NOED - If a team gen rushed and ignores the totems then it's their own fault.
Keys - should be removed because survive with friends are all escaping at once and was not intended for all players to win.
Mori - Nothing wrong with them. Rarely see them in game. When someone uses a mori, it stop survivors gen rushing, it stop them unhooking in front of the killer, It stops t-bagging a lot, it forces players to play more cautiously instead of running to gens as soon as they're in the match.
I’m fine with noed for the most part however you can miss a single totem and it’s activated, and in solo queue there’s always that one teammate that starts end game collapse so you have very little time to find the hex totem to save team mates, Which sucks.
keys are broken atm for sure, they should only allow one survivor through or only stay open for 5 seconds after it’s been opened.
And to say mori is okay it’s stupid, sorry but tunnelling off the hook to mori off first hook is it healthy and ok for the game what so ever, anyone who thinks it is, is the problem atm, also I’ve had nothing but mori games for the past three weeks.

Keys - either need to take time when opening the hatch instead of being instant OR let only one survivor through.
Ebony Mori - either useable after 2nd hook OR once all survivors have been hooked once
Noed is fine the way it is imo. It really isn't hard to cleanse totems.
I agree with most of what you said to be fair, maybe I just hate noed because of the lack of skill it takes to use the perk and how cheap it feels to kill with noed and to be killed with noed.

NOED is a perk because the situation is called for. I personally do not like the perk, and I dont run it because I would rather have Gens left before game ends.
Heres the thing, even with that mind set I cannot handle a SWF group that knows what they are doing, and I doubt many people can. Survivors are going to find a way to get Gens done and you can't stop it. So bringing NOED is a Viable option, and it is not a reward for bad gameplay. It is strong counterplay to the survivor tilted gameplay, in my opinion.
As for Mori and Keys, I say a Mori is almost Necessary for SWF if you actually want a good game as Killer. I dont mind being Moried, its just something the killer can do for an advantage. Keys on the other hand, I agree they should only be for that person.
Noed is extremely controversial because some agree with it and some hate it, I don’t use it as killer because it’s cheap and easy to get kills unless they find the totem which if there not swf is rather difficult to do, I just don’t think noed it should be even more high risk then it is now to run, as I mainly solo queue when I play survivor finding noed after a meg opened the gate and just left whilst someone is down is super frustrating as I feel bad leaving a player behind.
Mori is not healthy in its current state 90% of killers mori off of first hook and that’s just cheap I don’t use my own mori because I can’t stand going against it myself, I’d be kind of okay with it if you could only mori when the survivor is on the death hook stage, there’s devour hope out there which you can mori with which rewards good killers and punished survivors for not getting rid of a lit totem.
Keys are super frustrating to deal with in swf for sure I don’t like going against them what so ever and I don’t think I ever use them as survivor unless I find one and I’m the last guy left after the killer shuts the hatch.

I’m a rank 1 survivor who does not gen rush, i like to get the most out of points, the problem with mori is that killers always kill off first hook that happens in every single game I see a mori in, it is frustrating to be chased and tunnelled by a killer just so he can mori you off first hook because you stunned him a couple of time’s.
Noed does reward bad players because if some Bot survivor which many are because of the messed up Match making, open the exit gates that doesn’t give you time to search for the totem and cleanse it unless you have small game! I don’t play swf so it’s difficult to search totems and get rid of them!
mad for keys there okay in solo but swf there broken so a easy fix is to make it so only one person can escape with a single key.

And I struggle alot against them too. Ghostface I can sometimes play well against depending on my build, but Myers always destroys me.
Loads of killers, especially Freddys, have been using moris and Noed lately (I try not to use them or keys) and they are so annoying when you've played a perfect game only to be held back.
Doc, Freddy and Spirit are my weaknesses. Hate Freddys so much, and they nearly always kill me.
Maybe me saying don't nerf Hillbilly is a bit bias (as I've got experience with him) so I'd like to see someones opinion with no experience with him.
Myers is probably one of my favourite killers to go against because of jump-scares, as long as you don’t let him stalk you he’s not to bad to go against.
ive not played Against many Freddys to be honest, but when I do I know I’m not getting out, he is someone I don’t enjoy more then billy but I rarely see him so it doesn’t frustrate me as much as billy boy, mori is very unbalanced probably more so then keys because at least with keys they have to complete 4 gens and most likely will kill two survivors by then, both are a little unbalanced though.
I actually really enjoy spirit but I’ve played an awful lot of her and know that fixated counters her pretty well Aswell as iron will, I’m 100% with you on doc and Freddy though I’m all seriousness they need changes before billy he only frustrates me because I see him literally every game! And I can’t seem to deal with him even on maps like spring wood he always seems to destroy my team.
he don’t need a nerf just a recourse management skill, giving him a fuel for his chainsaw which he can take from regressing gens, or charge very slowly over time would maybe fix the chainsaw spam/revving till they get the hit maybe I’m just tilted by Billy’s cause I only escape like 1/20 games against him.

I'd say try get to rank 1, play against swf and even help in a competition as a killer.
I was in the same position as you, I play 50/50 and I used to think Billy was completely overpowered, then I started to learn him, and after playing him for about a week straight and mastering him, I went back to survivor and now he's a breeze for me.
Like many killers, for him to be viable survivors have to make mistakes. Majority of the loops in the game force Billy to be an M1 killer, and although to me the main point of the chainsaw is mobility, it's still important that he has this to his kit.
To sum it up, he has great mobility, but in the chase it's not up to the Hillbilly if his chainsaw works. It's the survivor. And once I learned how to play as him at rank 1, I learned how to play against him at rank 1.
I definitely get where your coming from, I play a lot of ghost face a Michael and know exactly how to get round them, some for most killers bam bam was a struggle but just keep round corners from him unless they have god like flicks.
im rank 1-3 as survivor depends on what sort of killers I end up against since the event a lot of killers have been sweaty and shady with mori and killer adons aha.
maybe billy is just my weakness I do find doc a tad op with how is static charge passes multiple levels but I never struggle when I’m out of pallets and have to move tiles, billy however never fails to get me when I’m out of pallets and have to switch tiles he’ll always get me 😂

This is coming from a rank 1 Billy main keep in mind, if you struggle playing against a killer, learn to play as that killer.
For me, Billy is one of the easiest killers to face just because I put time into him.
Additionally, against a good survivor on a decent loop, he becomes an M1 killer unless he's using insta saw (which if you do your truly a #########).
For me, him and Myers are the two completely balanced killers at the moment with both of them in no need for a change, except maybe add ons for billy.
I have put some time into him and he’s no struggle to play And get a 4K I’m purple rank killer red rank survivor, maybe it’s because I solo queue but billy always seems to destroy the team with ease.
I understand a fair few killers are underpowered, but billy and the doctor are very difficult to deal with, maybe even a tad overpowered in some circumstances, I have fun against every single killer apart billy and doc, I feel they don’t take as much skill as others to play.
a simple change to his mechanic to give him resource management would help make him less potent in solo queue.
-
I completely agree Im red rank survivor and purple rank killer! I rarely ever escape against the doctor unless I have good teammates which doesn’t always happen in solo queue.
when I play killer I can 4K as him without trying because his only counter is calm spirit and since it’s not the best perk to run and you can’t see what killer your going against To change to it quickly it’s something nobody really brings.
