Because the devs don't think survivors are capable of situational awareness and hold their hands in every possible way to protect them like children.
They give them notifications for several things that happen in the game that a reasonably aware survivor could work around and be surprised by, taking away many surprise moments in the game.
How many notifications in this way are given to the killer before they're actually affected by the perk?

Starting the match with a fountain without using an apple addon is not even a buff, it's a QoL change.
Depending on the fountain's location it might not matter at all during the match.

It's not just about Money. It's also about to bind the playerbase to your product as much as possible. A strategy all live-services follows. Stuff like regular updates/releases are also part of this. I mean you see it, when the playerbase has a slight spike as soon as a new tome level releases e.g.
Which means...? More money.
It really is just about money, if it wasn't about money and simply player engagement and retention the battlepass would have one track and be free.

Normal play I stick it in weird spots. Like Trapper you expect near vaults and behind pallets right? Well mine is on the outskirts and inside the cornfields. Really any open area she works well in.
I slapped someone before they dropped a pallet on me. Went running into the cornfield and were downed immediately because I could essentially skip going around. She's legit a monster. And you can spread pressure across the map so well it's uncanny.
Issue is when survivors become bold and try to set off all your traps while you're chasing. That's where placement comes into play. Since you didn't set them all down in high traffic zones, you don't have to set up again.
And if you did it right, you can set up another trap by bringing an survivor into an already trapped area. They won't see you place traps down and the rescuer will be less careful.
Yea, it's pretty nuanced.
She can be great or she can be awful. I've been having a weird flicker during teleports so I've been playing her a bit less in addition to just feeling bleh about the game in general.

I would tend to agree with you. Yet I would also argue that they should! There are some awesome ideas out there! I wish they could section off part of the forum so that good ideas aren’t buried into oblivion after an hour. Perhaps a way for people to continuously work together on an idea, tweaking it over an extended period.
To be fair, they've taken community ideas for core issues in the past... and then created perks rather than fixes for the game.
Haunted Ground, and Spirit Fury were two such community ideas for totems and pallets given on the steam forums before this forum existed :)
Because of copyright issues I'm assuming, they'll never take a community killer idea unless it's through a contest where they can legally prevent you from seeking monetary compensation that would be due to you otherwise. But if it were a contest I guess the compensation would be auric cells and a free copy of the related dlc.
I just don't see it happening at all unfortunately. I've had an idea for a killer that utilized the crows for years...

Well here's the thing.. CoD does this easier XP/tier system in Bo4 and guess what happened? Alot of people buy tiers to get everything faster than everyone. So in reality making it less of a grind, will also help the devs make money on the sense of the competitive nature of people. Cause people are naturally competitive, they dont want you to have something first so they will do anything to get it before you, their friends, or heck even family.
So my point is, The way CoD did their tier system is how the rift should be. Cause they will still make their money's worth, and casual players dont have to feel left out because they have a job or schooling or even parenting to pay more attention to.
Make this happen and I believe most of us in the fog will be a happy camper. (Yes a DbD strat pun lol)
It's an interesting point that will go largely ignored by the devs.
I agree that they'd probably sell more battlepasses since many people opt to see how far they get in the battlepass before they decide to buy. If more people could complete the pass, more people would probably buy the pass. In all honesty, I hate the battlepass and I don't try to complete it since I really dislike playing survivor... however, if I could actually complete the battlepass by playing only killer, just as easily as playing both roles I would actually consider purchasing a pass if I reached the final tier.
However, if it could be completed easily, you would see the majority of the auric cell rewards disappear.
Because money.
In the end, we know what will happen... nothing.

We won't know our ranks, we won't know the requirements for ranking, we won't know our opponent's ranks...
In the end we won't actually know if the system is actually in place, actually working, or if it's just another bandaid meant to fix a broken system they don't want to spend resources on actually fixing.
If I tell you that it's fixed, but provide you no way of determining whether it's fixed or not... will you be able to tell if it's fixed or if I just made you think it was?

I would, but think about it this way...
Every hex perk except for NoED requires 1 totem to be broken in order for it to be disabled.
In order to make sure NoED doesn't activate, 5 dull totems need to be broken.
This is why I think NoED is the best Hex perk.

Not really. I see an increase in NoED use as a similar thing to Ruin before it's rework. It's something to lean on to compensate for a lack of skill or lack in faith of one's skill.
The difference is that NoED hands you free kills when it's active.
I was unaware that the killer didn't have to do anything when NoED became active and survivors were simply sacrificed instantly.

The OP isn't complaining about NoED, but it's increase in use. They accurately place the blame on the devs.

They ignore those survivors and continue to give struggling survivors more tools to succeed... not thinking about how stronger survivors will use them.
Today's stream about chains of hate is a great example of this when they were talking about the second survivor perk. If I recall correctly he essentially encouraged the bullying of killers through the abuse of the perk.

The map issue directly affects the amount of time a killer has to pressure gens, so in part, that solution is part of the question... When can we start to see the issue being addressed?

They haven't fixed sounds in months and they are unlikely to be fixed within the year. Especially thanks to their supernatural ability to break sounds every patch. An aspect of the game which is arguably the most important for killer players... since Iron Will is a survivor perk that is working fine for the most part it's about as likely to be changed as sounds are to be fixed for killer players.
Not at all likely.
Maybe millions of dollars and several months of time is still not enough to fix the most important aspects of the game that have been broken the longest.

Just making it last 55 or 50 seconds might be enough to make it more fair for killers who aren't actively tunneling so survivors can use the perk more for what it was intended for ie escaping. Instead of using it as an invulnerability status for that period of time to perform rescues or troll and such.

I feel like it's spring cleaning at this point.
The devs are digging through the mess they've created after months of not really doing much at all. We all have to deal with the various inconveniences that they're going to implement in order to clear out the mess and reorganize it into something better.
Nerfing Ruin was a ham-fisted change that they implemented inconveniently, but as a result we got a toolbox change.
The speed of the matches and the time pressure on killers is still an issue, but I think those issues might be helped when the breakable walls and possible map changes are implemented.
It's not as bad as it used to be and many people will try to downplay your concerns without thinking about them, but it is still bad.
We'll see what changes come in the next several months, but if they're good changes, then dealing with the inconveniences now might be worth it.
Of course, we can only wait and see since our feedback on the issues at hand go in one ear and out the other.

This is why I play Endgame Wraith sometimes.
Stalk survivors while invisible and watch as they search for you.
When they finish the gens, open the gate and hunt them down with NoED, Blood Warden, Knockout and Deerstalker.
Slug away and hook them at the opportune moment where Blood Warden will trigger and prevent anyone from escaping and enjoy the chorus of screams when the Entity claims them during the Collapse.
Essentially the same outcome, but because they'll be desperate for bloodpoints they'll continue to go for rescues blindly not thinking about the consequences :)

Requiring survivors to actually have an item to stab a killer might be an interesting change.
I think they could collect a piece from a broken pallet though since it would make a lot more sense.
Make sure it's still one time use, still 60 second timer (which is too long) and it would be more interesting to use. Maybe the killer gets a survivor before they can get their weapon which would encourage more strategic play to a small degree.
Definitely interesting.

I'd argue that many "meta" perks should be toned down.
We're only going to see mediocre perks from now on since it seems the devs learned their lessons about their flawed perk designs in the past.
It's fine, but they're all going to feel mediocre and lame as long as the stronger meta perks remain unchanged.
Ruin is a good example of a strong (lul) perk that needed to be changed for the good of the game.
Toolboxes and sabo changes are a result of the ruin change.
As such, the stronger perks like Ds and many other survivor perks should be looked at to control the overall speed of matches. By taking away or limiting current meta perks further to match the "mediocre" new perks that we're currently getting.
If balance is the goal, we should be seeing "changes" (nerfs) to all of the meta perks in the near future.

I don't know if we read the same post, but I read about how killer mistakes are much more punishing than survivor mistakes. Extrapolating that survivors are invariably stronger than killers thanks to the number of second chances they have collectively.

I'm crashing a lot more often recently. More crashes in the past 2 weeks than the past year of playing since the patch.
So according to the DC penalty system I've been DC'ing more since the system's implementation.

Survivors are just stronger than a killer of equal skill.

You can thank the devs for this.
A ranking system that gives everyone a participation award so everyone feels like a winner and can get to higher ranks regardless of their skill.
A balance system that discourages skillful play.
An overall haughty attitude that doesn't allow them to act on criticisms that have existed for years.
A focus on making $$ through dlc, battlepass, and cosmetics rather than a focus on fixing the core bugs and issues of the game (Sound, Servers)
The game in its current state is a result of the actions and non-actions on behalf of the devs.
You can thank them.
