This perk i think is the worst of them all. It’s that bad
Everyone knows how bad this perk is, the thing about is that: although it doesn't do anything for you, it also doesn't negatively affect you unless you're sandbagging on purpose for value, that already makes it better than no-mither and autodidact.

Soul Guard is not at D, it's basically the ultimate counter to 4 man slugging with Noed, although it's extremely situational, the situations in which it comes into play make it at least C tier.

Cells could work as mobile gives 10 on prestige 1, 20 on prestige 2, and 30 on prestige 3, which is 60 altogether. So this would encourage players to play more and grind for more characters. I think this is most likely what they will implement.
That's giving out free money, and Behavior would never do that, they would give out like 30 per character max.

You don't though. That's the thing. In this game if neither side ran a single perk. The game is still swayed towards survivors. Survivor meta perks are meta because they are just flat out strong and aren't strong because of what happens in the game.
All the killer meta perks revolve around gens, because gens are idiotic and without slowdown just vanish. The meta perks for killers are a product of how the game goes without them.
Survivors can gladly win games without DS, BT, DH, or Unbreakable etc etc.
You get a Nurse with no perks vs a team of survivors with no perks, and the Nurse wins 9/10 times, you can't say the game is killer sided because there are 27 (I think) killers in the game who vary wildly between power level.

Look at corner until the survivors get bored, do the gens, and leave. I don't know about you guys, but I play games to have fun, I don't care if a bully squad doesn't get to have their fun with me, I'll just go do something else until they go on to bully someone else.

Two detections, one stealth that benefits from the range addon. That's a good base IMHO. Instead of NOED, I'm partial to something like Starstruck.
My go-to build is Whispers, Infectious, BBQ and Starstuck (no add-ons). There are stronger builds (e.g. Scourge-based + range) but I'm having more fun with that one.
I used to rock Star Struck + BBQ + No Way Out + Tinkerer, on this account though I only have BBQ and Tinkerer, so I had to improvise.

The real question to ask when it comes to P3'ing characters would be: Do you want the actual bonus for doing it, which is having all those perks unlocked without needing to get them in the bloodweb?
Or, maybe, the question is: Do you want to have everyone P3'd? Would that, alone, give you a sense of accomplishment?
It would definitely be nice to find out what the bonus is beforehand, but you said it yourself- it's not a cosmetic and it's almost certainly not auric cells, so is it really going to matter?
I'm probably just gonna go through to have the grind lessened, but the exclusive reward was a big part of why I started, so it'll be a shame if it's bad.

Maybe I'm looking at this the wrong way, but the reward is literally all I care about, however, the difficult place I'm in right now is whether I should continue P3'ing characters.

This is most likely to enable survivors to better hide from killers, as this game was intended to be more like hide and seek, now though, it remains because looping would be almost impossible without it.

Usually when I get a few wins, the game considers giving me survivors who stand a chance for a while. Usually their tactic, beside using knowing how to make a Nurse chase last, is to cram 3 gens in parallel, then two. (That tactic works pretty much against anything and give good results even if the chases are fast)
On maps like Midwich, the smartest ones play very stealthy which give them another edge.
Full disclaimer : I almost never use any add-ons and I'm almost only doing chase/kill builds. No regression. (2.5k hours btw)
This is the build I ran yesterday that allowed me to get a pretty long 3-4k streak, a lot of the time I had 5 or 6 hooks before the last gen popped, but I can 3 or 4 man slug them with Noed and keep knocking em down when they pop unbreakable, this build is extremely nasty though so if you don't want to feel like a scumbag, then I don't recommend this one.

That’s basically the whole post, neither of which is really a game balance solution.
The game is neither killer or survivor biased it’s just built around a design which is largely zero sum for the opposing sides.
Player expectation is all over the place too.
This post isn't about game balance solution, it's about showing killers how to give themselves a big edge.

I have 1.5k hours, almost all of it was spent on console, and I win almost every Nurse game I play, most people have no clue how to deal with Nurse.

I, personally, do not care if you play killer, survivor, or both. Anyone that believes the game is killer sided is a survivor main by my definition. It is the only way anyone would come to such a conclusion despite evidence to the contrary, after all.
I don't think the game is killer sided, I don't, I think it's "WhoBringsTheStrongerStuff" sided, if I didn't make that clear enough, then hopefully you get the idea.

First, it's not effortless, it's never effortless. Second, this is common knowledge. We all know those two killers can compete, we want a roster that can compete and we quite simply don't have one.
It feels pretty effortless for me, I mean, I'm not really focusing on gens so much as I am downing survivors, there's not much effort in figuring out whether a survivor will double back or hold W.

Woah woah, slow down there, I didn't share much of the story here because I assumed that you guys would get the idea. I played pretty fair that match, I got someone in basement early but left to go chase someone else, I only slugged when I saw how relentless they were with gens and unhooks, but they got a 4 man out and clicked at the end, I'm not trying to pretend like that's similar to what getting killed by hackers and losing hours of your time, I just felt similar feelings because I played seemingly pretty fair and got done that dirty.

I have over 5K hrs and play nothing but Blight, Nurse and Hillbilly. You’re choosing to play a killer that doesn’t have a lot of consistent mobility and as you say an m1 killer that doesn’t take any mechanical skill. So yeah expect to get screwed over by DH once in awhile :). It’s like showing up with a Honda Civic at a Lamborghini drag race and trying to argue that your Honda Civic sucks because it’s slow but it’s light weight and easier to drive :)
Got it, so only play 3 killers and you won't have to deal with Dead Hard, cause that won't get incredibly boring after a while!

Try baiting out DH by holding your hatchets, if they DH to get behind a structure then immediately go for the pick up as they can’t DH to Flashlight save anymore, and if there’s more then one survivor keep faking picking up the downed survivor cause who’s doing the gens?? I didn't "choose to play a certain way", the survivors crowded another downed survivor and I had to either slug, or they get flashlight saved. I have 1.5k hours on DBD and if anything, Dead Hard has become more of a problem for me recently, you literally can't play Huntress without having several of your hatchets Dead Harded.

It was boring, sure it was nice for comp players, but for someone who just liked silly items and ridiculous set pieces to fight on, it was just a sweat fest.
