The moment one person goes down, you win. The survivors see that you injure someone else and try to find the slug, but they can't because they don't know where the slug is.
They're not in a SWF. They have no possible way of co-ordinating. If they somehow manage to find the first slug, the second one is down and you're on your way back. Slug goes back down, you probably got some free hits, now it's just a game of whackamole. Knockout makes it take forever for them to pop up, they're permanently injured, no-one is doing gens because that's the power of slugging everyone. Someone usually bleeds out in this sick and twisted carnival game, but don't mistake the duration for difficulty.

I've played against Knockout, it's not nearly as hard to deal with as you're framing it. I know where the survivor went down because I (and everyone else that plays high-rank survivor) keep tabs on the killer's location. If I don't see an aura, I go back there and run around listening for groans.
I have literally never lost a game to this perk. Both because it's rarely used and that the counterplay is simple unless you're on a labyrinthine map like Lery's

You really, really don't want to think about how little solo's can deal with mass slugging, do you?
If you did manage to do that, you absolutely deserve the win because that's an exceedingly rare outcome that only happens if the survivors all have 2 perception

You're telling me that you went on 4 chases, 2 hits per chase, and downed all 4 before a single survivor was found? You know how unrealistic of a scenario that is?
If this was a thing, knockout would be a LOT more popular than it is. Fact of the matter is that it takes too long for an M1 to get enough downs to win this way. If it worked on all hits and you said you were playing Oni, I'd believe you. But it takes a true potato to lose to a Trapper this way.

If you're close enough to see the killer, you're close enough to get lit up by IF.
Stop pretending there's any skill involved. Knockout is a perk designed to take away any semblance of skill. There is nothing a solo player can possibly do except get extremely lucky and be in the right place at the right time on an extremely open map like Blood Lodge. There is no skill involved and that is an extremely rare scenario.
If what you're saying about this perk is true, then I can load into a match and get my 4k just by running around m1-ing people and leaving them on the ground
But I don't. Because it's not a good perk. Because everyone still knows where the killer generally is on the map and where the chase happened, then they can go to that part of the map and listen for groans.
Stop pretending this perk is so much better than it actually is. The killers that are actually good at slugging have no use for it, so those who ARE using it are only gaining a slight time advantage by having a survivor on the ground longer than they normally would be.

Not how solo works.
You cannot see anyone who is slugged. At all. In any way. There are no tells or perks that avoid this. You cannot see anyone.
So the killer doesn't waste time hooking anyone and instead leaves everyone to bleed out on the ground because no amount of skill can ever overcome being completely unable to tell where anyone is in a game balanced around teamwork.
You always have a general idea of where the survivor was downed, because you know where the killer came from

This is a completely normal statement about mass slugging solo's with Knockout. RCPD has nothing to do with it.
To be mass-slugged with knockout, you all have to manage to get hit twice before anyone gets picked up, as it doesn't work with chainsaw killers

If you're running Plunderer's and Appraisal, you've got a 43% chance of finding at least one usable key, which means you just win even if you give the killer the most unbeatable gen setup.
I am the only person I know that ever uses plunderer's, please be realistic.

One thing that I 100% agree with you is about the fog, lore-wise is probably one of the most important factors, since the characters are literally taken by it, so I don't see a problem by making the fog more THICC.
Now about the moon bouquet...personally I wouldn't mind coming back, but we all know that those little monsters would be practically invisible with them lol.

My winrate as a low-tier killer in red rank was still higher than my winrate as solo surv.
SWF is just a cakewalk because the game isn't balanced around it.

There's a lot of would-be-good perks he can't make use of because the balance team loves to add "basic attack" as a rule to anything with potential value
Only about 1/4th of killer perks are actually useful, and the pool that are useful to Blight are even smaller.

Yes it is. Experienced PC players can hit great skill checks virtually 100% of the time, but experienced console players have to settle with goods a lot of the time or risk blowing up the gen. The skill checks don't stutter as much as they used to, but they're still worse on console than on PC. L1 is not a precise button to be hit at an exact moment, at least when compared to a mouse button or a key, and even if you changed it to another button there's pretty much no console buttons that are extremely responsive. There's a lot of "oh, I pressed it too lightly so it didn't register" or "I pressed it harder this time but I still hit a good instead of a great because I took that extra 1/4 second to make sure I applied the right amount of force to the button".
Unnerving Presence funnily enough makes me hit greats more consistently because the great area makes up like half of the entire smaller skill check. But beyond that, I can expect a lot of missed skill checks and good skill checks, when I'm clearly trying to be as accurate and perfectly timed as possible with my button presses so I can get the great.

The sad thing about half of the bad perks is that they could be good if they didn't have tacked-on limitations (IE every Deathslinger perk, Blood-Favour, ToT)
BHVR really hates the idea of simple perks being left alone

Coulrophobia is an awesome perk, I use it pretty frequently. They say it's only good on doc, but combine it with Sloppy + Distressing on almost any killer and you'll find it to be an excellent slowdown build.

Play with Aftercare dude, you'll actually wonder how they managed to rank up. You'll be getting chased and your teammate across the map will be Urban Evasioning behind trees, or Self Caring in a building. Seeing my teammate's aura genuinely makes me want to quit this game.

Okay, I have not once over dramatized this perk once so ever, I never screamed and shouted that this perk needs to be nerfed, not once in this discussion. I just noticed that you can do more plays with Decisive than you did, you chalked it up to being useless while I noticed that you can still make decisions if executed properly.
Which I experienced. You say it's anti tunnel, I say I got jumped scared when I suddenly get stabbed by a downed survivor I didn't realize I already hooked.
I've had people make really nice plays with this perk, just because they thought about it and I've met several others who made poor decisions but still got to make some nice distance.
I'd be over dramatizing this perk if I said it's op, which I haven't. Not once, your argument would hold more ground if I did, but I remind you: Have not.
Again, you said it was "now-forgettable." I still think it holds merit, a good merit, a healthy merit.

I'm stating that's it's odd how survivors riot at the second chance perk killers have, but expect us to be blind to their own. You can clearly see the bias views of some of these people.
But, we'll hold off on that. You berated me for "dramatizing" Decisive, yet I never read you saying anything about Dead Hard. Strange. Very, very strange.

Dead Hard is a legit crutch for survivors so I didn't argue it. What, am I supposed to argue on behalf of all things survivor now? Because I don't think DS and NOED are equals?

When you deal with a compotent team you'll run into someone who make you accidentally take the bait, I've fallen for it a few times, some were dumb, but others were actually well played.
I want to reiterate something I think you missed by accident. No, I personally do not believe these perks should be nerfed. They should be left alone. I may have an bias opinion on other stuff, but these two are fine.
But, what urks me is the argument that's being made about NOED being a stupid OP second chance that rewards poor play when Decisive and Dead Hard rewards you with poor play as well.
Difference about one of those is that one of those perks can be used multiple times a match.
Yes, tiny inconveniences. The survivor has to waste their own time not doing the objective in order to bait you with DS, and it's your own fault if you fall for it. Stop dramatizing this now-forgettable perk.

It's designed to do that, yes. But do people follow it up to It's word? No.
I had a game where I "tunneled" an individual by accident and ate a Decisive because they had an inner strength set up.
I had survivors win the game just because they were "tunneled" I had survivors save other survivors because I "tunneled."
Yes, it was designed to be anti tunneling, but you will always run into someone who will purposely abuse the perk.
This isn't "whataboutism" this is just day to day stuff you deal with as a killer.
They ways you can """Abuse""""" DS nowadays are tiny inconveniences to the killer, any meaningful progress automatically shuts the perk off

It absolutely destroys solos because no one knows how many totems have been done, and no one would waste a third of a game hunting dulls on big-ass maps.

But for reals, Myers needs a buff to his power and possibly a ground-up addon rework.
Make him able to multisuck and get rid of the suck limit.
Stop giving him backhanded addons with huge downsides.
Also get rid of the mori addon. It just makes everyone in the match depip.

You can lose killers way more effectively with other perks, don’t need lightweight, especially since many maps are open and you don’t need scratch marks to track survivors.
Hardly ever get into a situation where I say ‘damn, I wish my scratch marks lasted 3 seconds less’.
I get into situations every day where I'm thankful for Lightweight + Lithe. You know how hard it is to follow feint scratch marks through cornfields? How about the indoor maps, where there's 3 possible ways I could've gone? Or swamp, where I could've stopped and crouched anywhere? Plus, there's the option of doubling back on your scratch marks for even more confusion.
I don't think you gave this perk fair consideration.

Seriously, how do you get downed that fast when the game gives you a speed boost after every hit? It just tells me I'm either getting hatch or getting hooked because I'm in a lobby with dummies.

Lightweight is at least B-tier, you can lose killers very easily using that perk around corners
It also has obvious synergy with exhaustion perks

No. You can still be opening an exit gate while being tunneled, it happens all the time as a last-ditch effort for a losing game. People frequently jump through a jungle gym and try to make progress between loops as well.
