No, I don't believe that's how it was intended to be used because BHVR has a tendency of not thinking certain things through (hello, Victor), but that's not something that can be really proved without developer input, so.
You're talking about the letter, i'm talking about the spirit.
And in the spirit of it, I think it'd be better to remove the dash and up the frames, 'cause again.. not much real counterplay to distance, outside very specific circumstances.
More fun, more fair, is all i'm saying.
I'm almost positive that the majority of players would find their weapon simply passing through the survivor far more frustrating.
An easier solution would be to simply add a 1 second stagger forward (like almost losing one's balance) at the end of the dash that prevents vaults/pallet drops if that's what your intention is.

Dead Hard vs Nurse is painful, I 100% agree.
2x Perfect Blinks - Hit (FEEL GOOD) - 2x Perfect Blinks (after you have to wait through cooldowns) - Dead Hard = Extra cooldown.
It's riveting gameplay, really.

There is so much wrong with this post.
Killers would not "circumvent" as you put it, if those perks were not there ALL the time. The fact they are so prevalent you can almost be 100% certain they are going to be there is the first red flag.

You just don't want to admit that Decisive Strike in its current state is weaponized. "Stop tunneling" is not the issue when you unhook someone I hooked, I spend the next 45 seconds hitting and chasing two other Survivors, kick a gen, swat off a totem cleanse attempt, and then your purple haired self runs right back into my line of sight brazenly, I down you again, but OOOOOP! Still within that minute, and I get Decisive Strike'd.

I don't care if people bring whatever, but the idea of literally letting someone walk away consequence free like that guy is suggestion is hilarious.

Ah, stop tunneling AND slugging if you run across the same survivor within 60s of unhook - Literally giving them the 60s of invincibility that people are complaining about (well, it's actually an enhanced version of this in your case, as the survivor never gets downed or uses DS).
In all fairness, Unbreakable is pretty useful outside of this combo, though, as it still provides the recovery bonus (only counterable by Knock Out) regardless of whether you pick yourself up or not.
The perks are both in the game and it's ok for anyone to use this combo, obviously, but your viewpoint and suggested solution are, in my opinion, asinine.

Ruin/Tinkerer
-Requires meaningful input from the killer to be useful (ie locating survivors/chasing/etc) which in turn forces killer/survivor interaction.
-Requires meaningful input from survivors to remove (cleansing totems) which in turn ensures that survivors can't just sit on gens (boring gameplay) and provides more opportunities for killer/survivor interaction.
The backlash to this combo is why we'll never see a meaningful second objective added to the game.

I am tired of survivors that don't do at least 1.25 gens, a totem, at least 1 unhook with a heal, and can't hold a chase for 1 minute minimum thinking they are good.

I think I killed you two days ago...
There was another No Mither user in the game - I think I was Myers or Clown.
The game was over pretty fast for obvious reasons, but I remember looking at the build and saying "#$%@ing bamboozled me" out loud.

I'd be interested in seeing a perk that allows someone to voluntarily swap hook progress (once) when they unhook someone...
IE - I have 0 hooks - I unhook Claudette who has 2 hooks and activate the power during the unhook animation - Claudette now has 0 hooks and I have 2.

there are plenty of rank 1 clown mains who can maintain rank 1 on clown and 4k/hatch 3k every game. in fact I was a clown main myself and what you want to do is herd survivors with your bottles to places where you are comfortable in. discourage them from taking loops that you can't bother with. if you do it right you will have every survivor in a dead zone each chase while defending generators and totems in that same area. I find clown to be very underrated, matter of fact every killer in this game is A tier imo when played correctly.
Good players know when they're getting herded and when to "tank" the gas to get to a more desirable loop/position.
But hey, being the best player that only loses (at most) one game a week, you probably knew this.
Do you have any videos uploaded? - I'd like to see such a player in action.

On the other hand, killers have the pleasure of having guaranteed benefit of Ruin/Tinkerer/Undying, etc.
DS is a weak perk, especially compared to perks like dead hard (free health state multiple times a match) and NOED which skips a health state.

During no bloodlust weekend, I'd loop/see killers looped indefinitely due to certain structures/stubbornness/etc.
During games like this, everyone scored poorly and the game was boring. People literally threw themselves at the killer to get chase points.
I've also looped killers for full games (I'm not good, either) with BL on.
Bloodlust helps certain players/killers get downs, which provides additional scoring opportunities for the remainder of the players in the game.
This may just my line of thinking, but barring very egregious misplays, 1 Killer + Killer Power should never be able to be looped indefinitely. This turns the gameplay for everyone else into an M1 sim, prevents altruistic/bold scoring, emblem progression, etc.
The game is at its best when stuff is actually happening and all players get a chance to be involved.

I'd personally like some sort of guarantee that preparing for what I'm facing, as intended by the game's basic design, can't be completely negated by a 1-second mouseclick.
I've asked the devs if they will ever address it or add measures against it, but I've been met with silence each time :-/

Losing because of bugs/getting stuck/invisible collision/etc makes playing Nurse an unfulfilling experience.
Throw in fatigue + cooldown, and she's just a character I use for dailies.
I usually do well as her, and she's actually not OMG BBQ levels of difficulty to learn, but after getting decent with her, it's just not fun to lose to "the game" instead of my own mistakes or survivor outplays.

I've seen a couple as survivor - We all laughed and joked about it endgame - Normal people don't care/rage about it because they realize it's a meme/throw build that 'may' get one person if Bubba is lucky.
