It's because killers are way overpowered in so many ways. 95% seems about right actually. Killer mains denying it is said so much the devs actually believe it. Game is almost in an unplayable state as survivor unless losing is enjoyable.
Oddly enough, if you don't first hook suicide or DC on first down, your matches will also last 95% longer with your team also having way higher chances of escaping.
Try playing some matches to completion - The results may surprise you.

Unless you mean the Survivor Rulebook or one of the infinitely changing notions of 'fair play...'
In that case, I say gg every game, regardless of whether someone does something I don't like - I don't ever have any sense of entitlement or expectation as to how a game with 4 other humans will play out.
Probably silly of me, I know.

Why not just have it always trigger upon an unhook? The one function of the perk is to protect the person being unhooked.. it shouldn't be denied that function based on terror radius or distance shenanigans. Because don't forget, high mobility and teleporting killers are a thing that can still abuse a distance-triggering BT.
Didn't think we'd hit people actually requesting free unhooks/points/emblem(soon to be mmr) progress, but here we are.
Unhooking is supposed to be a very weighted decision of risk/reward and positioning - it's not something you're supposed to be guaranteed/handed, especially with a condition free buff applied every time simply for bringing BT.

It would be a bad change for obvious reasons, more or less guaranteeing safe unhooks in situations that would currently be massive misplays.
It would also remove the intelligent usage currently required to proc it against killers that have a smaller terror radius / stealth killers.
There's no reason to remove its current vulnerability to certain killers - Every killer should not have the exact same vulnerabilities and counter-play.
Meta perks on both sides should be made more interactive/thoughtful to use instead of being dumbed down.
To be honest, most of the people in this discussion are coming off as rather biased - IE You're not entitled to a safe save because the killer's Tinkerer went off, and you're not entitled to guaranteed emblem points each game.

9/10 times a survivor will be on a gen you want to pop. Also, I main nurse, so I get around the map quickly enough to start a chase 10 seconds after hooking.
Corrupt or Ruin would obviously work better for stall/regression on Nurse, due to her mobility/chase potential.
That still does not mean PGTW is a wasted perk slot on a good chunk of the cast.

If you don't like dead hard, as a killer, walk behind them for 2-3 seconds, and then swing, don't lunge. 9/10 they will waste their dead hard and you get an easy down. As far as "camping", the only time you can be blamed for camping is when they did not do anything to you and you just want to ruin their day. Trust me, learn to bait the dead hard, and as a rank 2 killer main, dead hard no longer bothers me.
Anyone using DH for distance will have already dropped the pallet or taken the vault by the time you're within M1 range.

I'd rather there just be a number that counts up to 60 for stage 1 and down from 60 on stage 2.
Alternatively, give the meters 'ticks' at 15 second intervals so people can accurately see the time left.

This video is really good, it is a little bit older, but should still be relevant for most of the Maps.
Also quite important, you should know which Pallets to break and which not. If the Pallet is a safe Pallet or even a god Pallet, you have to break them. A safe Pallet can be used to catch a Survivor, but you have to go to Bloodlust 3 to get the Hit, which takes way too long. A God Pallet will make it impossible to hit the Survivor. Safe Pallets are stuff like Jungle Gyms or Long Walls, while God Pallets are stuff like Shack Pallet.
But when you run into an unsafe Pallet, you dont need to break it immediatly. It is playable and if the Survivor stays at it, you have a chance of getting in a Hit, if they make a mistake. If you dont feel comfortable with that, you can break it, but at least try to play unsafe Pallets.
Regarding Flashlight-Blinds, you should try to hear the Survivors. Once you manage that, Flashlight Blinds at Pallets become useless. In general, they are not the best tool and some Survivors are trying those even if they are injured, but they seem to forget that Killers have ears... So if you can hear the Survivors, you can follow them while blinded, however, this requires some practice. But you can try if you manage it.
If you are chasing someone, you should not abandon the chase just to patrol some Gens, because this removes your pressure. Better to commit to the Chase, UNLESS it takes to long to catch the Survivor. If you see a Survivor at a strong structure and they are a decent looper, better leave them alone and try to get other Survivors. Most of the time there is at least one weak link, capitalize on them.
You are quite new to the game, so nothing wrong with failing IMO. There are a lot of ressources on the internet (Youtube-Videos, like the linked one), if you look at those, you should quickly become better at chasing Survivors.
