Top things his hitboxes need to be cleaned(not fun to zoom to a gen and it be fixed because you hit a branch three feet away).
Animations need to be cleaned (not fun to loose potential hits and downs because your animations basically blind you).
Add-ons need to be improved (Some of the absolute worst in the game you become 4.4, you cool down when a flashlight is on you)
Fix those things and his numbers would go up again.

When Clown uses the tonic it only reduces the tonic not the antitode.

No because I cant do what I could before and just have the chainsaw revved up and wait for an opportunity. It sucks I dont have a killer to rely on anymore, but it also means I dont have to go against him/ struggle against him as often since it seems like hes not as prevalent anymore. Speaking from my own experience, it got a lot of players to ranks they didnt belong (myself included).
That might explain your success the classical Solo Q and current Hillbilly has his own animations and hitboxes against him.

Most played survivors and used perks I can believe. Although more precise ones again would be appreciated.

Ace mains are good but are more prone to run random perks.

Eruption currently looks nice, but they need to buff Surge and Oppression.

Well we clearly have different experiences. I cant say how he is now, only that before his change I was easily able to rank up, down survivors by just waiting until the right time and go across the map to get another down. I never struggles with him and I was able to play killer. I havent been able to find another killer that was as easy and rewarding to play for very little skill as Hillbilly was for me before his update.
Have you played with him since?

"Allowed survivors to escape"....sure whatever you say. His punishment practically did nothing, no loss of vision, you could still move, and you had everything back in 3 seconds. Legion has a bigger punishment for missing his power than Billy did and he doesn't even have a 1 hit down ability.
Billy takes more skill now than he did before, not a whole hell of a lot more, but just enough to drive away the people who used him for his previously easy and forgiving gameplay.
3 seconds is plenty of time for a survivor to escape to a loop and many loops are brutal for a Billy. Not to mention it takes him 2.5 seconds to charge his saw and he can't curve around like Oni was plenty of time.

And if you missed, no big deal because with no cool down you could just spam the saw again. It was easy, that's why it was nerfed.
Except there was a punishment if you missed or hit something a 3 second cooldown that allowed survivors to escape so Hillbilly already had punishment in place if he didn't land an attack. And the current overheat punishes him even more then the punishment already in place.

That wasnt my experience. I was able to just wait around until I knew i could land it and bypass having to hit them twice. Its not very difficult to land for me, only problem I have now is that I can't hold it forever until the right moment.
From my experience I had survivors who were familiar with the chainsaw charge time and knew where they could and couldn't be chainsawed. With new Hillbilly the animations and hitboxes it's harder now.

Yeah, actual minimum skill. This isn't complex woodworking, you just get behind a survivor and press a button.
And you need to anticipate them juking, going around objects, proximity to windows and pallets and wether you'd get it off in time or not. Like I said not easy.

You do know it took actual skill to down with the chainsaw wasn't like Bubba where one miss and you can still get them.

As someone who plays primarily survivor, I despised playing against billy because he was a character that had insane mobility and an insta down to boot and was very easy. I confirmed this when I started playing Billy myself at the time and despite being horrible at chases, I was able to win often just using my chainsaw for mobility and when i got to rank 10, i was able to just hold my chainsaw and get instadowns. The only perks I ever ran on him were tinkerer, enduring, and whatever other generic perks i had. I got to rank 3 pretty easily and then I started playing other killers and saw just how hard killer was to actually play lol. Billy was a crutch and when they nerfed him I didnt have any other super easy killer I could run without needing slowdown perks. I didnt like it at first but then realized that it also meant I didnt have to struggle against him as much which Im thankful for and would rather have no killer i can play well if that means not having to deal with him as survivor. Even if that also means I can no longer have easy games as killer.
Except the insta down actually took effort and good survivors knew how to play around the chainsaw.

While his 1v1 is phenomenal he is too lackluster in the other two keen pillars of a strong killer. Snowball and mobility.

The problem with a lot of survivors is that they are pretty stupid.
And you can mindgame them without much problem.
Even with a audio or visual que they will still complain about her because they still fall for it.
I even had a game as spirit where 1 was way out of my TR and all i did was standing still.
So outside my TR you can hear if I'm phasing or not, and what do you know he actually came walking towards me 🤷🏼♂️
Those type of survivors will fall for anything no matter what and complain about killers being OP
My problem with the standstill at a pallet or such is there's no skill behind it is that there's little a smart survivor can do. Outside of that Spirit can be a little unenjoyable but not too bad. I also think there can be some add-on changes.

with my current build and Show you legion can be strong in the right plays,
Under my tiering of facing competent survivors Legion with no chase, no good mobility, and rather lackluster benefits from feral frenzy. Legion is the worst killer in the game.

As of now the two changes needed are an indication she's phasing. To eliminate the no skill stand still midgame. And an Add-on rework. Some are quite nutty. Anything afterwards would enter the territory of ruining her purpose and need extensive testing.

You just need to learn to play against her. I'm pretty sure BHVR intends to keep her the way she is. They chose not to give her a phasing animation during her re-work because they want it to be a secret.
Even if you could tell she was phasing it would still be a guess on where she might reappear.
What should be done is an indication she is phasing like you said since this allows the no skill stand still mindgame. From an otherwise skillful killer. Also, add-on changes.

No, he's currently balanced has good perks synergies, good add-ons, good hit & Run, not nearly as map dependent, good mobility, a lunge that helps at short unsafe loops. Best stealth killer in the game. Yet, suffers from healing perks, Med-Kits, exhaustion perks, open maps, strong loops, and flashlights, He's a perfectly balanced killer.

Very survivor sided all the gens are spread far, loops are good and chainable, corn provides good cover, and Cowshed is an even stronger main building.

I did agree with SWF in casual isn't as bad as people make it to be. All of S and A tier can handle it. And most of B tier. But, Ruin+Undying aren't OP. Neither is Wraith. Only two Myers add-ons are an issue. And there are things you can do against Nurse and Spirits(RIP Stridor) because very few are truly god with them. Keys are an issue they did do something to alleviate this slightly with a key with no charges not being able to open hatch

Camping and tunneling are tactics. Same as genrushing, hiding, flashlight saves, and t-bagging to get the Killer's attention. You don't get to decide how Killers play simply because you dislike losing. 🤷♂️
Agreed DS shouldn't be base kit and no perk should be base kit.
