Do newer frosty eyes (e.g Blight's, Trickter's and Twins') get released to everyone after some time?

Title. I was inactive during the 4th anniversairy (despite having the game during 2019!) and me not having the frosty eyes is a terrible dent in my collection of cosmetics. Anybody know the answer?

    They releasing some rift cosmetics after 6-12 months. Not all of them.

    *Edit: I don't remember if they're rift pieces.

    If I remember correctly, they were given out as part of the winter events.
