what clown is good at is forcing pallet drops early, reducing the number of loops throughout a game. hes ######### annoying and boring but he is very mid tier.

Ok lets unpack this.
They won't use a torch unless the killer is doing something which locks them into a position in which they can't look away, like Pickup animations, breaking a pallet, window vaults etc etc
"They are vulnerable" The optimal blinding distance for the flashlight is not in a killers face it's out of even lunge range but that does not matter because see point 1.
"while those flashlight survivors are hugging their tunneled friends, that's time spent doing absolutely nothing" it only takes 2 people 1 to get downed and 1 to flash, the other 2 will sit running gens as usual.
So on the whole i can't say i agree that flashlights are the worst i actually believe toolboxes are, they only up repair speed and sabotaging hooks is not nearly as useful as it used to be.

Dull Key - Now only opens the hatch for the survivor who uses it on the hatch. After the animation plays, the hatch will immediately slam shut. Now rare rarity.
Skeleton Key - +15 seconda of use time, now very rare rarity. Opens the hatch for one minute, but prevents any progress on generators and gates while the hatch is open articifically.
Cypress Mori - Changed to allow you to kill any survivor regardless of hook states, only when the exit gates are powered. Now rare rarity.
Ivory Mori - Now allows you to kill two survivors, the first after one hook, the second after two.
Ebony Mori - Functions similarly, however the one hook requirement is removed once the gates are powered, essentially making it a combination of the two add-ons. So it allows you to kill two survivors before the gates are powered, one with one hook, the other with two, and allows you to kill anyone still in the trial when the gates are powered.
dull key- I'll assume it stays open if 2 people are left and one uses it because of how hatch works.
skeleton key- sounds like a very selfish team-hurting item in solo play. its a straight buff to swf and nerf to solos.
cypress- sounds awful. combined with noed its as much of a free kill as rancor (possible more than just 1 kill too).

You have NOED. You are chasing me, NM guy, at the end of the trial. Last gen pops then you hit me. Now everyone knows you have NOED and you wasted the surprise on the guy that was already 1 hit. You would have been better off with probably any other perk.
You have MYC. But me, the NM guy, rushes hooks and eats your MYC. You never get a one shot on anyone because the guy that's permanently one shot sponged it.
You have Haunted Grounds. Chasing me, NM guy. It procs mid-chase. You catch me and are forced to take my hook right away or lose it (because I get up and don't leave blood for you to find me if you slug). By the time you find the next guy, HG is gone. WASTED.
You can definitely waste a hit if it's supposed to be a one shot. Killers NEVER realize this about NM guy, but it can seriously screw you over if you have a one shot and never get to use it on anyone. NM guy is always one shot, so your NOED/MYC/HG/EW tier 3 is irrelevant.

I dont think many people would argue against that. He should for sure be made viable and useable without addons as all killers should be. The problem with Legion is his power at its very core is the worst of both worlds. He is extremely unfair and has almost zero counterplay as survivor yet as killer he is trash tier and worse than freddy at securing kills. I agree when people say he needs to be reworked. He needs to be both fair and strong and right now he is neither. I dont have a solution but we cant simply buff and nerf our way out of this. He needs a fundamental rework. Legion is just poorly designed mechanically.
So you're saying we either get this buff or we wait a year or more for a rework...

balanced is the only exhaustion perk that gives an extra stat change. with balanced, new loops are opened to you, and you can waste the killer's time by, for example, get chased to the top of ironworks and drop down to sprint to the god window. my problem with lithe is that it wont activate unless you're in a chase so there are times where u know the killer is following you but the game doesn't.
