Removing perk tiers is not that easy. Perk tiers are tied with all the perks in the game and what they do. Synergize, cooldows etc. So they have to do a complete overhaul.
My suggestion is to reduce item/offering/add on BP prices, retire some completely useless cheap or expensive offerings such the purple Murky Reagent (6k bps), purple Shroud of Binding (6k bps) and more.
Just do something to make us save +20k bps per each bloodweb than the current one.

Because some of their influencers (aka killer main streamers) think that killer is "not the power role" for some reason and complain until the stream is over.
Whatever the streamer says guys.
That's why we see everyday threads like:
This streamer said that.
This streamer discovered the best build.
This streamer says swf is busted.

So many forced slowdowns to make killers life easier without moving a finger.
In the next patch killers will walk 10 meters and 5 gens will explode and instantly lose 15% of their progress.

I mean even on the survivors screen the swing animation was nearly done and you can get hits at the start of the animation. That should have 100% hit. Also the new system is supposed to work in favor of the person with better ping but no matter how many times I swing before they drop the pallet and I get the scream, they never get injured despite having better connection to the server.
BHVR should hire you.

A lot of them they play scummy with the head traps. Body blocking Jigsaw boxes, tunneling and crouching to lose chase until you die.

And what is your problem exactly? Basically you're saying people who don't use slowdowns are getting destroyed which is not the case.

If the guy said nothing in End Game Chat and the guy went to his stream and the streamer said ######### off the in game report probably doesn't mean anything, and because the streamer just told someone to ######### off I doubt BHVR cares too much, there are a lot of players that go into others chats to gloat about winning when the person has moved onto the next game.

Im doing very good pretty much without slowdowns and Im proud. Survivors also acknowledging that Im not the boring 4 slowdown killer.

They're not even comparable. 90% of Killers need slowdown to make the game last more than 5 minutes, and all slowdown Perks are counterable. Dead Hard isn't needed to play, nor is it counterable when used correctly
No, they don't "need" slowdowns for being good.
I only use pop sometimes on weak killers and corrupt on Myers. Haven't use Ruin like over 3 years now. I'm not addicted to slowdowns, I learnt the difficult way and my games aren't 5 mins because I adapted long time ago.

Pick your indoor map, add ons: Coxcomber clapper for silent bell, The Ghost - Soot for supressed red stain for 6 seconds, or Blind Warrior for Sloppy butcher effect after uncloaked hit.
And obviously lower your mmr a bit.
