Map awareness is key to guaranteeing a victory. Killer mains have no grounds to discuss why survivors pick the perks they do when they are stuck in a rut picking the same perks every match.
It's the only perk that doubles killer BP. If WGLF had a decent in-game effect I guarantee you nearly every survivor would be using it.

There is no weapon, yet Decisive Strike exists. There is no rock, yet Diversion exists. Pretty sure that recovering from exhaustion while running can also exist (and has before).
That was not at all my argument. I was saying that the devs made it so exhaustion doesn't recover while running for a reason. Not realism, but game balance reasons. Exhaustion perks were heavily abused before this change was made.

They are two of the strongest perks in the game. There would absolutely be balancing issues. The devs would have to not only make them much weaker, but impossible to abuse.

Decisive Strike lets you stab the killer. With what?? If survivors cannot wield weapons then Decisive Strike and Diversion might as well not exist.

Ya know Exhaustion was actually implemented to stop you stacking Sprint Burst, Balanced Landing, and Lithe together right?
It was then changed to further nerf these perks several times.

I'd take it as 50% recovery speed outside of chase, 25% during a chase, just to help balance it out a bit.
Okay, then I should say it was changed a long time ago to not let you recover at half speed while running. Bringing it back would allow exhaustion perks to be heavily abused again.

They should honestly just remove it as a mechanic. Make escaping traps skill-check based or something, similar to snapping out of it but slower. Keeping the 4% chance to self-unhook is fine, but rework Up the Ante and maybe even get rid of/rework luck offerings.

I think just a small slowdown when he sets his traps up would suffice, so he doesn't get to just mindlessly spam them for free. Other than that he's pretty balanced, just not very fun to play against (which nerfing won't fix).

There's a reason Exhaustion was implemented in the first place. If you can recover while running then it might as well not exist.

Similar to Billy, to better position yourself before you get your uncloak boost. It could also be used for mindgames too, since survivors might think you'll uncloak earlier than you actually do.
I don't know how significant this will be in practice, but it could add some extra depth to Wraith.

Myers
All survivors slowly replenish stalk over time and EW slowly grows overtime.
Doctor
All survivors can now enter a fourth tier called "Insanity"
Doctor loses his TR and his field gets bigger. Static Blast charges way faster. Skill checks go even faster, windows will look like walls from a distance.
Trapper
There is no limit to how many traps he can hold and he will passively gain one every minute.
Demogorgon
Shred now instadowns and portals cannot be cleansed.
Demogorgon's might actually hurt you unless you're able to remove the portals yourself, since there are some situations where you want a portal to be cleansed so you can place a new one.
I actually had an idea for the Trapper that I forgot about until now. Instead of passively gaining a trap every minutes I was thinking he would just start with all of them on him.
For Doctor, I was thinking either make Tier 3 permanent or make it so you end up in Tier 2 after snapping out of it instead of Tier 1 (for the latter the shocks would also deal twice the madness so they reach tier 3 faster).
Myers is tough for me. His iri addons are already so good it's hard to come up with something better. I think your idea is pretty good though. Maybe it could even make survivor stalking unlimited rather than regenerating over time.

Well on PC that isn't a problem but I think getting an update approved for consoles is a lot more time-consuming.

Pig's guarantees that you'll have to search at least 4 boxes (more with add-ons), which gives her power a lot more consistency. But if that's not sufficient, then I guess... Ambush attacks insta-down would be a good one.
The hatchets still deal damage, they just aren't stopped by anything.

What would the differences be between the perk tiers?
S1) Better suited for an item than a perk effect. Either way it's not very strong.
S2) That sounds difficult to activate. If you go against a killer who excels in chases your perk is basically useless.
S3) That's extremely difficult to activate without Stake Out. I would just run Vigil. Then again, you could save up two charges and use the third when you need it I suppose.
K1) Kinda tries to do something that Thrilling Tremors already accomplishes, and you're often really close to a hook when you pick a survivor up. It could see use in a Mad Grit meme build or something. If I just wanted to waste less time carrying someone though, I would use Agitation.
K2) No cooldown is insane, might as well make it an insta-down. Unlike an insta-down though this would be extremely effective for camping.
K3) They changed Tinkerer because it used to effect power charge speed and that was too killer dependent. "Charge speed" is not necessarily something every killer has so you would have to reinterpret it for each killer.

Definitely not. A survivor can just go to another loop with the post-hit speed burst. If the devs are that worried about it they can just slap a cooldown on it like they always do.

Right you are. I'm on my phone so I didn't catch that. I don't think that means it's a full chapter though (hence the .5). A paragraph is a mini-chapter, so maybe that's just their way of numbering it.
The main draw of the paragraph is the "skin". His cosmetic system is unique (Hand cosmetics instead of Head cosmetics) and, of course, he is Ash. Even so, Mettle of Man isn't actually that bad of a perk, though I would agree that it could use a buff (remove the now-pointless aura reading, make the tiers 4/3/2 hits to charge, and fix protection hits). Flip flop also has a niche usage.

Borrowed Time only works while you're in the killer's Terror Radius. So if you're playing against a stealth killer of if you're asleep against Freddy it won't work.
As for Iron Will, it can be countered by Stridor but if you're having this problem every game you might want to report it as a bug. These perks are some of the most common perks among survivors, so I doubt this is happening to everyone. Otherwise, there'd be a massive uproar.

Ash Vs Evil Dead was also called a chapter. And Ghost Face was a killer and was useful. Ash has terrible perks and nothing else. It fails as a paragraph as well.

All paragraphs so far have been a single character. If anything, Ghostface is a bigger disappointment because he's treated as a "chapter" for some reason.

You can either have 56% if all 4 Survivors are injured/dying/hooked or a 33% Increase by Botany Knowledge, which you will have all the time. Nobody will run this Perk.

I just played my first PTB match and it looks like you only get the auras for 2 seconds even if they stay on the totem. So you REALLY have to pay attention.

Spirit is not a new killer so I don't see how she's part of a trend. And I don't agree that Pyramid Head has no counterplay.

Lithe should teleport you back when you use the window
And balance landing should make the stun after falling down last 20 seconds
