Sure it isn't as consistent as Doc/Artist can make it but with the right build it can be pretty good.
It is good, but if you keep chainhunt for eternity, you will win regardless.
And if your chainhunt is interrupted by survivors, there is enough time to repair generators.

Well when I see someone hiding at last two survivors, I'd certainly try to kill that person instead of whoever I found first.
Are you sure that survivor were "intentionally working with killer"? like pointing at your location or bodyblocking you?
A killer can always choose to force un-bleedout (spamming pick up for forced wiggle out), it doesn't necessarily mean another one were working with killer.
And if that's the case, that survivor is certainly reportable I think, I don't know about killer.

Because of totem spawns. Some of them are bad but on some maps they can be really hard to find and combine it with S tier killers, it would make them possibly way too strong in those situations while M1 killers would still only rely on RNG spawns.

Both sides are allowed to have powerful perks. Idk I just really see nothing wrong with it. Yeah it sucks when they use it to get to a pallet and extend a chase but that's what it's for.
There is extremely limited perks/addons that grants exhausted, exposed is also extremely limited and killers who can one hit is also limited.
A perk that limits everything onto very specific thing is ridiculous I'd say.

Wrong. The reason is that it is not the strength of the perk itself but rather what it does. For example DS/BT are meta not because they are strong, they really aren't. The reason they are meta is because they are needed in current DBD due to the majority of killers adopting the tunnel/ camp playstyle. For example I remember when power struggle was first being announced, everybody said this perk would be meta and is so abusive and blah blah blah. Power struggle was never nerfed and it is an extremely rare perk. Because it is a gimmick, a joke. How can it ever be at the same level as say DS. We would either have to A majorly buff power struggle, which would be ridiculous or nerf DS which would result in far more camping tunnelling. Now you mention some of this in your next point, however even if you think I'm wrong, this would make the game unplayable until all of these issues are fixed. People asked for years for simply a second objective for survivors and they came up with boon totems, which have had a serious negative impact on the game.
Secondly, this will allow the Devs to look at the base-game issues. No Survivors enjoys being tunneled or camped. We might understand that it's necessary, but it's not enjoyable for anyone involved. No Killer enjoys seeing gens fly and structures chain together so perfectly, the best advise anyone can give is, "Yeah, just don't chase there." By destroying the perks that mask these issues, we can finally make a game where there is a punishment for camping/tunneling because there's not a need to do so. Likewise, we can do something about gen speeds and problematic loops/maps.
Ok, but the fact is DBD is balanced for the most part. It is really only at the highest point of DBD where things get really broken, however the overwhelming amount of DBD is balanced. 2 kills and 2 escapes is the majority of matches, it is even worse in solo quee where the killer rates skyrocket. Gen speeds need to exist because killers tunnel and camp, not the other way around. If we doubled gen speeds kilers would know time is in their favour and can camp with no consequences. They have increased gen times before, this is a fact. Now you can say (ok, lets fix camping). Hate to say it but this has been tired countless times and has failed very time, either the killers exploit or the survivors do. I have made posts about this before. Now you can say (ok lets change how the whole hook system works). At that point you are changing the fundamentals of the entire game, and honestly perks are the least of my concerns..
Lastly, because of power creep. Every single meta perk (on both sides) is kind of bonkers busted OP. I'm talking absurdly good. No perk is ever going to beat out Dead Hard. No perk is gonna beat out CoH or DS. The issue is that any perk that actually challenges the pre-established meta is FAR FAR FAR too strong, see Circle of Healing.
Again, it is not the perks themselves but rather what they do that is the issue. For killers the best perk for every single killer in the game, are perks that slow down generators. Nothing is really are strong as that. I recommend you watch this joke video.

Yes it is comedy, but the point is that all the best perks for killers are gen slow downs. Nothing is important as that. So if you want killers to run more variety, then you need to remove them from the game.
Similar the best perks for survivors are perks that help in the chase and camping/ tunnelling. DH/DS?BT. Lastly healing is the second biggest time waste and thus COH. But before COH all survivors ran we will make it. If survivors don't have Dead hard they run LIthe. If killers do not have corrupt they run dead lock. If they do not have ruin they run pop. The perks are not the issue, it is the game design itself. You could nuke every meta perk to the point of being useless. Everybody will just run the second strongest perks. The perks should not be touched until the game itself is fixed.
They won't fix base game as long as they have band aid perks.

hell, there are builds out there that are catered towards facecamping - like that one time a streamer did an experiment where he facecamped from the start with perks like corrupt, deadlock, noed etc and won more times than lost.
You can't expect survivors to spend time doing bones when your playstyle boils down to "i'm facecamping lol". That's NOEDs fundemental flaw.
I think survivors just need to chase better and hook trade, bubba and only bubba can truly facecamp someone to death.
I don't think it's noed problem when it's the case.

I'll give you an example myself, a match that I had fairly recently
Killer is bubba on wretched shop.
He downs this mikeala v quickly, takes her straight to basement - she has kindred and we can see he is straight up just facecamping. So all three of us split up on gens. By the time she died, we barely had enough time to do all 5 gens with 3 people. The only reason we did all the gens in time was because at 2 gens, two of us co-oped on one while the other was done solo.
The only reason he didn't get more than 1 kill was because he was bad in chase and he didn't have noed. If he had noed, he would've easily got an extra kill there. Maybe more.
It doesn't really matter if there is NOED or not when killer is bubba, you have 120 seconds of free time AFTER first hook, and if first guy gets down super quickly, game is over anyway regardless of strategy killer choose.

Let's assume that one person chased for 60 seconds, you can fix 3 generators with 20 seconds, do two another within 100 seconds and there would be somewhat enough time to do bones.
Or just do a bone once gate is powered.

DH is different story though, killers have no counter against it, dead harding for distance can't be stopped and you have to spend more time in chase no matter what.
NOED on the other hand, can be disabled before activating and can be disabled after activating, and it's only a problem when you don't escape quickly and get hit.

CoH certainly cause killers to tunnel survivors, DS causes killers to tunnel survivors once it depleted, I don't think borrowed time has anything to do with tunneling though.
You have to use your brain and think about why it is the case, instead of mindlessly mumbling us vs them us vs them.

I've never complained about DS, I do happily eat the DS because that is still faster than 2 healthy chase + 2 injured chase.
You have to chase four times anyway, why not eat the DS and tunnel that person out?
