    ur right about No one left behind (i made a mistake when making this post) But Desperate measures simply states: "Healing", while no one left behind states "altruistic actions"

    That is a mistake in the phrasing of We'll make it. Long long ago, you could get multiple stacks of we'll make it, so if you unhooked 2 people, we'll make it would give you 200% bonus healing. But this was changed at some point, and the perk was hard capped at giving a +100% healing speed bonus. The phrase "cumulative healing bonuses cannot exceed 100%" is just a relic of a bygone era.

    Oh wow, hmm this opens up a way to viably heal to full during a chase again like old we'll make it when it effects yourself. Legion, wraith and other killers that can get easy first hits are gonna have a rough time with this.
