Hillbilly. I respect a good billy. He's one of, if not the only killer in the game where I never really feel like it wasn't my fault to some degree if I died.

Didn't Scott Jund get a 32 4k streak on old speed limiter leatherface? Plague isn't trash but saying "Just watch someones win streak" doesn't really mean much.

I don't know why, it's the exact same for survivors, but I've never been intimidated by a player wearing default clothes, expensive clothes or p3 clothes, but I often become cautious when I see someone wearing the p3 top piece/head and then other cosmetics for the other 2 slots.

Err.. people log on during the afternoon/night while everyone is out doing life things in the day. You got it the wrong way around bud.
Probably should have worded it better, by day I mean ranging from morning to afternoons, night being dark to morning.

It's almost certainly due to the lack of killer players in comparison to survivors. Ideally at all times the ratio of killer players to survivor players should be 1:4, while realistically it's more than likely something like 1:15 if I were to guess. When it's day and everyone's online, there are enough players on both sides to make up for it, but around night when most log off, the lacking number of killers will lead to considerably longer survivor queue times.
Only way to fix it really is to:
1) Captivate killer side somehow
2) Completely break the already flawed matchmaking system

I don't know if it's a bug or nerf, haven't really looked into twins changes. I can say though that this was also in the ptb, so something was definitely changed in ptb and unchanged in the live build.

And that's his personal opinion based on his own playing experiences. Besides nurse and spirit on top, nothing there on his list is definitive facts - it's where he personally believes the killers place in accordance with one another. I agree with very little of his thinking here, but that's usually how opinions work.

They already do this with the platforms they are allowed to do this with. There is cross progressions between Steam and Stadia, and I think Switch soon if not already. PS and Xbox don't have it as they currently aren't allowed to, but they've said they're working towards it

Not all of the killers have an inimical brown addon, but many do. It is almost certain that they will not be changing these addons any time soon based on the fact that they continue to add them with most new killers. Demogorgon just got his addon rework and they added in a detrimental, bloodpoint addon that I don't think he even had before.

So if I'm correct, you are asking for any perks or addons or such that will directly help you improve using their abilities, i.e. landing blink attacks and chainsaw hits, not necessarily just good builds that will help you win overall, right? If so, I don't imagine there are many perks that would directly affect your personal ability to get hits besides maybe stealth perks that can get you up close to them. Besides, stealth perks aren't these killers strongest options (aside from maybe tinkerer).
Although most of these will not drastically change your skill requirement, some addons will give you more opportunities to get more chainsaw or blink attacks, particularly cooldown recovery addons or addons that let you use your ability more often.
Nurse has:
Wooden horse (common): Less fatigue for missed blink attacks
Dark cincture (uncommon): Reduces blink recharge
Catatonic boys treasure (uncommon): Decreases fatigue caused by chain blinks
Fragile wheeze (rare): Reduces blink recharge
Ataxic respiration (rare): Reduces fatigue
She also has plaid flannel (common) which shows your blink location. Some people find this helpful to learn her better, which would help you land hits, but I would personally recommend against using it frequently.
Billy has:
Junkyard air filter (common): Increases overheat limit
Dad's boots (uncommon): Increases steering
Punctured muffler (uncommon): Increases cooling rate
Black grease (rare): Increases cooling rate when a flashlight is shining on you
Spiked boots (very rare): Increases steering
Billy has no alternative to plaid flannel
Keep in mind these are NOT necessarily their strongest addons and a combination of these addons will NOT necessarily be their best addon combinations. These are just the addons best fitted to assisting you with your question (or how I perceived it) - 'How to land more chainsaw hits and blink hits'.
So there are some perks and many addons that will give you more opportunities to get hits, however, even though they will all give more chances to attack, I can't think of anything of the top of my head right now (although I'm almost certainly missing something) that will directly make you blink attack and chainsaw people more often and more accurately to a substantial degree. So with the exception of perhaps billy's steering addons that give you more turning freedom, in the vast majority of cases, your own personal skill with that killer is what will get you the hits, not the addons or perks. If you are bad with nurse and can hardly land any hits; you putting on 2 addons and some strong perks is not going to instantly make you better at landing hits with nurse, as with billy. So play around with addons if you want (although both killers are very non-reliant on addons) to see if anything works for you, but honestly just general practice will help you get more hits, aka. getting better with their power. If you have at least 1 friend who owns the game, go into a custom match on the most open and clear map you want (I recommend Blood Lodge as a good one to just test things on), and practice. Learn billy's turning speeds and how his chainsaws hitbox works, practice curving around cars, try chasing your friend/s. Try learning how long you can blink with nurse, how long you need to charge a blink, what you can and can't blink through, etc. If you don't have someone to play with, if you have 2 platforms (so like a pc and a ps4) you can go into a game with yourself. If you can't do that, might need to just do it in normal matches.
TL;DR - I probably misunderstood your question as "what perks, addons, maps, etc. will help me land more chainsaw hits and blink attacks", but if I didn't - Perks, addons and maps will certainly help you win a match overall and make you stronger, but very few will directly make landing ability related hits easier and more efficiently, that is just left up the players personal skill with that killer.
Probably a lot wrong with this, do correct me on all the things I know I got wrong

Because it's an exploit? It's not a super serious one that I'm going to bother complaining about every day, it's not like a 360 turn with Oni or anything (although you can still 180 with Oni's lunge the exact same way as Blight can), but it's still an exploit, all other exploits get patched out, why shouldn't this one.

Not even arguably, he is the worst - he's abysmal. Not only does he have several unnecessary downsides to an already very underwhelming power (recoil, laceration metre draining, etc) he's 110% movement speed. Even other killers who often suffer from their weaker abilities like trapper and legion, are still able to perform in a normal 115% chase, Trickster isn't even able to do that.

As soon as you start the teleporting process, all survivors working on the portal you are teleporting to are unable to continue the action; it will cancel their animation and progress bar, and they cannot start re-cleansing the portal until you have fully finished the teleport and can control your character again.

Reworked leatherface in about 2 minutes. All just stayed at one pallet healing eachother off the ground but never through it down.

Yeah, there aren't many iridescent addons that aren't too strong but aren't dogshit either, although I don't agree about wraith, all seeing spirit is actually really good, just not as good as windstorm or bell silencing addons.

195.5% base movement speed is extremely fast. 2 windstorm addons and that's what, 231.5% movement speed? Faster than Billy's chainsaw. And on top of that, you can walk through walls. I know you can't attack while cloaked, but if a survivor was running to a loop, you could chase them, go through a wall and block them from entering the loop in like 3 seconds which would almost always be a guaranteed hit. I can imagine him downing people in under 20 seconds every time without ever needing to start a chase. Wraith needs a buff sure, but that sounds to me a bit too much for just base kit

Yeah you can't dash upstairs while facing straight forwards, however you can dash upstairs if you aim a little bit to the side then jerk your camera the other way to straighten out

His yellow bottles are essentially pointless in most cases it seems (as of now), so for me his rework was basically a reduced reload cooldown, which is a decent buff. Still think his rework didn't solve his main problem which is just drop the pallet early, so I still think he kinda sucks
