No, it doesnt count as holding the game hostage for it can end albeit very very slowly, if doing that counts as holding the game hostage it also counts for the Survivors for they can chose to stop getting up.
Being annoyed doesnt justify pettiness to that extent.
It is clearly holding the game hostage, what's the point in calling it otherwise.
Technically hiding in lockers for very very long time while avoiding crows can also end, but that will be considered holding game hostage, it's no different for that situation.

Its different, bleeding her out in that situation wasnt necessary, Im ok with people bleeding on RPD or Disturbed Ward (for some reason you cant get down the main building without Boil Over activating even if you se the stairs) but in OPs situation he could have hooked her which also is the best course of action for hooks work twice as fast than bleeding. If he resorted to the less efficient way of dealing with that was out of pettiness and because he wanted to punish OP for using a perk he didnt like.
Bleeding out is just another way to kill, like mori and third hook.
If you hook, it will activate DS and BT, which is quite problematic when your goal is to kill someone.
Best way to secure a kill for any killers, is bleeding out. this is objective fact and you can't deny it.

Tbh boil over isn't strong enough to shake up meta anyway, it's just broken toy for bully squad who want to reduce killer count.
Thanks to this there is lot less people running DS/DH/BT combo, tunneling will be never been easier!

The thing is, everyone will tunnel/camp/slug ######### outta em because that's the easiest way to win, if you don't like it probably better not to play survivor.

Why we have to care about matchmaking when game is clearly giving incentive to have more hooks by rewarding higher grade and using emblem system for it?
MMR is what we should not care because they are completely hidden (not intended to be known at all), emblem IS what is actually important.

Emblem tracks hooks and not kills though, according to their system unhookable game is clearly not fine.

Slugcamping is best way to secure a kill btw, there is pretty much no counter perks for it as long as you are determined.

Holding the game hostage means that you can't physically do anything to stop it, and it prevents YOU from completing your objective.
Someone running a build that makes hooking difficult is not holding the game hostage, this isn't semantics. You can STILL hook them, you can SLUG them, you can bring perks to help with carrying survivors, you can bring perks that help with stuns, hell, you can even bring offerings to bring hooks closer, or choose a smaller map. You can play killers that can insta-kill (tombstone), you can play killers that void carrying the survivors (pyramid head).
There is no reason to mention any other 'examples' of holding the game hostage when the current example is about running a build that makes hooking more difficult.
Doesn't matter whether preventing it or not, keeping a match indefinitely longer for the sake of it will be considered taking the game hostage, I mean even the bodyblocking a survivor will yields ban why you try to defend things even...

Tbh SBMM simply doesn't work for killers because how it works, it's only for good survivors to stack with good survivors, not to have good opponent.

Eh, no it's not.
If the survivors aren't doing generators - then they aren't going to escape, which means that gives you the perfect option to kill. Whether that's via bleeding them out on the ground, or whether it's via hooking.
So, no, you still have options as a killer.
Considering how they can call people hiding in locker indefinite times "taking game hostage", using soul guard and boil over abuse to stay in match for unimaginable amount of time will surely be considered taking game hostage.

i actually win more matches than i lose as killer and i'm prety sure i have relatively high MMR on my 2 mains (playing against comp survs here and then). There are some nasty things on survivors side but Otz is right, "the side who brings the most nasty stuff usually wins". I play both sides 50/50 and when i play against a pig with best add ons and Noed and the fitting playstyle (tunneling survivors who just want to get rid of traps), chances are high she will just win. If i play in a team with 2 event toolboxes and 2 ranger medkits, 2 boons, 4 dead hards and 4 DS, chances are high we will win most matches.
Mindgames work if done right, there are some coinflip scenarios but if the survivor doesn't see you they have the same chance of winning as you. So it's fair. Voice comm doesn't do much if you're bad at looping and go down after 10 seconds, Swf's are harder to beat than solos for sure but most swf's are beatable (i rarely play alone nowadays and i still die a lot).
There is a lot of RNG in this game, you can completely destroy one team in a match because of a single mistake by them or just good RNG, and next match you get completely destroyed because of one msitake or bad RNG. It is what it is...
The problem is, you can win with just SHIFT+W and voice comm for plenty of killers.

Once you understand that Blight's swing hitbox doesn't really collide with objects (meaning you can swing at nothing and still get hits) then it's not rocket science

It's not super hard to hit, it's just more or less gamble in pretty much all situation.
survivors moving sideway is already strong enough especially for console blights, there is a place you can almost guaranteed to hit survivors like long corridors, but most maps doesn't have it.
In open field, it's still a mindgame as you can't know when or how survivors gonna 360.
In jungle, your only way is bouncing around or sliding in, it's mostly mindgame and can be negated by survivors playing calmly.
I won't call mindgame as "consistent" because, it's not like you can hit survivors eventually no matter what?
Well there is many potato survivors who don't even TRY to dodge his attack at all though... like just walking straight and not even look back.

A movement ability that you can land hits with very consistantly. Blight has room for error and correction because he has multiple tokens; he can continually bounce on surfaces and wait for survivors to move or if he misses, he can correct that with the use of only one token. Nurse has only 2 blinks which makes the room for error much shorter compared to Blight
As for your comment about the Addons, which ones are you referring to then? Because as far as I know those addons were all removed when she got 'reworked' to have a blink token system.
The purple distance addon? Is that the one that supposedly allows her to move faster/appear faster and such?
I play both blight and nurse decent times and I'm 80% sure blight has much less room for errors than nurse tbh.
When you miss rush with blight, you will slide, miss objects, and get extremely farther away than survivors, even if you stop it with m1, you will suffer from not so fast stun animation.
When you miss a blink with nurse, just wait for a token to recharge and blink once or twice to get close, finish it up with double blink... did you just said nurse correcting her mistake with second blink? that's not how she works in 99% of situation.
You know while killers are moving survivors can move anywhere too? that's the reason why blight has 4.6 speed, since his M2 can be still countered by wall, palettes and windows just like normal killer, he just doesn't work without 4.6.
And yes, I meant the range addon, what it does on paper is one thing, but what it actually does is not, it effectively will increase blink speed, which means much more range to get guaranteed hit survivors can't dodge, and another thing is making her token much more potent, so she can traverse MUCH longer in same timeframe.
basically, since she uses her blink for pretty much all of the movement, increased range is pretty much equivalent to increased speed... of whopping 30%! (I heard her default blink is equivalent to 4.6 killer btw)
Oh also if you think lethal rush can get hit consistently, you probably don't know much about him (or god tier blight who hits lethal 80% of times), maybe try playing him for once or something?

Oh btw SBMM is proven by devs to NOT work, since there is extreme shortage of killers in most region, killers tend to throw onto already existing lobby... which can have excessively higher or lower MMR thanks to "priority".

We did all the gens, had 2 survivors on hooks, he opens the gates and immediately runs out. Didn't even try to help even though one of them was hooked right by him and the Killer was chasing me.
But hey, according to Behaviour, he's the skilled one, and the two that died deserve their MMR to drop.
If the high MMR is full of trash like them, going to lower MMR gonna be better for most survivors.

Perk coordination doesn't really help again all you need to do well in this game is learn how to buy time for your teammates and drag the killer away from important objectives. Ergo Hook and Gen getting worked on. Maybe players need to actually git gud? Give that a thought.
As someone who played with Random teammates and SWF you can do pretty much all of this with Solos again just equip Kindred if you have zero game and map sense. The game is inherently broken by itself. It completely has nothing to do with SWF being the way it is but they do show the game's fault's in its entirety. I played with a Ton of SWF out of curiosity and the team can be entirely dog crap with a one or two guys being somewhat decent loopers but because they know when to hold m1 they can get out alive because again the killers can't realistically chase four survivors. You can do this with Solo again equip Kindred.
Dead by daylight isn't an intricate competitive game that everyone has to be on Comms to win matches, You need to hold M1 and be decent loopers that's it.
Your 'underperforming' killers are balanced according to kill rates so I don't know what you're on about and some known joke of a killers Freddy and Cenobite are arguably overpowered so they deserve to nerf. Again statistics are bonkers.
Definitely, game is balanced around soloq but SWFs are ruining it, and then BHVR has no way or bravery to remove it.

Since SWF is pretty much unpreventable cheating, I think this is the only way.
Without buffing solo survivors before buffing killers, they gonna lose like half the playerbase.
And I don't think killers gonna hurt much as they are dealing with all those legitimate cheaters anyway.

I also heard that apparently the game will try to match players based on their MMR, but as soon as a survivor/killer leaves, it does not check the MMR of whoever takes their spot, so that's why you might end up having survivors who are significantly better if you notice one leaving and a new one joining, and could also be because the killer that was initially matched with those survivors had left, and you took their spot. The same can go in reverse, you could end up paired with survivors who are significantly worse than you.
It isn't an issue with SBMM, it's just that it isn't working as intended
Because it does, you CAN lose pips when you lose and if you keep winning the enemy will be stronger.

It IS weak, if anything it's not even "chasing" in most situation... it's just using time to break palettes.
Like just a palette with 2 rocks are pretty much impossible to hit survivors unless they are potato, power can fix it but power of the blight is also weakest against it, if anything it's worse than m1 depends on situation.

My overall point is that Blight and Nurse are not as similar as you said.
Blight has a strong power with a lot of utility, room for error/correction as well as all the little techs and such. There's also frustrations facing Blight because his base power is strong so when you throw in addons that completely throw off how to play against it (movement speed addons for example), it's frustrating and hard to react to.
He can also just chase normally, he has all the benefits of an extremely strong power AND all the benefits of being a 115% movement speed killer with no downsides
Meanwhile, Nurse has a power that she relies on 90% of the time, has little room for error most of the time and when you go against it - it's consistant. She doesn't have addons that make her move faster in Blink or appear faster (not anymore at least). She also cannot chase normally except under extremely niche or rare circumstances.
In short, skill ceiling wise you could argue similarities but in terms of how they work and what it takes to learn them - I think they are quite far apart.
Blight's power without using it for mindgame is pretty much just a movement ability, which won't be "strong power" at all.
And he doesn't have "room for error" most of times, just a missed rush and you are far far away against usual survivors.
His addon doesn't really change what he can do and what you can do against it most of the time, even the alchemist ring doesn't change that.
So no, they are pretty similar, because "If you are better than him, you will win and if he is better than you, he will win".
Forcing him to "chase normally" is pretty much guaranteed win as no good survivor will struggle in chasing against powerless M1 killer.
Oh and nurse HAS addons that makes she move faster in blink AND appear faster (because both is pretty much same thing), and she doesn't need to chase normally simply because her power is balanced around it (unlike blight, which is clearly balanced with 4.6m speed).
