I don't think looping should be removed, but it's not the only effectige strategy Survivors have to get Generators done, there's also the ShiftW strat, which is even better than looping most of the time

Not necessarily. Chances are that if you’re setting a Boon, you’re probably not being chased. If you set a Boon you and/or your teammates will get value from it unless the killer goes out of their way to actively look for it and snuff it. If they do, they would have to do so 5 times in order to remove it from the game.
In doing this, they would also negate a perk like Noed for themselves. In fact, many killers don’t have time to snuff Boons, especially those in hard to reach places.
The Killer doesn't have to search for 3/4 of Boons, and the 1 Boon they have to search for is in the corner of the Map, and if the Killer finds it, Survivors will waste more time placing it

Most of the time it can't be used for distance or they fail to do it properly. So most of time baiting it out works unless if it's very good looper.
Why does it matter what a bad Survivor does with DH? We shouldn't balance the game around players that just got the game

Depends if the Survivors are good or not.
Did the Survivor loop for a good amount of time? If yes, then you'll get a 3E.
Did he die in 12 seconds after failing a dumb tech? No, you'll have to lose another Survivor to get out

If the developers currently feel the game is balanced, and then nerfed a perk used by 75% of survivors that is currently allowing survivors to reach the balance point that the developers want, that would mean that survivors would need to be buffed or killers nerfed, correct?

Help me understand your logic?
If a Perk used by 75% of the Survivor player base got nerfed and then kill rates skyrocketed, it would be because Survivors got unreasonably boosted by said Perk, and they'd simply need to get better at the game by playing against Killers on their level.
I'm not saying there isn't anything unbalanced about the Killer side (Compound Thirty-Three, Alchemist Ring, range Add-Ons and 3rd Blink, MDR+DCB), but both Killer Add-On nerfs and a DH nerf would need to come at the same time

I think Dredge is mid A tier at best, Hag I probably a low A high B tier Killer and Twins are way too high for how weak they are when Survivors just stick in pairs of 2.
Plague could take Hag's spot tbh.
Nemesis, Legion, Cenobite and Deathslinger are way too high.
Nemesis is C tier at best, Legion is still a D tier Killer, Cenobite is low C, maybe top of D tier and Deathslinger should be in D tier, he's one of the worst Killers in the game, and put Trickster down in D aswell.
Trapper and Pig could be swapped, but that comes more or less down to personal preference

Renewal, even when it only actives twice at most, is still pretty good. A quick, automatic heal during chase/while working on a Generator is such a huge time save.
Starstruck is such a fun Perk. It might not always come in handy (unless you play Nurse with Agitation), but when it does, it feels so good, especially when you hit the clicky-clicky with it

A: I think the concept for the Chapter is pretty cool.
Q: How do you feel about The Killer?
A: The Killer looks amazing, a really good Power concept, it's based around the boogeyman, and what a boogeyman it is.
Q: How do you feel about The Survivor?
A: I'm not interested in Survivors, I don't even buy them 90% of the time, but her design is unique, and I heard she's prominent in the lore so that's nice.
Q: How do you feel about the map?
A: I think the concept of the Map is really cool, memories stitched together in 1 Realm sounds neat, but, like I said, I'm on console so I can't give my honest opinion on it.
Q: How does The Drudge fare in comparison to other Killers? What makes him standout?
A: I think it's pretty good, it's got good mobility and an interesting chase Power, kind of like a mobile Hag, with a bit of Spirit in there.
His Nightfall makes him standout, along with his design of course. There never really has been a Power that manipulates the Map like Dredges Nightfall does, can't wait for its bugs to get patched in the final release.
Q: How do you feel about playing against the Dredge?
A: On console, but I'll probably get scared a lot.
Q: What makes Haddie unique compared to other survivors?
A: Her design, and probably her lore but I don't read the lore, I just watch Pixelbush' videos.
Q: How do Haddie’s perks line up? What do you think of her overall— gameplay design?
A: Her Perks look interesting, but I don't think 2/3 of them will be all that useful.
The only I see being useful is the Blindness Perk, hiding Auras from the Killer will be painful.
Q: How do you feel about the theme of this chapter?
A: It's pretty good.
Q: What were your expectations?
A: I had none, I was fully expecting the Anniversary to be a massive letdown, so I didn't get my hopes up at all.
Q: What tools is The Dredge lacking to be successful? If not, what makes it successful?
A: I don't think the Dredge is lacking any tools to be successful, I would like for it to teleport a little bit faster, it's pretty slow at long distances, and for Dredge to be faster while leaving its Remnant behind, it being that slow makes mindgaming with it a chore.
Q: What do you define as healthy gameplay? Do Haddie or The Dredge’s kits violate this in anyway? Why?
A: Healthy gameplay, in my opinion, is gameplay that is interactive, powerful and counterable for both sides, so something like Blight that isn't using Alchemist Ring or Compound Thirty-Three.
Haddie's Blindness Perk doesn't really violate it, but I don't personally like it and think it needs a nerf, as its only reliable counter is Lightborn, and that's 1/4 of the Killers Perks to counter 1/16 Survivor Perks.
Dredge is fine.
Q: Do you think the design of Dredge is a step in the right direction?
A: Yes, 100%, totally. We needed a break after the boring and repetitive "Mid-ranged antiloop Killer" that we've been getting, and while Dredge isn't the one to break the cycle, it probably took the biggest step in the right direction.
A Killer that focuses on Map traversal and manipulation, while still having some chase capabilities and all that, while having meaningful counterplay.
Q: How do you feel this chapter compares to other recent releases?
A:

A: The devs are looking into afflicting Killers with debuffs, which doesn't sound good.
Q: Do you think there’s a problem with the design philosophy on either sides of the moment? Why?
A: No, I just hope Survivors don't get any more Perks that inflict Killers with any debilitating Status Effects, like Hindered or Incapacitated but for Killer Powers instead of Generators

You're not listening to what they're saying lmao. You literally just replied with "Tunneling is op when survivors don't have BT", but these people pointed out that BT won't stop tunneling in the first place. Logically, wouldn't this suggest that tunneling is op?
No Perk should counter tunneling, there shouldn't be any Perks that stop the Killer from sacrificing, just like there aren't any Perks that stop Survivors from doing Generators, they just delay them

Why ? Again I am a killer main and I don't see any problem with that if they nerf others perks to compensate. For exemple, Iron will not removing all sounds going from 100% to 75%. Dead hard being rework, ect...
So you're asking for base-kit changes and meta Perk nerfs, well you're in luck, as the devs stated that they're looking at rebalancing 40 Perks (some, if not the majority, of which being meta Perks) while also looking as the base game and making changes accordingly

Both sides complain, and yes, Killers usually complain more because there's generally more unbalanced stuff on the Survivor side.
EDIT: 2/5 complaints aren't even about something being overpowered, just annoying, 1 is truly something overpowered, that being Alchemist Ring and the last 2 are about tunneling, an efficient and counterable tactic, and NOED, a mediocre and inconsistent Perk, which sounds to me like a sore loser
