We squeeze in as many as we can each time (last update had buffs for Gearhead and Overzealous among the other meta perk changes), but there's only so much we're able to do in a single update. For weaker perks specifically, although it's no doubt nice to revisit them and give them some love, they tend to be a lower priority than perks that are too strong for a couple different reasons.
We're hoping to make perk balancing a more regular part of Mid-Chapter updates going forward, looking at both meta and non-meta options.

Let me explain you in finer details so you can understand the reasons by exhaustion perks are a big factor of the game's current problem.
Exhaustion perks are ways for the survivors to extend chases or forcing the killer to chase another survivor only for the killer to risk running against another survivor with an exhaustion perk, that is readily available to use at any given moment. This extension allows other survivors to repair generators, now with the UI update, survivors can see which survivor is being chased, which makes it easier for solos to do gens at peace. SWF use these perks at full potential and efficiency. You, as a killer, has no control over it whatsoever. Fearmonger literally gives the survivors control over Sprint Burst by keeping the last bit of a second of exhaustion, then slow walk and sprint away when the killer gets too close for their own good.
The fact that they have infinite amount of use, except for Dead Hard (2 Hook states) and Smash Hit (Limited Pallets), makes it so disgustingly good that lots and lots of survivors are using it to their advantage. Basically, having no exhaustion perk is bad. Everyone, even their grandmas and grandpas, are using exhaustion perks in their loadout. I don't know how anyone can deny that. Exhaustion perks are strong and always will be the strongest survivor perks in their arsenal. They can extend loops even further, they can outsmart killers, people can use techs.
The killers that doesn't really give 2 hoots about exhaustion perks are Nurse, Blight, Wesker and, partly, Legion. Why? Because they have mobility. They don't care. The M1 killers though? They suffer the most from it.
What Peanits is saying he doesn't take stances. He is neutral and want to have an open mind discussion with you. He's not saying he's not disagreeing with you but neither is he agreeing with you.
Your explanation though is on point about the exhaustion perks and I don't disagree with what you said but there is more to it than you know.

I'm going to drop this discussion here because I feel like we're going in circles, but again, I haven't claimed they are not a problem a single time, and I am not disagreeing with you when you say that they are. Yet in spite of that, you have implied that I don't understand because I don't play the game and that if I did, I'm bad at it. That is quite literally giving me an opposing stance when I haven't taken any stance at all.

But it's true that I wish there was something else to do besides the gens. Some people have made suggestions like Botany Knowledge needing to pick up herbs from the map to stack up its effect, and ignoring balancing aspects (which can be polished later on), I think the idea could be really fun.
The problem is, as long as the strongest perks don't require you to do anything in particular to activate them, people will just ignore perks that require a secondary objective as a trigger condition.
Just look at Circle Of Healing. As much as some people think it's stronger than before, you equip that perk out of competitive SWF and it's not worth picking up over Botany or Auto-didact because it requires you to:
- Finding a totem, preferably somewhere where the killer won't break it easily.
- Blessing it.
- A hurt survivor standing in its range.
- Another survivor noticing them and willingly dropping everything they're doing to go heal them without getting caught by the killer in the process.
You're better off equipping Empathic Connection or Empathy, or either entirely ignoring those or comboing them with Botany or We'll Make It, as they're readily available right when you need them.
You're right. It's less waste of time and use the time you have to put on generators but that's exactly the problem. Killers are facing lots of gen rushing which has been a major topic complained about but the devs has fallen on deaf ears.

I play on controller and for the most part I'm ok. But every once and awhile I'll get a survivor that I literally can't hit. We're talking spun over and over again. I try to do a short swing doesn't work, try to back up doesn't work, try to spin with them doesn't work. Frustrating and at times kills the game for me. The FOV sucks and its hard for me to keep my eyes on the survivor.
This is something that the devs should look at but remember it's almost 7 years. I can't believe anything good comes from them.

I think this patch has made every single one of my games close. Been maining demo the past 3 months and last patch I'd usually either 4k at 3 gens or 1-2k. This patch has been one of the best ones by far.
Can finally use Coup without being scared (and it's honestly an amazing perk now). Perks that weren't even considered good (ruin and grim embrace) feel balanced compared to the other slowdowns (I know they're not meta but I'm not a meta slave).
I see all these posts of either killers complaining slow down is dead (maybe if you hadn't relied on gen kicking for 6 months you wouldn't be rusty in chases) or the survivors complaining that they're always injured (healing has been an issue for years). I just don't understand it, surely if both sides feel like they're weaker then it was a balanced patch.

The main issue is that dead hard was supposed to have been nerfed in the 1st meta shakeup, and we had a few weeks where I didn't see it much at all, and then it went back to being the #1 exhaustion perk in my games, by a huge margin. And nothing was done about it, and everyone had to wait a year for the 2nd meta shakeup.
And now dead hard was nerfed again during the 2nd meta shakeup, but we aren't sure if this will be the same situation, where after a few weeks, the dead hard usage might rise again. And this is a major concern, because if the dead hard usage rises again, will anything be done about it, or will everyone need to wait a year for the 3rd meta shakeup?

Distortion is a must for me. And then I've been trying Inner Healing with Overzealous. My last perk I'm not set on and it kind of varies from day to day but Lithe, Bond, Counterforce and Blast Mine are some favorites.

Building is pretty unrewarding. BHVR has "Accolades" in case that can help Builders feel like their efforts aren't for naught, but BHVR screwed up so bad on console that a lot of players don't even give Accolades.
I deactivated all my Outposts over a week ago and haven't re-activated them since. No one was Raiding them, there was no fun to be had in keeping them active. They mess with Rank, anyway, because every time some speedrunner was slummin' it to avoid dying in Brutal I was seeing negative Rank points after successfully raiding an Outpost on the first try (the game doesn't inform you that's why you lose Rank, but I figured it out after deactivating my Outposts and my Rank gains/losses stopped being inconsistent).
It's counterproductive for the Rank system to punish players for being ambitious: be perfect or go home. Players are reacting in a very predictable and negative manner that's hurting the game because, surprise, people don't like feeling punished and will try anything to avoid it.
I'm at Gold IV and more and more I'm thinking of stopping the moment I reach Master. Gold IV is a horrible grind. I was so happy to reach Gold III and be almost done, and then I saw Gold IV and really considered uninstalling right there. It feels like such a "screw you" to players.
I don't know what to do besides raiding but it gets boring real quick and I like building more except the costs are so huge that I have to keep raiding since barely anyone is raiding my outposts.

It's not solely about that, it's that my outposts barely get any raids, and if it does, then people are so careful or understand the entire game already that even with setups that I learned from people or myself, there is no stopping them from having a 0 death run.

These aren't even bad nerfs and they got buffed in PTB too so it's easy for me to adapt. I can still heal myself with a single medkit. The nerfs to killers are far worse than you'll think but your 'coping' is pretty much projecting.

The visual Terror Radius is only for hearing impared players and does not grant any more information to anyone else. You will not need it when your hearing is fine and you will not get any benefit when you enable it in the settings either.
What saddens me is that you are missing the point. Survivors getting attention but killers aren't getting any changes to improve their quality of gameplay. Why aren't both getting the same treatment?
