You're playing a horror game, where your main objective is to repair gens to escape. You're meant to be on the edge of your seat, holding onto that gen as long as you can, wondering if the killer is going to suddenly appear and kill you.
I'm personally having tons of fun playing solo survivor. It's killer that's boring.
Running around and around and around a safe pallet 50, 100, 200 times because the survivor refuses to drop it unless they're 100% certain it's going to smack you in the face.

I posted buff ideas for a few of these perks once before
Bite The Bullet
Buff: All survivors within 8 meters from you are affected by the perk and it lingers for 15 seconds when not in range anymore.
Solidarity
Buff: Increases self-healing action speed by 10% and for every teammate within 16 meters range from you another 10% is added to a maximum of 40%
Resurgence
Buff: Increases to 75% when unhooked in the struggle phase and automatically 50% of health when recovered from dying state at any time.

I just rush to the killer, do the same and move on with another match

Trapper
bring the addons:
1-to start with all your traps with you but you can't pick them up
2-every 30 seconds a trap is activated by itself
Place 1 trap right below both exit gate switch and thats it, never place any other trap
Build: No Way Out, remember me, Terminus and another one of your choice (maybe Pentimento)
If all go well opening the gates will be hell

For DBD, I think you do it by verifying your game files. Right click it in Steam and go Properties > Local Files > Verify Integrity of Game Files.
That said, I haven't had this issue before, so I might be wrong about this being the way to fix it. I know this is a fairly common issue that happens when your computer still has the old image saved and never loads the new file as a result.

I cleared the download cache on my steam client, and still the same

How is hook trading and doing gens not the correct response to a 'down one then camp' Killer if you want a 3E or 4E? What kills survivors in that scenario is the hiding in bushes by the hook or the unhooking too soon.
Go do gens, when a full hook stage is almost expended hook trade, repeat, have 3 to 4 survivors make it through the exit gate. If a Killer is staying by the hook, you punish them by doing gens.
Then its a cannibal or any other insta down killer

I might be wrong, but if survivors are oblivious, they can still see the read stain, since both the terror radius and red stain come from the killer and not from the survivor. Only if the killer is undetectable that they lose the terror radius and red stain.
EDIT: Yep, I was right. This is a screenshot of a game I had yesterday. I was affected by Plaything and the killer still had the red stain

Sure 99% might be an over exaggeration. But think about what you are saying. Right now people have an out if been camped they can kill themselves on hook if they want and the reason they do this is because they don't want to just sit on a hook for 2 minutes. Now your saying to double that time at least and leave the out and survivors aren't just going to take the out all of a sudden there going to be ok doing the same thing they had a problem with but for even longer. Well be right back in the exact same situation but instead of running 4 perks your run 3 with one been pointless.
Can't convince me, at all. You are basically saying "why feed 2/3 of the world if the other 1/3 is still dying of starvation?" Makes no sense, sorry.

Thats my exact point I would be like the perk didn't exist. Survivors already complain about been stuck on the hook for 2 minutes and you think there just going to be ok sitting there for another 2 minutes. Nope they will opt out 99% of the time making the perk pointless.

That would make the perk completely pointless. The perk is made to give the survivors extra time to do the objective if the killer is camping. If the hooked survivor can opt out as almost every survivor would you would be right back into the same position when the perk didn't exist except now you only have 3 perks to play with.
The perk was nerfed because survivors were using it to grief other survivors instead of using it ro stop camping. It reminds me of when the devs tried to pause the hook if the killer was in a certain distance survivors just abused it so the could hang just out of range pausing the timer forcing the killer in a lose lose even when not camping.
Lol absolutely not. The survivor on the hook knows Reassurance is activated and their teammates have time to do objects or plan the unhook. Survivors can kill themselves on the hook right now if they want to. Lame excuse.

Being on the hook is still playing the game. Part of the survivor gameplay loop is that you will have times where your actions are severely limited.
I get you dislike camping, but it's a legit way to play and the devs are never going to make it completely impossible to camp. You just have to accept that or go play a different game where you can't be camped.
legit way to win you say? With the right killer and the right build its impossible for survivors to escape

You simply cannot have the ability to completely stop the hook timer indefinitely in the game.
Besides Reassurance is fine anyways. I've seen it used many times to much success.
If the killer is camping, they are not playing the game
If the survivor cannot be saved, nobody is gonna be able to play the game as well, since a survivor will die in 2 minutes making it harder to escape a match (if the camping happened at the beginning of the game)

You aren't solving the problem, you are just punishing the survivor being camped.
It simply should never be possible for hook timer to never progress, because all that will lead is to griefing. Which is why reassurance no longer allows it be to stacked infinitely.
If they are giving up because they are being grieffed then, well, too bad. Should have not grieffed in the first place. Should grieffing not be punishable?
There is no excuse. Only camping killers were unhappy about original Reassurance. Nothing will change my mind.

It was changed because it was a griefing perk. It still does the job at dealing with camping by giving the team more time to pull off a save or finish a gen.

The perk on the ptb was just a griefing perk.

The tunneling solution is to make killer lose bloodpoints and exp points if they down/hook the same survivor back to back in a short period of time

6.1 was a failure because it promised to address tunneling and camping however it made both even stronger
