nah, the reason most licensed content can't be bought with shards is because that deprives the ip owner of money, which in this case is exactly what people should be doing. i'm not into crypt tv but if a free option that doesn't support them exists that's the best one.

Frank is at least 20 based on the base lore and there's no reason to assume the rest of the Legion are significantly younger.

map rotation. as i understand it maps aren't selected at random, specific maps are given more weight during selection. if you keep seeing ormond, azarov's resting place and cowshed then those maps are in the map rotation.

I get that you're coming from a perspective of practicality, but no matter how you implement that kind of system, things are gonna slip through the cracks, and when it comes to this kind of content, this is something that can seriously disturb people and thus needs to be handled very carefully.
there is no reasonable method to stop this completely. you would either not be able to post images at all or wait absurdly long amounts of time to post them. things will always slip through the cracks, if you take the nuclear option it is a significantly worse experience for everyone.

Imagine someone at night making low effort responses to jack up their posts, then during the day they post the disturbing images.
that's more effort than most trolls would go to. ideally the number of comments/discussions would be fairly high, enough to keep most people away while still being reasonable.
