Killers usually decide it's not worth it for two reasons 1. The survivor has went to an area of the map that has a strong survival rate (lots of windows and pallets) or away from generators. 2. A more pressing incident has occurred somewhere else (discordance, tinkerer, make your choice or dark devotion). But mostly it's due to the killer knowing the survivor is good enough to waste their time. Which in my mind makes me feel that should add weight.
As far as great skill checks are concerned reaction time = skill. I don't play on console so maybe it's much more difficult to earn skill checks, but even if that's the case giving great skill checks more weight than a normal skill check still makes sense.
is someone with basic competance at say looping cow tree miles better than someone who can loop a killer at L walls for a good minute but is never chase by a stronger loop? no i dont think so. where you you are chased is down to luck and sometimes more expiranced player will go for higher propority gens in the middle of map with no strong loops to make the killer's protol harder but that doesnt mean they are worse thn the guy with 20 hours in the game doing the safe gen 10 feet from the infinite.
skill check are about half how good your computer is to give you suitable fps and half reaction time. even if you this reaction time is skill you cant just ignore the fact how many frames you are getting is just as important as what you call skill and as such is watered down too much to be relevant

All of the above are important factors when determining an individual survivors ranking. How much weight each one of these should get should be based on rigorous testing over month's of data. Then the challenge of pairing each individuals survivors MMR against a killer MMR. One of the obvious issues that occurred with their version of MM was highly experienced killers going against gray rank (100 hours and less) survivors and vice versa. This made it quite clear that their version of a MMR was very flawed. I'm not confident that BHVR can come up with a proper MMR without the assistance of outside help that has experience in these matters.
ability to lose killer sounds pretty iffy as killers with more than 100 hours dont lose survivors at all they abandon chases if they decide its not worth it.
great skill checks represent reaction time and fps not skill maybe just not failing skill checks would be better
the rest sound good provided they arent too heavily weighted (escapes seem to be far too heavily weighted rn)

i would prefer minor ajustmnets like ghost-soot and the yellow windstorm base and as for the perks predator need to be completely scrapped and reworked from the ground up to be something other than spirit buff or newbie crutch the rest are niche but useful

Stbfl is really strong on almost any killer. And you might be right about the auto uncloak, my idea behind it at that time was to alert anyone else nearby that he was there, but maybe him flickering such as when he breaks a pallet would be better. That way he would still manually have to uncloak before trying to down and the survivors could still know he was there easier.
The idea behind the totem teleportation was to make him more unique and give him a better way to travel around the map, but making him faster while cloaked by default could also fix this problem.
i meantioned stbfl to amplfiy what i think using him would be like equivalent to plague with vile purge effetivenesss addons stacked and 3 stacks of pwyf with no down sides as their base kit.but even plague would need to charge up their attack the new wraith you are talking about wouldnt need to. telporting to totems is the same as freddy's mechanic its not unique.

so if he had 8 stacks of stbfl he would hit a healthy survivor auto uncloak and hit them again with the speed boost he gets from uncloaking?
and then after the survivor is down he picks up and hooks the survivor and half or most of his cooldown is gone? this sounds op and the idea that you cant down survivors while cloaked is meaningless if it auto uncloaks and he retains his speed boost.
why would the survivors ever consider healing if it makes it more likely that they will get downed?
why would a killer with no hex perks want to teleport to totems?
lit totems, dull totem, broken totems? what state must the totem be in for him to teleport to them?
freddy has flashes of himself so not true invisblity and he has the children singing terror radius thing this is not a good comparison.
what is the point of increasing the terror radius of a killer that wont have a terror radius unless they're hooking survivors? the way i play wraith curently i try to never have a terror radius (the ghost addon helping considerably with this)
im not trying to be rude but these are all the flaws that come to mind at a glance

Perk abuse doesn't exist period. If you don't like how someone uses their perk, you go ahead and be salty but it's not abuse just by playing the game as intended.
using an anti-tunneling perk like DS as a minute or two of incivipility is abuse and not playing the game as intended which is against the rules.
if i hook 2 survivors and get ds'ed by the 3rd when they refuse to heal and run into a locker at the end of a chase at 59 seconds that is abuse.

lightborne(use when you see a lobby full of flashlights), face a wall during pickup animation, fraklin's, scare them off first, let them waste battery at pallets.
yes i know you mentioned lightborne but you said it would be wasted most matches even though you can see what survivors are bringing into a match and plan accordingly and i wanted to make it clear this is what you should be doing not bringing it in every match

the shape isnt op he needs 3 stacks of pwf and like a full minute of stalking to use his power he is an inferior billy,bubba and oni his only saving grace is pwf synergy and tombstone addons otherwise hes garbage
if you are getting out played by a myers its because your terrible theres like 10 killers that are better than him hes not the best stealth, snowball or one shot killer he is an all -arounder that isnt particularly good at anything.
he needs a buff if anything and maybe rework his stalking movement speed and the reflective fragment add ons to something usefeul

nurse blinks to the corner to react to whatever you did after that
there is no fooling a good nurse there is no counterplay you will lose but they are rare and only at high ranks so you never see this so you can continue to say she is counterable at your rank in your matches

assuming no tencity or unbreakable it is best to full heal for your teammate to pick you up at a critical time

So i agree that certain activities can make the game unfun for some people. Thats the nature of competetive (player vs player) games. In call of duty if one person on the ither team is constantly able to kill you to the point where you cant do anything, is that abuse or just mismatched?
Face camping isnt a goid thing. Will not argue that. But its still contributing to the match. Its ensuring a kill. Also i never said facecamp if no auras on BBQ. Just said makes sense to not walk to the other side if the map for no reason
in cod you can only do that by earning killstreaks of 4 or more kills and it is for a very limited time and can be countered by going somewhere or using a weapon or waiting it out even 10 deaths in 18 seconds isnt a loss in cod but in dbd standing in front of a hooked survivor with a chainsaw is not counter-able by the person on the hook at all they lost end of story. their teammates may instantly loose the match if they challenge or loose the most important time in the match trying to be a good teammate this does not happen in cod it is not an equivalent.

Nope. That's smart." and im not saying walk to the other side of the map im saying look nearby if that where you think they are but standing 10 feet from the hook and waiting is not ok

for wraith: he need one of his addons to be base kit and maybe immunity to lightburn what you descibed would destroy his skill ceiling hes already weak he doesnt need to be louder for a benefit only the worst player will get any value out of.

playing by the rules in a way that makes it unfun for other players doesnt make you a saint looking at the 3rd and forth ones you mentioned in particular: for 3 doing a gen in the killer's face with a minute of invincibility from a perk stated to be anti tunneling seems closer to an exploit than playing by the rules and as for 4 they could just as easily search nearby and check the hook every now and then but just standing next to the survivor on the hook and waiting for a save to happen next to you means you are likely ruining the game for at least 1 person on the hook and the rest might just see what is happening and leave you be especially if it is a bubba.
these 2 activites make the game decidedly worse for no reason the rest of your examples are fine but dsing a killer at 59 seconds after he hooked 2 survivors after he grabbed you working on the gen he just hooked someone next to sounds far enough outside the intention of the devs to call abuse or exploit. looking for an excuse to camp a hooked survivor doesnt make the end result better.
i will end by saying refusing to participate in normal gameplay is against the rules and at least these 2 examples are clearly that

I literally just ran a game with the same addons lol, got 3k with the other dude camping hatch and escaping. I run Sloppy for blood and slow healing, Bloodhound, Franklin for flashlights because wraith can get bullied by them, and Whispers. I feel I don't really need Nurse because of Sloppy and Bloodhound but I'll throw in Ruin for a few matches. Don't have Legion and don't plan on buying so I'll wait on the Shrine to give me Discordance.
i usually dont run blood hound on wraith since he has an addon for it sloppy+ nurses on stealth killers is always amazing. i will bring a mori for flashlights if they get a light burn they are on my shitlist . i never feel i use whispers correctly so end up never taking it. i cant overstate how many free hits you get with nurses its well worth the slot on any stealth killer. new ruin pairs extremely well with the bone clapper if you are not using the bone clapper save the best for last is a better choice. yeah i dont own legion either he would be my last buy choice assuming i can get the next character he seems to be the weakest killer by alot rn i got discordance from the shrine.

dont respect pallets more than once
when in a chase you should get something(eithier a pallet break or a hit) in 15 and if you think it will take another 15 seconds to get another you might want to do something else
assume bt and ds on all survivors slug for ds only hit on bt for stacks
have a good perk loadout that meshes with ur killer's power
given your name and the fact i play red ranks with wraith ill give my build: addons: bone clapper, the ghost-soot
perks: discordance(tier 1 is best), hex:ruin, nurse's calling and either sloppy butcher or thrilling tremors
universal bell sound plus ghost makes them paranoid but ruin makes them stay on gen so either you get map wide regression for a few seconds everytime you use your bell or you get an easy hit or a grab. make sure to look away for scaredy cat to generate more paranoia if you are in a chase you are not within 5 secs of getting something and discordance goes off abandon the chase and pressure the gen.
and of course defend your hex! save the best for last and haunted grounds are also great on the wraith.

Thats the thing, hes super inconsistent, his map traversal and control can either be some of the best or worse in the game depending on the map, Demos is always better than average. Billy is consistently better in a chase though, hence both being mid tier. As for silent saw, your either using his yellow which barely does anything, or your using his Iri, which can be countered by SWF and is his Iri, not his base kit.
i wouldnt call billy inconsistant while trapper, pig,huntress,wraith and hag exist in their current form. i couldve sworn one of the new addons made the saw silent when billy was undetectable i think it was a yellow idk if they made it basekit or deleted it but i dont see it anymore

Nah, demogorgon can get to places faster and is undetectable, billy is so loud the entire map can hear him. Holding shred can force survivors into bad situations. Say a survivor is going in a line to a pallet, hold shred and they have to move or get hit, now they're in a worse position you cancel shred and hit them anyway. Rat liver is so good because it makes demo move faster while shredding, with it being a brown it might as well be base kit. And once again, placing 2 portals basically ensures that a survivor cannot cleanse a portal without getting hit or needing a second person. Factor in how Billy can be useless on some maps and he gets held back.
its super easy to make his chainsaw silent post rework if that what your refering to but he is the fastest killer in the game bar hag. billy always has a 1 hit ability he is not useless anywhere but his map control can vary alot on diffrent maps

You can get around that easily by just placing a second portal. You also can hold shred for as long as you want, can't do that with Billy. Billy is still better, but not by tons imo. Demo has better map traversal, Billy has better downing potential.
nonesense billy has the best map traversal in the game on most maps. why would you want to hold shred? doesnt it slow you down? only bad billy players would want to hold it for more than a few seconds. not to mention being able to have his teleport power taken away by an itemless survivor in a couple seconds

Demo still has better map traversal, and unlike hag he can teleport at any time. Billy is undeniably better in a chase, but demo has other advantages to close the gap a little. I'm not arguing that demo is better than billy.
teleporting to where no one is isnt much of an advantage. hag has addons to allow her to tele instantly at any time. a good billy is miles ahead of the best demo they arent even close the skill cap is just too much billy does everything better not to mention demo's addons are notoriously bad

Unfortunately, I dont have any of those perks or do any of those that are related. I just use sprint burst to buy myself more time to get away and if I'm lucky and the noob/high ranked player doesnt tunnel me to death, then that what happens. On the other hand, if I'm unlucky, I'm gonna try everything to avoid getting camped, tunneled and sacrificed to a devil. DS doesn't need a nerf quit complaining about it and complain about body blocking, complain about actual teamwork and taunting players.
All you entitled killers are the same, you end up running BBQ, NOED, Phobia, CI, PGTW, or some add-on that that you think will work to help you tunnel players to death and force them to DC/RQ. But when they use DS to get away you wanna bzintch, whine, complain, and moan about it and hope it gets nerf. Wake-up call, it's not happening.
only the worst killer complain about stuff like sprint burst. im even talking about a nerf to DS im talking about a rework to do its job more effectivly and not be a free no skill no requirment stun. im a red rank killer you cant get to high ranks by camping or tunneling. that second paragraph is pretty toxic

I'm very confused how you can not respect plagues power. No mither is the only perk in the game that actually makes survivors worse, it doesn't matter if it counters plague and legion because anyone running no mither is already at a massive disadvantage. And demo is a setup killer, just like hag or trapper, playing them right does make them better I agree. He is worse than oni and hillbilly but not in every way, a good portal setup can give way better map control and traversal. He can force pallets in a way billy can't, is billy better? Yes but not extremely better.
it still just makes them m1 killers plus always having acces to dead hard and all the bonus perks you can run with it. Demo is better than trap just based on his shred but his portals take along time to use and can be destroyed without items he cant be compared to hag.billy can force pallets down just as easily as demo can but billy can 1 hit

Legion can snowball fast. Demo can force loops to be ditched and have instant access to the entire map if you set up the portals right. Plague can force survivors into remaining broken for the entire match or they give her the strongest ranged attack in the game.
the word "if" heavily affects how good they are legion and plague you can win by just not respecting their power and if you have no mither on its a hard counter demo in practice sounds good but hes worse than oni and hillbilly in every way just because he doesnt have a 1 hit attack and has nothing on these killers

LOL I've done the same and had loads of fun, plus I had Oily Coil and Secondary Coil addons, so they spent ages disarming it, just to get insta downed :D
oh yes stacking disarm time is the best. put it in obvious spots and force them to waste time while you get easy downs with all the good loops blocked

hex:haunted grounds on trapper is amazing especially when you trap it and they choose to stick the cleanse right up until you body body them and get the insta down it just feels good

"what are you going to do"? scrap DS's timer for deactivation conditions

I stand by what I said due to my extensive experience with Clown.
Minimal distance created between Clown and a survivor trumps reloading faster.
they gain less distance the faster you reload as the diffrence from even stack reload movement speed is pitiful compared to actual walking speed they are just so out classed and even overpriced. they both aim to minimize distance gained but reload speed does it better and minimizes time wasted as well

I’ve used Clown since his release and there’s a reason VHS tape is classed as rare compared to cork stopper.
Reloading should only be done in 2 instances. After ending a chase, or at a loop that the survivor is stalling at as it can also help with Clown’s mind games.
But in the rare event that Clown needs to reload mid chase, out in the open for example, then reducing the reload speed by 2 seconds still allows the chased survivor to create some distance between themselves and Clown. VHS tape allows Clown to minimise the distance the survivor creates between themselves and Clown once he has finished reloading despite it still taking 5 seconds. This is even better combined with inner soles.
So in other words, it’s better to end up being as close to a survivor as possible once reloading has finished, rather than reload faster if it still means having a lot of ground that needs catching up on.

if you are using them together you might be wrongly attributing the diffrence of the movement speed addons with reload speed addons as the brown gloves are much better than the VHS it might even be better than stacking movement speed they are that bad but you might not notice if you use both kinds of addons together
