The matter is that you want ez wins and don't think you should be punished for breaking the rules, clear as day.
But as killer, I don't know what a survivor's intentions are. I don't know if that person is farming or trolling or just stupid. And I try to be a positive person, so I never want to assume someone is breaking the rules. So in this case, giving someone the benefit of the doubt means assuming they're stupid.

Protect the totems, trap them into oblivion. If they try to cleanse them, they will spend the whole game contesting it with you. If they try to ignore them, boom, they are all one shot and mori-able.
SO underrated. I would argue its easily his strongest build.
It all depends on the map. There's a few where your Hex can just spawn out in the open. Killers should have some way to pick which totem their Hex is on.

Doc was getting his rework, but idk why they picked Spirit.

Had a situation like this as Legion on Family Residence. After 15 or 20 minutes I found them crouching at the edge of the map, in the post game chat they admitted they were trying to get me to DC out of boredom. That shouldn't be a viable tactic.

I don't think the Clown would be an antagonist, I think he would be neutral. He might be a creepy sicko, but he probably would be smart enough to not pick a fight with most of the killers. Also, I love the image of the Deathslinger harpooning the Clown.

How would you change NOED? I've always liked the idea of adding a "token" system to it, whereby it wont activate unless x amount of hooks are achieved, too. The only issue I have with NOED is players that camp with it, they camp super hard, and what are killers answers to combat camper? "Do Gens" so you do gens and inevitably get hit with NOED because of it, I don't think you can reasonably takeout all totem & do all gens before the first person has died.
My NOED idea is to make it (in a way) like Devour Hope.
When all generators are powered, all remaining totems become lit. Each lit totem provides one token until it's destroyed. Each token gives the killer an extra 1/2/3% movement speed. At 3 tokens, all survivors suffer from the Exposed effect. At 5 tokens, the killer may kill survivors by their own hand.

What I want to know is why Legion can't see blood or scratches in Frenzy. From a balance perspective this is needlessly punishing Legion.

Exactly! A information is useless if you don't have time to respond to it. It's like Tinkerer, I hate using it because 9 times out of 10 you will not be able to push survivors off the gen before they finish it.
Thrill of the Hunt would be garbage if it was just slowdown or just notifications, but it works because it gives you information AND time to do something with it, while still being counterable.

Everyone is saying Hangman's Trick is meant to counter sabotaging, but if speed isn't changed from the PTB, it's pointless. 2.5 seconds isn't enough time for any killer to respond unless the hook was already within sight range, in which case the notification is pointless. Saving is much stronger and much more accessible now; the only way for the notification to be any good would be if it also dramatically reduced sabotaging speed. Like, doubles/triples/quadruples it. But the devs seem to be moving away from killers being able to make things take longer for survivors, so I think this is a good alternative.

It takes 15 seconds to get one level of bloodlust, and that goes away if you lose chase for more than a second or two or if you break a pallet. As long as you're not just staying one tile and refusing to drop the pallet, bloodlust isn't a problem. Bloodlust is so that you can't run a killer forever without using any pallets. And even if you do get downed by a killer with bloodlust, you've almost certainly wasted a lot of their time. When I get bloodlust, my thought isn't "yes, now I can catch this survivor!" It's "darn, I shouldn't have committed to this survivor."

Flashlights, over all, these days are not the threat they were at one point.
Flashlights have not changed much but the people wielding them have.
Gone are the days when i did not have to think twice about getting lightborn if i saw two FL.
If i see two now i am not really threatened by them anymore unless i am wraith.
Flashlights will screw over a Wraith or a Hag and do diddly squat to anyone else.

A combination of a few things:
1. Ranks don't mean the same thing for survivors and killers. Ranking up is MUCH easier for survivors than killers. Thus, even if there was a perfect 4:1 survivor to killer ratio, there would be too many red rank survivors to just go against red rank killers. As a side note, this does mean that there's a serious disparity in the skill of red rank survivors. I'm a mediocre survivor at best, and would probably get to red ranks at my current skill level if I played enough. But there's also the super sweaty 4 man swfs, so (as a green/yellow rank killer) some games against 4 red ranks I'll 4K, others I won't get a single hook.
2. Player distribution is not the perfect 4:1 ratio. Based on my own experiences with que times, most of the time there aren't enough killers for all the survivors looking for a game, so often matchmaking will sacrifice balance for speed.

Like most slug perks it's too situational and offers little to no benefit for it's function. You're not doing gens, not healing teammates, not opening exit gates, not reviving other teammates. You can either simply hide or wait. Iron Will quieting slugs would benefit the former.
I've said this before but I think a fourth health state is needed. You recover into crippled where you can only walk and not run. Trapper style you can just scoop them up when you want to hook them.
Interesting idea with the 4th health state... would you be able to do gens? Would going from crippled to injured take a full heal?

I get your complaint, I've used clickbait titles here before (title: "SHUT UP ABOUT THE STATS" point: the stats aren't the ultimate authority on everything) but I think they just attract the wrong kind of attention. People who actually want a discussion will read threads about subjects they are interested in, making demands or proclaiming controversial opinions as facts will just attract people who want an excuse to be mad.
As it is, I did read your post and I agree, if Hillbilly is 115 then Deathslinger has no reason to be 110.

They lose distance if they're trying to blind you at a pallet. It's advantageous for a hit after a pallet stun.
I know the struggle of killer having to deal with second chance perks, but getting slugged is yet another health state just like being healthy and injured and deserves it's own set of rules, not just a fail-state as people seem to want to imply. Some of my best games as survivor were when everything seemed hopeless.
If it's a separate health state then wouldn't it make sense that Iron Will doesn't apply? Iron Will applies to the injured state, and dying is it's own state, not just injured minus one.

Franklin's doesn't help at pallet blinds if you didn't already hit them and are getting pallet looped.
And with the chance of getting a slug hatch or using unbreakable/adrenaline, I don't want to be found immediately for something out of my power. Iron Will guarantees I set some of the rules for what happens to me. I'd be dragging the game out hiding in a locker. It's all the same. The goal is to find me. They already set the line in the sand with bleedout timers and EGC.
I'd rather someone blinds me while I break a pallet than put more distance between us.
And yeah, sometimes not getting found while down can help you. But if you crawl to the Hatch it's almost always because the hatch spawned nearby you, not because the killer walked right past you.

Recovering yourself is a good thing. Even if the killer knows, that means they cant leave you alone to chase someone else they see. It's free pressure they HAVE to address.
All those things still don't make up for being permanently injured. It's like if that Yui perk, Rough Break or something, lasted the entire trial and No Mither only lasted the first however many seconds.

Yeah, I won't use Lightborn in a lobby full of Flashlights, I'll just make sure nobody is around or look at a wall before I pick up. That or I'll bring Franklin's.
But again, my issue isn't that being silent on the ground is unbalanced, it's just annoying and drags games out unnecessarily.

You don't bleed- who cares? That'll at best screw over a Spirit with the glasses or someone with Bloodhound, both of which are very situational, and both of which are cases where you're better off just being at full health.
Tou are quite- I'm assuming you meant quiet, and this is very important! But if you want to be quiet, you bring Iron Will! If you actually want to not be grunting the whole match, you have to bring Iron Will, too. Which I think is a problem.
You can heal yourself numerous times- I'm assuming you mean pick yourself up. But this is almost entirely useless because the killer knows you have it. No experienced killer will slug someone they see started the trial broken. Imagine if the killer knew you had Unbreakable. And in fact, if you want to pick yourself up with No Mither, you often have to use Unbreakable for the recovery speed.

The counter is Deer Stalker. Or looking for blood trails or pick-up prompt in tall grasses. Sound is the cheapest way to find someone (no perk investment I mean).
There are such better perks. I can find someone on the ground with Iron Will using the things you mentioned, or just wait for them to bleed out, but that's not fun for anyone.

Yet everyone runs Iron Will if they have to use No Mither. I just think No Mither should do more than Iron Will since it also has a major disadvantage to it.

Personally, I think Iron Will shouldn't work when downed anyway. Its purpose is to help you lose the killer when injured, making it harder to be found when downed is just annoying. In fact, I think Iron Will should have its numbers switched with No Mither, it's ridiculous that you basically have to run Iron Will with No Mither if you want to stealth.

It depends.
As killer, if I'm someone with an instadown and/or good mobility, I want them to start together so I can try and slug someone and hook another to put them on the defensive. Alternatively, I might like it as Hag or Trapper because losing 1 gen while you set up is better than having 4 get to 75%. Otherwise, if I'm just an M1 killer, I want them to start spread out to increase my chances of finding one.
As survivor, it depends on two things: who's the killer and do I have Prove Thyself? If I have Prove Thyself I'm gonna throw in a shroud of Binding/Union if I have one. Otherwise, I want what's bad for the killer based on the above.
