The new Hemmorrhage could be good if you had a build based around it.
A Nurse's Calling, Barbecue And Chili, Scourge Hook: Gift Of Pain and Scourge Hook: Floods Of Rage with Thorny Nest on Artist could potentially work, but I've yet to test it out myself

Mary's Letter is the Map Offering, not the Map itself

Didn't have problems with it on outdoor Maps, but it was painful on indoor Maps, and it's still pretty painful, but no one uses it anymore

RPD is the only Map that needs to be deleted, it straight up isn't made for DbD, and never will be.
Haddonfield can be fixed, and probably was on the PTB (console player, couldn't check it out), but yeah, it's not much better than pre-nerf, I'd say it'll probably better once Survivors know how OP the God Windows inside every house are

I'm just not sure what kind of nerf you would want for a perk so simple, like LITERALLY so simple. some people can mess up with it, and some people are god-tier with it. it's a skill-based perk. give people props for a good dead hard! stop complaining, live an optimistic life <3

It's arguably the same, if not stronger.
Every single house has 2 God Windows that have no Breakable Walls, meaning they're there for the entirety of The Trial, and are so close together that getting hit anywhere on the Map means you can just ShiftW to a house and either waste about 1 minute worth of time or escape chase and heal/do whatever.
The 3-Gen is good, if Survivors don't know how to deal with it.
There's a few bad Pallets in the middle and pretty much every Pallet around the corners of the Map are God Pallets

So, either the survivors are placing the CoH boon in the middle of the map and the killer will be able to walk beside it and destroy it within 2 seconds or the survivors are placing the boon in an area where gens have been completed, so they have to walk to it, which effectively makes healing times longer than self-care.
I wouldn't say longer, probably around the same speed, if not faster still. It's all around still more efficient than Self-Care by a mile

But really, if a Killer is actively looking for totems every time a survivor puts one up, then that killer is losing the game on purpose. When I play killer, I only snuff the totem when I walk past it, which is like 2 seconds at the most. Most times I just leave it up. I've never had a game as killer, where I was like, damn that CoH screwed me.
I think killers who focus on CoH too much is just screwing themselves. In fact, when I play survivor, and I have a killer that constantly comes after a totem, I will literally sit there in that spot and keep relighting it, so the killer wastes time with it instead of doing chases.
Then you aren't going against good Survivors that use CoH effectively.
If they're looping you next to CoH, then yeah, no wonder you "never have a problem with CoH"

This only works if the boon is set dead center in the map where everyone can get to it without walking. However, if the boon is set on one side of the map so the killer doesn't kick it immediately, then you have to take into account travel times. The average time to get to the totem AoE has to be taking into account.
I love that no one every takes into account the amount of time it takes to walk to a boon.
I've yet to see anyone account the time it takes to snuff a well placed CoH too, especially how much Gen time is wasted looking for it

That's because the killer got to the gen too late. It's completely "fair." You can also kick a gen and still find a survivor. I don't think you're using the term fair correctly here.
Kicking the Generator is worthless, especially when it can get tapped mid-chase for less than 1 seconds to stop the regression.
The Killer can't do anything if they reach a Generator that's ~90%, Survivors don't have anything like that, unless they made a huge mistake prior into the match

While Oni is very balanced, Killers should be more like Artist.
Good 1v1, good 1v4, strong Add-Ons and still remaining counterable

Chases aren't the most important things in DbD, it's doing the objective, sacrificing and surviving.
If a Killer is only playing for chases, they're throwing the game.
A Killer that plays for the objective shows more game knowledge than a Killer that isn't

Finishing a Generator is fair, doing it in the Killer's face isn't, as it's a lose-lose for the Killer.
Hit the Survivor, lose the Generator, kick the Generator and let it regress slowly and lose the Survivor, only to lose the Generator a few moments later.
PGTW is one of the few Perks that actually counters it, and is basically a bandaid fix

I don't think corrupt intervention is an overpowered perk because it takes up a perk slot that is gone in the first two minutes of the game, but having it basekit and being able to devote that perk slot to a chase/lethality perk let alone another slowdown perk is too strong imo.
If you're running from one corner to the opposite corner, yes you'll run into the Killer. If you try and go a bit stealthily, you'll be fine.
Yes, a 120 seconds long CI base-kit would be too strong, I agree, but a 45-60 seconds would be fine

Ok, Corrupt is too strong. BT has counterplay; wait twelve seconds. There is no counterplay to Corrupt, other than waiting it out, but this gives the killer enormous leeway in the early game.

Going sheerly by perk strength, I actually have to agree there. Though, I have to assume it’s not going to be the full duration of BT that’s becoming basekit. Likewise, I think something like Corrupt as basekit would just be a band-aid.
(Though, I must also admit I am rather tired rn, in multiple ways. My comment was a principal thing more than anything.)
I don't really see a base-kit BT being anything other than 10+ seconds, as anything under would be too short

Either slow the early game by blocking Generators, or slow the early-mid game with 5 Totems, or less, depending on the Survivors

Better than 20 minute-games. Where the Legion just takes 3-4 Slowdown-Perks and you have to press M1 even longer.
And at some point it does not matter that they are a M1-Killer, because if the game lasts long enough, the ressources are gone.
Fair enough, but I still haven't seen a single Legion game last long enough to the point where resources are gone

Legion is not "unbalanced", they're still D-C tier Killers.
Legion just got buffed, of course they're going to be seen a majority of the time, just like when Boil Over was buffed to it's abuseable state

If that the case, damn is that a misleading and wrong statement that the perk is used only 2.3% of the time.
First of all you don't factor in that the perk can only be picked once per survivor, so the max amount of coh per trial is not 16 but 4.
So the correct value would be roughly 9,4% of all survivor in your games use the perk.
3/(4*8)=0,0938
And to make matters in this argument even more irrelevant, you only need this perk once in a trial as it works for the whole group even when only one survivor has it. It's not like dead hard or DS were everyone brings it for themselves and only can value for themselves.
Final point, you had (without the two edits) coh in 3 of 8 trial which means in 37,8% of your games for that test group.
