Yes, it used to have no conditions or timer meaning it was available to use anytime you were picked up. Now it has a 60 second timer only after you have been unhooked.
DS tier 1 and 2 used to have a shorter stun time, now it's a set stun time with a shorter countdown timer after unhook. Also you used to be able to counter it with Enduring to make the stun time shorter, now it no longer counts as a stun.

That's an easy answer.
Killer mains have 1 goal right now, they want DS nerfed.
They're skewing numbers, to my knowledge it's been pretty obvious for the past week, and they're only getting desperate by the day.

It was your choice to chase. No-one forced you to chase that survivor.
Teabagging and flashlight clicking have no effect to the killer so don't let it effect your judgement, this is how players/killers lose games.
Also, think of it this way. If that survivor is chasing after you doing those things while your chasing another, that is two players not on a generator.
You also have the option to slug which is a very effective tool.

Noed does reward bad plays. The killer gets rewarded for survivors bad plays.
There are several counters to Noed.
Opening the gate and leaving.
Breaking all 5 totems.
Escape through hatch with key.
Using a map to find totems.
Using Small Game to find totems.
It really surprises me how many survivors play around the majority of killer perks but still not this one.
This is because the thought process of a survivor is that it's a waste of time doing a totem when they could be on a gen.
I don't know how many times i have seen survivors run past dull totems then complain about noed.
Any survivor who still hasn't learnt to counter noed is simply a bad survivor, as you are the one rewarding the killer for using that perk instead of punishing them as a wasted perk slot.

Killers are upset about this change?
Survivors should be more upset as they will be crawling on the ground the majority of the game. Not sure how that is a fun game experience.
Killers are just going to stop playing fair (the ones that do anyway) and survivors are going to get punished for it.

It's not an opinion if it's proven how situational BL is. If you want to run it and only activate it in 50% of your chases that's on you but I'm gonna stick with Lithe and DH because they are guaranteed distance.

DH gives NO distance, you need to be already injured (which in a chase i would prefer to not be), and you need to be in the correct situation to use it, otherwise it's easily countered. It is also unreliable due to dedicated servers. It is the most situational exhaustion perk in the game. You don't have to agree, but that is my OPINION.
I also stated that Lithe is on par because of it it's effectiveness to be activated. However i believe that BL's passives outweighs it's weakness for finding a place to be activated. I also do not like to be slowed down during a chase because i need to jump off a high place. You don't have to agree, but that is my OPINION.
I'm not here to try and prove you wrong bud. I came here to give my opinion. It's clear you're just looking for an argument.

Dead hard doesn't work effectively due to dedicated servers and is probably the most situational exhaustion perk because you firstly need to be injured, you need to be in a position to use it and you don't gain any distance from the killer.
Sprint burst while it's effective for gaining a quick boost while the killer is coming towards you, you either need to walk the entire game or have the perk always on exhaustion. In most situations, it doesn't help you mid chase when you need it. It doesn't suit my play style either because i run everywhere.
Lithe is probably a perk i would say that is on par with BL. You can use it mid chase and there are plenty of windows around the map. However, i don't like it because it will activate when i don't want it to, such as looping a dropped pallet where you don't need to leave the loop.
This leaves, Balance Landing. While you do need somewhere to drop from, and in my experience, only a few maps don't offer these places unless you use basement stairs effectively. I know when i'm going to activate it, i gain distance from the killer, and i benefit more due to it's passive when i have a spot to drop from.
In all honestly, you can be good at chases and looping and can be effective without running a single exhaustion perk. They are all situation perks, and not to be relied on to win a chase.

Honestly, after still running BL after the nerf, it still feels better then every other exhaustion perk.
I don't find DS to be much of an issue anymore since they added requirements to the perk.
I've never had a problem with BT at all.
Opinion of a red rank killer and survivor with 2.5k hours in the game.

Having a low ranked player in my lobby instantly puts me at a disadvantage in which i have no control over. After all, this is a team game. If i'm a red rank player, i expect players of similar skill level.
If they don't want us dodging lobbies, then they should be fixing their matchmaking, not hiding it from us so we don't know.

Holy crap. Those are some harsh punishments. I expected a 30 min lockout if you DC, like most games. Not a week ban or permanent bans. That seems a little excessive.

People think players communicating and relaying information to each other makes that game really hard and frustration.
In my opinion, any 4 experienced players, in swf or not, comms or not, is frustrating regardless.
Information doesn't make a swf good. Being good at the game makes you good.

I earned all 4 cosmetics and i don't care if they were given to other players who didn't.

You know this is a thread about REMOVING the sprint / exhaustion from the perk and having the passive as the perk itself right?
Not sure how this has anything to do with other exhaustion perks not having passives, or bring in line with other exhaustion perks. If it was removed, it wouldn't be an exhaustion perk to begin with.

The only reason it is a exhaustion perk is not because of the passive effect, it's because of the sprint afterwards.

I have over 2.5k hours in the game playing both killer and survivor, and honestly i don't see swfs as a big deal.
Reason being is that there are plenty of experienced solo survivors, that i find are just as coordinated as swfs.

The perk isn't negated. Isn't the whole point of ruin to slow gen progression? Gen tapping progresses the gen slower then normal. The only thing that negates the perk is working through ruin and hitting all great skill checks, which isn't very hard to do anyway.
I'd gladly take someone gen tapping over someone who can hit every great skill check.

Honestly, blaming voice comms as cheating is an excuse for losing.
Sick of hearing people spit nonsense and blaming everything else except themselves.
As an experienced killer, you are ALWAYS going to have trouble with experienced survivors. That's just a fact. It doesn't matter if they are in a swf, if they are using comms or not.
It's also a fact that comms don't make trash survivors any better. I have even went up against 4 players using comms (because the player was streaming and i went back to watch the vod), calling out everything and they all died with 4 gens still up.
At the end of they day, if you see this as a problem, you need to get good. Simple.

For your information. BL has no passive effect. The noise reduction is applied only when you are not exhausted I checked in game.
It's not the noise reduction that i'm worried about. It's that you don't get the stagger reduction, which in my opinion, is the actual perk, when exhausted.
Removing the sprint and always having the stagger reduction in my opinion would still make this perk viable, instead of completely making it useless when exhausted.

This is another doomsday response of oh all the killers will dodge lobbies. Again lobby dodgers would get punished and there are a lot of killers out there that won't want to wait the extra time or wont even dodge lobbies.
As for queue up and get better. Think about it this way. Spirit is being nerfed because there was no counter play/wasnt enough downside to her powers and add ons, Legion and Nurse same thing. SWF is a massive feature in the game that only provides an advantage, there is no disadvantage or compromise for the killer. This isn't about "getting gud". This is about balance and maintaining the balance that has been previously set about when there is a advantage in a certain area there should be some sorta disadvantage/compensation in another area.
SWF play with voice comms which i already stated in my previous post, survivors dont have to even be sweaty to benefit from it. There should be a disadvantage/compensation like the killer knowing they are grouped up with friends so the killer can prepare better. I dont understand how that compromise is mind boggling to some people.
Or maybe someone can open my mind to a disadvantage of playing in a SWF group with voice comms?
Being an experience killer and survivor, i have never had a problem.
If they game is balanced around red ranks, then you should be having trouble with a full team of experience players regardless. swf's , comms or not.
That's why they are top ranks, and even solo players as survivor can run a killer for 5 gens. Have 3 more of these players that aren't friends or communicating and it makes absolutely no difference .

I teabag every chance i get, after every pallet, after missed swings at windows etc.
This also applies to spam clicking my flashlight and blinding the killer at every pallet/window.
If ANYONE thinks this is toxic, they need to grow up and learn to have fun.

An easy fix would have simply been to sell their own skins like a normal company would, devaluing the ridiculously expensive skins and being a lovely solution for everyone involved. However they wanted to bring out the exclusives for their exclusivity, to build an audience, hence why this all happened in the earlier days and they decided to stop creating exclusive skins once they had a large enough of a following. However, now they have the numbers, they don't really care if they throw some people under the bus to fix a part of their community that had been seeking some attention for a while.

This game has by far the worst matchmaking and ranking system i have ever played from a video game.
The entire system needs to be torn down and reworked.
I have been matched with rank 20 killers instant lobbies and i'm rank 11 as survivor currently.
Yet i queue as killer at rank 12 and can't get a game for 20 minutes.

Depends when you get caught.
There's enough pallets in the game to loop for 5 gens. Even better when you get a map with god windows combined with balanced landing which can turn loops into near infinites.
If your talking about outplaying, 360's and looping, then all 5 gens should be completed by the time you get camped, and by that point, the game is already over and it doesn't matter.

I see plenty of people playing Ash, but most people go back to the survivors they already mained.
Players not playing Ash doesn't really have much to do with the perk, since almost everyone was running MoM on other characters because it's a teachable.
I never played Ash after i bought the DLC.

In terms of reward, yes rank means nothing. But playing against Rank 15 when you are good enough for rank 1 is extremly boring for yourself (and the R15 killer).
Waiting 30 minutes and having your lobby close several times is a lot more boring. I would rather play something then not being able to play at all.

I derank because game incentifies you to do so.
There is no reward or incentive to hit red ranks and the only thing you get from it is longer wait times.
Rank means absolutely nothing in this game so there is no point in being in high ranks and better off being in lower ranks.
