If you encounter a cheater, please report them using the in-game system and open a ticket here using the chat bot at the bottom of the page.
The ticket will require video evidence, so you can attach the clip or, if it's too heavy and you are not able to attach it, upload it as Unlisted on YouTube and post the link in the description.

As others already pointed out, that behaviour is bannable.
To report the player, please keep in mind in-game reports are mandatory for any kind of offense, as they flag the match for Support, then you can go here and open a ticket using the chatbot at the bottom of the page.
For this offense video evidence is required and if you are not able to attach the file to the ticket, please upload it to YouTube as unlisted and post the link in the ticket's description.

If someone works with the killer, you can report them and I can assure you Support does not ignore them, however you need to report properly.
Please be sure to flag the match using the in-game system, then you can open a ticket on Support's website using the chatbot at the bottom of the page and keep in mind that for this kind of offenses you need to have video evidence.

Yes, however it still says that I'm an applicant. It also won't allow me to view any news sections unless I log out.

Punishment of the Damned does not inflict Torment, those changes that were tested on the PTB were reverted when 7.0.0 hit live.

That's also the reason why it's always a good idea to report unintended behaviours, could just be an issue with a description or a number change that didn't make it to the patch notes, etc.

I can also provide video showing framecount where it's clearly visible, that it takes 3s instead (I have done so already in one of the threads). Or if you want, I can create specifically bug for it - as it's true I left this in feedback section only (because I was suggesting change to make this description actually true, or to split difference to 2.7s instead)
I'm not blaming the community, I'm simply stating that the numbers changing on the Wiki don't always reflect changes happened in game.

As Alionis already explained, the wiki is ran by the community, if they change descriptions or numbers it's because they might have noticed their numbers were off.
Now regarding the topic at hand, if you notice an unintended behaviour, could be a bug and it's worth reporting it.

Just a question, but why isnt it possible to at least have access to the character's bloodweb and customization?, not me specifically, but im pretty sure most Wesker mains would at least like to be able to get some Cakes for him.
I do not have an answer to that, I'm afraid, hopefully it's something that can be done in the future.

I'm going to reiterate this, since it seems like people are misunderstanding the situation: Wesker won't be re-enabled for the START of the event, because there is not enough time for the fixes.
This, however, does not mean he won't be enabled during the event, as Mandy explained here:
