Levels serve 2 purposes, getting cosmetics in the rift and shop, and helping somewhat new players get the characters and perks they want for free (sans third party of course).
You also can technically get BP for every 10 levels by spending them in the Shrine.
I guess so, although I feel like it needs more to it, even for each devotion level just a unique reward.

I assume you're talking about player levels? Player levels award Iridescent Shards already.
Anyway, a kind of milestones system or BPs for finishing achievements wouldn't be a bad idea, but that has a lot of overlap with the Tomes system and as more and more Tomes get added it's essentially going to become this idea anyway.
I heard milestone and went off topic I guess...either way I think we need more then iridescent shards.

For me they should just give us bp every 10 levels, currently levels serve no purpose and they should have one.

No one would ever used NOED again if either of these changes were to happen. There is nothing wrong with Noed and no I don’t use it as killer. It’s one of the silliest things to be upset about.
And then it becomes another perk that rewards poor play. I never use it unless I'm memeing with an endgame build. I complain about it the same way I complain about decisive strike.
It's a perk that rewards a mistake.

One great theory I've heard is that the entity let's each member of The Legion see each other post trial, which would make sense considering Frank was the only one who was truly fine with killing the janitor.

Make moris usable only after you've hooked each survivor once rather than an individual survivor once.

You've had to make me think here to be fair.
Ghostface, someone who can get the first hit easily and can end chases fast, aswell as being able to hide his terror radius completely, and then Hag, a killer with alot of mobility and with smart traps can completely deny loops.
For me it has to be Hag due to both the existence of Spine Chill, and more importantly due to her map pressure.

Exactly. You can be a good survivor but have no clue about killer and be biased. Same the other way round.
I used to think Noed was overpowered when I was 100% survivor, and although I still do think it needs tweaks, I don't get angry at the killer when I see it now.

The NOED one seems neat. However, I don't think deactivating DS in a locker would be good. It's one of the only resources survivors have to counter DS, and removing it could be detrimental to the perk.

I like your change to decisive, but I think it should include if a survivor enters a locker. A killer shouldn't be forced to eat the ds.
For Noed, my concept has always been its activated for 45 seconds, and each hook you get during the game increases this time by 15 seconds. You play well, you get an extra boost at the end.

1 second chance perk? Killers have a lot more than 1 second chance perk. NOED? Rancor? Devour Hope? Haunted Ground? Blood Warden? Iron Maiden? Make your Choice? Tombstone Myers? Iri Head Huntress? Ebony Mori's? Not to mention killers have the ability to face camp?
Besides Rancor, how are any of those second chance perks? Second chance perks are when you fail your objective.
Devour Hope you have to hook people.
Haunted Grounds you need that hex to be cleansed.
Blood Warden you need a hook and an open gate.
Where did you even get iron maiden from???? How would anyone think this is a second chance perk?
Make your choice again requires you too hook a survivor and be far away for the unhook.
I never mentioned add ons or offerings, and although I'm against Iridescent heads, moris to require some effort if you play fair, and with tombstone myers you'll be spending alot of time stalking. If we can mention iri heads then I'll mention keys.
Finally, unless its EGC no one camps at rank 1, unless you're a toxic bastard which I never am because I know how killers feel.

Personally, even though I've ranked 1 both sides, there is alot that I can't agree with here.
There should be unsafe loops? There are many on each map if the killer can mind game them. Yes I know some survivors are hard to bait but it works. Also Hawkins is notoriously the most killer sided map in the game, and although the stronger maps like Ormond need a change, we don't need Hawkins Ski resort.
I like the stamina bar idea, but just change it to how that's how exhaustion recharges walking without doing any actions.
I'm both for and against vaulting faster. Pros are that it gets rid of infinites. Cons are that it can potentially make some skillful loops alot weaker. Then again bamoboozle is an option, so I'm neutral on this.
There are many powerful killer perks, even Ruin is great on some killers like Hillbilly.
Most killers have good add ons. Infact, all killers have good add ons. Don't know where you got this from.
For me, I have never played the game for its fear factor. I've played it for the fun.

Decisive is an unbalanced and unfair perk. I won't defend it.
If decisive gets nerfed, a perk that I rarely use, I'll be glad to get a rework on Noed, another perk I rarely use.

Ok, let's switch it to decisive. You fail in a chase twice in a short amount of time, you get rewarded by stunning the killer, even if he wasn't camping or tunneling and unluckily found you.

I think they should keep dc penalties, but make it so the penalty only applies to the side you disconnected on.

First of all, Noed is what survivors get for not doing totems, its practically a second objective and if you do gens instead of totems then you'll be punished.
Second of all, that's one second chance perk. Survivors have a handful of these second chance perks. His other perks are fine. They helped him as your perks helped you. We could reverse it. You have no perks, which means no spine chill which means you don't know he's right at you. That perk completely counters Ghostface as a whole regardless of his perks.
Finally, the guy is a dick, but you have to take killers like that on the cheek and move on. There are many toxic killers, and as much as I hate Noed, in the current meta it's almost needed if you're not playing a killer with any mobility.

Kills as a killer, and more importantly fun.
As survivor, run the killer while also completing objectives aswell as fun.

It's so annoying when survivors run adrenaline and can easily escape a chase in which they would've died in.

This is a tough one to awnser, and there isn't much way that I can awnser it other than saying it was dumb luck.
The only thing I can reccomend is that if you're in a chase for about 30 seconds without getting a hit, give up. I know you really want that down and hook, but if it hadn't happened there, it might not happen soon.

Add it to small game. Boom it's got a good buff, not a sensational one but a good one.

I feel both keys and moris need to be removed, and are one of the sole reasons to toxicity in this game.
If you can't escape without a key, you're most likely a poor player. Same with killers and moris.

They are only on the new map and excuse me but its a lame gameplay + it still a great loop with the two window Open .
All you need to do is go up to them early game and destroy them though, take about 20 seconds of your time and you've gotten rid of what is a great loop.

Don't complain when a survivor loops you for two gens there just because you didn't destroy it. They're only at strong loops.

When i get tunneled to dead few games in a row i too think that they should take away killers weapons until they learn their lesson.
They should be put in Coldwind being constantly flashlight blinded for even attempting to look at me.

I definitely get where your coming from, I play a lot of ghost face a Michael and know exactly how to get round them, some for most killers bam bam was a struggle but just keep round corners from him unless they have god like flicks.
im rank 1-3 as survivor depends on what sort of killers I end up against since the event a lot of killers have been sweaty and shady with mori and killer adons aha.
maybe billy is just my weakness I do find doc a tad op with how is static charge passes multiple levels but I never struggle when I’m out of pallets and have to move tiles, billy however never fails to get me when I’m out of pallets and have to switch tiles he’ll always get me 😂
And I struggle alot against them too. Ghostface I can sometimes play well against depending on my build, but Myers always destroys me.
Loads of killers, especially Freddys, have been using moris and Noed lately (I try not to use them or keys) and they are so annoying when you've played a perfect game only to be held back.
Doc, Freddy and Spirit are my weaknesses. Hate Freddys so much, and they nearly always kill me.
Maybe me saying don't nerf Hillbilly is a bit bias (as I've got experience with him) so I'd like to see someones opinion with no experience with him.
