The ONLY real disadvantage would be framerate. Which is HUGE, and a good enough reason not to do it, but it's still the only reason.
Survivors who use a controller can do literally everything survivors using KB+M can do, and just as well with no compromise (you can't moonwalk as easy, boo hoo). They are not at a disadvantage because of their use of a controller as a survivor, and therefore would not be at a disadvantage facing PC killers.
Killers using a controller would be in about the same spot they are now on console. They would be limited, but there wouldn't be anything different for them.

You can use every perk, but there is limited amount per lobby. If you read the rest then you would realise that it doesnt matter if the first 2 sentences are true or not...
TLDR You get a huge advantage, so be prepared to pay for it. Its not a punishment, its a trade
Not allowing people who are just playing with their friends to use any perk they want after they earned said perk, simply because they are playing with their friends...not a punishment.

Honestly - my media PC with a 980 from 6 years ago in it runs DBD perfectly fine at 1080p on Ultra. I get that DBD isn't the best optimized game out there, but if you are getting 20fps, I don't think it's a game problem. It's PEBKAC.

They can use perk they want to, just not 4 copies of every perk. SWF can coordinate their loadouts as much as they want, and this leads to perk combos that are humanly impossible in Random queue. Blocking having more than 2 copies of the same perk per SWF, means that they still can do strong combos, but no longer can do 4x the same op loadout.
SWF shouldnt be able to do such thing because its puts bith killers and Solo surviviors at disadvantage.
If you get a huge advantage which is coordinating loadouts (even without comms) then get prepared for restrictions so that you dont ruin the fun for others.

Imagine thinking a Hex that is lit from the start of the game, and notifies the survivors it's active, is in any way good for end game.
This is how you know the devs don't play their own game. They called a hex perk an end game perk.

It is, but forcing SWF to have different loadouts is a fine solution to me. You have information about your friends perks, so you can coordinate it however you want, and that puts killer at huge disadvantage
Forcing them to not be able to use perks that want to use is punishment.

That scenario really isn't survivor bias. Run remember me if you don't want them to open the gate quick. Or open it yourself if you want a blood warden play. I agree they do show survivor bias a lot of the time, but in this case, you do have all the tools you need to fix your own problem.

Even as survivor I hate when other survivors 99 the gates. If I see a team mate 99 a gate, I run up and open it. I've died more times because of that stupid gate 99ing crap than not.

Speculation, sure. I even stated it was a theory (so your post accomplished literally nothing, which shows me you only read one post). But it has backing to it. Killers actually quitting and moving to survivor being one of them. So it speculation, but not unfounded like literally every other theory.
I provided logical backing. Provide logical backing for other speculative theories.

I mean, it's 100% true. Killers will punish all survivors for this. They will be forced, if they want even a chance of having fun matches, to run one-time use perks like unbreakabill, or perks like no mither that put them at a disadvantage. Other way, slugging, camping and hard tunnels off hook will be a meta.

It seems like it, doesn't it? There was a thread complaining about Freddy a few days back...the top complaints on him were:
- He can't be looped. - Yes he can, just loop him differently.
- Freddy players don't meme (yes, this was a real complaint)
- "He has gen pressure" - Yep. You read it right. With ruin gone it's time to start attacking killers with gen pressure.

The only cheesy Killer Tech I know of is the "Grab Happy Doc" exploit where you enter treatment mode and spam M1 as fast as humanly possible for easy grabs. I used to do this all the time to win hatch standoffs.
It's being removed with the doctor rework sadly.
And even then, it wasn't even a tech. Everyone knew you could do it. Besides, it was always more effective (and easier to pip by) shocking anyone and not allowing them the unhook rather than grabbing them xD

What "killer techs"? The issue with comparing this to killer techs is, none of them are unfair nor do they leave the survivor helpless to do anything about them.
The hook exploit is not a tech.

Oh they are. It just won't be fixed until mid-june, going by their track record. Last time this exact same bug happened, that's about how long it took. They only tend to fix them quick if they annoy survivors.

It's not punishments, in the 3SWF situation it's a buff to solo and killer. In 4SWF it's a slight restriction and a buff to killer. there is only punishment for 4SWF that all use the meta perks.

It's an observable thing on these forums. Nurse was gutted, when all that needed work were her addons....Oni was nerfed literally days after he was released. Thankfully BHVR realized how shady that was, with the bait and switch garbage and are buffing him again. Ruin was complained about endlessly (nobody was talking about Billy or Freddy), and now it's being basically removed in it's current form. Now people have moved on to killers who can actually pressure generators.

To me, it seems more like "Ruin is finally gone. Time to complain about killers that have map pressure build in". Freddy has been a big subject of complaints too.

One of the silliest things I used to do was complain that Hillbilly was overpowered. Then again, I also complained that Wraith was OP when I first started. So I had the typical newbie mentality.

It was never "instant", even with tinkerer. It was still "possible to juke". Doesn't change the fact that both the old and current instasaw are for billies who aren't good with their chainsaw.
You're aware the charge time doesn't have anything to do with how to actually chainsaw, right? It literally just makes it so survivors need to keep their distance. It doesn't help with steering, it doesn't help with anything other than close range hits.

I call instasaw double charge addons, because the charge time is ridiculously low. It's sort of possible to juke, but wayyy harder than normal, and way too inconsistent. Also, it's very very easy to use.
It's not "sort of" possible to juke. It's extremely possible, unless you're caught out of position. In any case, insta saw isn't insta saw. It died with tinkerer.
It's just a faster saw.

You get more towards a pip if you do your objective than you do escaping. I commit to the gen all the time, even if it means I go down or take a hit.

All you have to do is know how to keep your chainsaw rev'ed up, and let go when you are near a survivor. I litterally played Hillbilly in green ranks during rank reset, and... I dominated. Like yes you wont dominate every game. But it is the truth that Hillbilly is an extremely strong killer.
EDIT: I decided to edit last minute before I get bashed on. I only have 2 perks equipped on Billy. And barely have any addons on him. I never even bothered to level him up much. So before you tell me "Did you use NOED" or.. "What Addons?" I litterally have the starter kit and that's really it... hes pretty easy.
He's strong, yes. But not overpowered. He has counters, and weaknesses, that are easily exploited.

De-sync, or hitbox issue. It's stuff like this that leads to frustration when playing against Killers like Billy more than anything else. I mean it happens with other killers as well. But they are also not nearly as mobile, nor do they have one shot potential. (For some reason it seems to happen the most with Billy in my case) Instead of the killer being OP. It's just frustration over not being able to afford any mistakes, and stuff like this happens. You can't trust the games mechanics and are heavily punished for it.
Unfortunately, when it comes to "hitboxes", they will never be fixed completely for that reason. It's the same in non-LAN shooters as well. It can be remedied and minimized as much as possible, but it's not possible to completely fix it.
