooked or in dying State. This would just be another excuse for Killers to camp. "But Whispers was on, so I stayed there!". There is a reason why it also activates on hooked Survivors.
I dont get the thing with the chase. When I am in Chase, I dont hear Whispers at all. (But for me, Whispers is mostly visual feedback, I dont really hear the Whispers that much, but look at the Icon)
In general, it is one of the best Tracking Perks in the game, if not THE best Tracking Perk.

Disagree with 3v1 being better. At least the bot will do some gens. It'll go down quickly but there's a good chance the person it replaced also did. A killer bot replacement might not be a very interesting opponent but could farm some BP and rift challenges out of it, maybe with some guilt-free bullying thrown in.
A Bot does not make a 3v1 to a 4v1. It is more likely that it is a 3v1 with a Bot which feeds the Killer BPs and gives value to Hook-Perks. Sure, some teammates also feel like they are a second Killer, but those are the same as a Bot - you are better off without them.
The thing is, a Bot who replaces a DCed Survivor will only really be beneficial for the Killer. Same as the DC-Penalty in general, if a Survivor does not want to play, they can just suicide on Hook, giving the Killer value. For the Survivors it does not matter if the teammate DCs or suicides, the outcome is the same.
And IMO, if someone DCs, the Killer does not need to have another advantage by having a Bot who feeds them their Pain Resonance or PGTW-activations.
I also dont want to see a Bot-Killer when the Killer DCs. I would rather go into the next game, because I play DBD to play against actual players. If I want to play against an AI, I would play other games.

Nurse is a relict from the past. Back in 2016 many broken things were released, most of them gone now - except for Nurse. She is allowed to stay despite being such a design failure.
Cannot really blame players to much for not even wanting to play against her anymore.

Bots in KYF - sure, why not. Even tho, I would make them pretty simple and bad so that you dont play only Bot-Games. DBD is a Multiplayer Game, people should play with other humans and not with Bots. So Bots in KYF would be there to do some stuff to test out new Maps or new Killers/Perks. But not to have actual games which are compareable to the regular experience.
And I am totally against Bots in Public Matches. I would rather play a 3v1 than having a Bot replacing a DCed player who just helps out the Killer by giving Pain Resonance- or PGTW-value.

She is very strong, but also super boring to play. Her counterplay is basically Shift + W, nothing else the Survivors can do. So games when playing as her are really dull.

Of course. Cleansing Totems to avoid NOED is just really bad and not worth the time. The only thing that happens when you cleanse all Totems is that you might not even reach Endgame.
Especially when paired with multiple Slowdown-Perks. In the end there is 0 point in avoiding NOED when you cannot even complete all Gens in the first place.

If you add some Windows to compensate, sure. Once a Pallet is broken that areas is a deadzone. Removing half of the Pallets would increase the amount and size of Deadzones. It is not like anything else is useable in those areas.

at least call it what it is; kill based matchmaking. that the devs even insult their playerbase by calling it skill is what's funny to me, because anyone with over 400 hours could tell you there's more to being skilled in this game than securing a kill or an escape.
that's where my frustration comes from; the system is based off of an intrinsically flawed measurement which is then passed off as "skill" despite me being the better player in any other measurement than "he was killed, therefore he is worse".
Had a similar experience two days ago when it came to the outcome for MMR.
A Bubba found a Jake early in the game (first 40 seconds). Facecamped them to deah. Jake was nice enough to struggle. Then Bubba found Dwight, Dwight went down, got facecamped to death. My SWF-Mate and myself escaped, because we did all the Gens (with Dwight as long as he was alive).
The Bubba got a little bit over 6k BPs (while not using BBQ, he only had Perks to annoy the Survivors), while using Add Ons which were more expensive. For him, it was a Draw, he killed two and two escaped.
The two who got facecamed lost MMR, because apparently they are really bad players.
My SWF-Mate and myself won MMR, because we pressed M1. (Sure, someone can argue that it was a good play from our side to do Gens instead of trying to unhook, but pressing M1 is not really "skill based".)
And the game itself was so dull because there was almost no Killer/Survivor-Interaction, yet two Survivors lost MMR and two others won. Just because this system is based on Kills...

If you do your first games with a new Killer, you will have an MMR on them which is around the same as on your other Killers. It will adjust after a few games.
The reason for that is because it would be unfair if you would start at a very low MMR. You would get very inexperienced Survivors and as a Killer like Billy, you would have a very easy time to win against them, because the standard M1-gameplay will work a lot and if you only use your Chainsaw for mobility, you can easily stomp them.
Also, it would totally screw over matchmaking if a new Killer is released. Low-MMR would be clocked with players trying out the new Killers.
That being said, the system overall is heavily flawed anyway...

Sprint Burst is the better Perk. As already said, it makes every area safe. This does not apply to DH. And in some games you have to be in unsafe areas to do a specific Gen and DH does not help at this point.
The main reason why Sprint Burst is not used as often is because most people probably dont want to bother with 99ing their Exhaustion or walking instead of running for some time of the Match.
I recently used Sprint Burst on the new Survivor, because I did not have any Perks from my usual Loadout while prestiging, and it is such a strong Perk. But I would not use it normally, because as others, I dont really bother with 99ing it.
If DH gets nerfed, you will see that Survivors will adapt and more will use Sprint Burst in a smart way. And Killers will complain that it is frustrating that Survivors can sit on a Gen until the very last second before running away with 0 danger. Or that a Survivor running away with Sprint Burst does not mean a slightly longer chase (like with DH), but probably no chase at all, because they are too far away.

They said that the Patch a few months ago was an exception, so you should not expect that many changes on a regular basis.
That being said, I am pretty sure that there will be some Blight-Buffs.

You would be surprised how often I see Killers who just follow the one Survivor they are chasing, ignoring other Survivors they see on Gens.

Most likely not.
I guess most Killer Mains come to the Forums because they just lost a game. And of course something else is at fault - SWF, Dead Hard, "Genrush", whatever.
Not that they missed many Blinks or Hatchets. Or that their Mindgames at Loops are not as good as they think they are. Or that they ignore people on Gens and tunnelvision that one Survivor they are just chasing. Can never happen, it has to be something else.
And once DH is nerfed, there will be something else which is at fault why they lost. Because it can never be the player, impossible.
(But as I said, there is 0 reason to disable DH. If the Devs want to see how DH performs, they can look at Survivors who dont run DH compared to those who do. Finding full matches without DH is most likely extremely rare, but individual Survivors is totally possible.)

Out of this list, I would go for either Oni or Blight. Both are very fun to play and also strong Killers. But both are not easy to use.
Legion is easy to use AND fun to play (IMO), but they are on the weaker side. Depending on their buff this might change, but I doubt that they will be as strong as Oni or Blight.

Yeah, because they are not working on the weekend. Which is totally fine.
And BHVR not working during the weekend might be the thing which lead to the AI-Bots starting during the weekend.
