Thing is I refuse to play Ghoul right now and at no point were players in deep wound but they were moving so fast and speeding up at convenient times just enough to get safe.

I recently caught a clodette who seemed to me to be moving faster than usual, after the 2nd hook, she started flying around the map and screaming constantly + some streamers started getting cheaters every 5-10 games, so epidemic is probably starting again

right Mandy the double standards with this is crazy I’ve played this game since release oni was always meant to have a 90 cap lock on his power but since people complained it got made into a feature but you literally kill a perk that was already fair and balanced and just say oh it was a bug yeah right…

No, the new generators require only 75% of the usual, and at the same time the killer has absolutely no perks against them and even if the killer kicks the generator, it will regress at a speed of 0.25% (this is 400 seconds for a one 99.9% gen)

He has a lot of counter games at the end of the day, this is m1 killer, for example, windows is quite strong against him, but instead of waiting for the ghoul to cancel power, survivors jump ahead of time and there are a lot of such moments, and with mft even morein

I'll give my two cents, the part of the perk that makes it super unappealing is giving the obsession a massive buff for mediocre late game slowdown.
How would i change it? Remove the obsession buff and then make the obsession get 10% increased hooking and healing every time their hooked. That way if the obsession is ignored there is no downsides.
I could write a whole essay on why this is a bad perk, but in short:
it works only for 2 people or 3, but you don't progress in it
it basically gives a free botany perk for obsession
it works best when you're already winning. -

People will complain about anything, once I wanted to try the trapper challenge without perks and of course the survivors took the crow map, they were really bad and constantly running around shack. I made -3, and then listened how strong the trapper is and that I shouldn't have placed traps in the shack because it's OP, so yeah, there will be complaints about anything

I've been doing the chainsaw snipes, flicks and outjuking the jukes with the occasional strong tile which I generally abandon since I'm only running grim embrace as slowdown. Tobmy understanding Billy is considered a top 3 or at least top 4 killer, and is not longer as oppressive since his chainsaw miss recovery isn't so fast anymore. That being said, he snowballs extremely hard and it's how most of my games go. I occasionally run into really good survivors, but it's always been a 2k at least. Altruistic bully teams don't do well at all either. The only times I really struggle is indoor maps, which I'm forced to mostly M1 and zone.
He is strong, but requires extensive knowledge and has a huge skill ceiling

Legion's power is a number game. It's not something inherently unbalanceable. There's nothing in its inherent design that makes it flawed. The upcoming reduction to 2.5 fatigue duration means you're able to use it to some degree as a chase/anti-loop power, but it's still not super good at it. In my opinion 2.25 would be much better at giving Legion an actual power in loops without being overly oppressive.
The issue is that he's so good at getting people injured that also being semi-decent at getting them down would be a step too far, understandably so. Legion would be stronger than Kaneki if he could vault a pallet and down someone every single time. So you have to play it safe by finding a middle ground which is possible by adjusting the duration of fatigue and the movement speed.
I think the upcoming buffs will do a lot for Legion. He won't be a great killer, but he'll feel a lot better to play. If they want him to be good, it is possible. Reduce his fatigue duration to 2.25 and I promise you that Legion will genuinely become very dangerous around pallets and windows while having much more counterplay and interactivity than Nurse.
They're already reducing the fatigue to 2.5 - it's not like 2.25 is a significant difference. It just makes some hits a bit easier. He's still more escapable than Nurse by a long shot. I'm down to being wrong and seeing that 2.25 is somehow much more overpowered than 2.50, but there's no way to tell without testing it out.
From my 5 years of experience and thousands of hours playing Legion, the conclusion I have come to is that 2.25 fatigue duration (along with the rest of his upcoming buffs) are all he needs to be a balanced killer. His power is not fundamentally flawed or in need of any kind of rework.
I genuinely believe Legion with a 2.25 fatigue duration will solidly be an upper B tier killer. Not quite A, but damn solid in good hands.

blight without addons has 2.5s fatigue in basic and 2.0s with the addon, I don't understand why legion with its much weaker power has 3s or will have only 2.5s and has tons of restrictions like the inability to see blood

It's because killers can just chase survivors off of generators and get instant regression then and there without having to kick the gen or do anything else special. So they get to have stronger chases AND free regression without even touching the anti 3gen kick limit.
Ruin doesn't need a buff. Not directly. All totem placements just need to be better and not super obvious.
This is not an instant regression, this is a regression 4 times slower than the progress of 1 survivor as @danielmaster87 said you just look at a big number and don't go into detail about what it means

No, that would be OP healing another survivor is essentially 32% of the generator, and given that two survivors need to get together, it's much more, self-care 50+ botany is 28 seconds + you don't need to waste time grouping

Perks like Barbecue and Chili aren't even as oppressive as Nowhere to Hide, because by the time a Nurse gets across the map after seeing the aura of a survivor with BBQ, she won't still have melee range aura reading like she does with Nowhere to Hide. BBQ and Chili's power is reined in by the fact it doesn't read auras unless a survivor is a certain distance from the hook. And a perk like Scourge Hook: Floods of rage is reined in by the fact it requires a Scourge Hook. And they both require a survivor to be hooked or unhooked to activate. Darkness Revealed reads auras around lockers, not the killer after opening a locker. Darkness Revealed also has a cooldown.
Nowhere to Hide also doesn't have any cooldown or requirements attached to it other than simply kicking a generator, which is a primary action for killers. They don't lose much at ALL with this perk, and like I said at the start, the strongest and most mobile killers are the most lethal users of Nowhere to Hide. Which reminds me that the perk Lethal Pursuer extends Nowhere to Hide's aura reading, and these are very typically paired together.
You guys nerfed Distortion which I think is okay, but please do something about Nowhere to Hide following the killer. There are so many perks in the game that require weird little chores to activate them, and Nowhere to Hide just seemingly dodged every restraint to keep it fair between all the killers.
or you'll just realize that those big red lockers are on the map exist for a reason (+distortion is still a good perk)

Would you really otherwise waste several minutes of your time and someone else's? A vast majority of players aren't going to do that. This feels very much like a made-up reason to argue for the finisher mori, or maybe trolling. And I don't mean to accuse you of deliberate behavior like that. It's just that the suggestion feels very contrived since I think most of us don't value winning at a game we play for fun so much that we'd wait for several minutes, forcing another player to wait during that time also, just to ensure the other player can't have a chance to enjoy the game.
maybe we play different games, but in my games survivors will always destroy their ctrl when they get to the gate, and the killer will always want to get 4k even if the killer has to wait 4 minutes at the body of the survivor

Unfortunately no my friend, even against singularity, survivors with predrop always have time to run to the next palette, during these 5 seconds the survivor slows down by only 1.2m, which is not significant in the vast majority of cases, it is better to take coup and have the same 1.2 meters, but at the moment when it is needed

The knight is already good at forcing survivors away from a loop with his guards, so he can reliably trigger the new knock out. A slowed survivor will move at 3.8 m/s while carnifex and jailer move at 4.1 m/s, so with this perk they have a 0.3 m/s advantage, almost the same as the speed advantage the assassin normally has (he moves at 4.4 m/s). If the assassin chases the slowed survivor, the speed advantage becomes 0.6 m/s, the same advantage that the knight himself normally has against a survivor.
I suggest making survivors who are in an active hunt become immune to the hindered status effect, as the guards only function as intended if the survivor is able to move at least 4 m/s. The only other perk this would affect is forced hesitation, and it would future-proof the knight against any future perks that apply hindered.

But this doesn't matter because you can loop within 6 meters from the pallet for 6 seconds, or just go to the dropped pallet/window and the guards will ignore you and run through the window/pallet

Huge loss of pressure on the map animations + time move with survivor to hook avarage take 15 sec, this is 45% for the generators or the healed survivor
Most of the strongest survivor perks are hook related, with slug killers some time can literally disable 12/16 survivor perks in a match without risking a pallet or flashlight save and in some case free up 25% of build with dont taking lightborn
Nerf killer hook perks, and this is not only a gaming, but also an emotional aspect, the killer simply does not receive feeling of reward for the hooks -

This is something that will greatly help reduce the gap between solo and swf, which is good for balance It’s also worth noting that this was implemented in the mobile version and did not cause lobby evasion, so I think at least for a test they should run this

Not only that, but the very first day that this feature came back, you could see some people going "I'll downvote every comments and it'll be funny" (or something along those lines) in some threads. By default, people like that make any kind of data from this option unreliable.

With the same outcome, I could create a thread: “let’s make generators of 900 seconds each and give killers insta kill” people will not waste time on this, they will simply give a negative rating and move on

The funniest part in DbD are the chases and even that when Legion is in play is crap.Maybe you didn’t know, but there are such wooden structures on the map, if you press space near, you can drop them, and even more, you can stun the killer with them, if you stun Legion he turns off its ability and cannot use it for 20 seconds, i think it’s too early to talk about body block and locker tech so as not to overload you with information, so start small

Basekit Unbreakable is coming in Phase 2 of QoL.
Or for example, destroy SM for a year instead of correcting the balance, unfortunately, if something is a worse solution, it doesn’t mean that bhvr won’t do it
