Nope - Those are both perks that anyone can use.
In the future, and especially post patch, you'll want to Tunnel/Camp the BT user to prevent this scenario.

It's entirely possible that they're in a scenario where being found is anything but impossible, but it's still a combination of the actions from both parties that lead to diacovery/chase.
Losing the chase is on the individual killer/survivor, generally (though some coordinated players run interference, but killers can circumvent this).
Getting picked up also has some team based counter play, but aside from perks and obvious pallet crawls (which are 100% the killer's fault if he takes a stun), it's generally on the remaining 4 active players to determine if a pick up occurs.
Barring DS, the same can be said for carrying and hooking.
Afterwards, if the killer is camping, survivors and the killer all contribute to the outcome, regardless of whether the majority of the forum is able to grasp and cope with this fact or not.

Why not meet in the middle?
The hooked survivor is responsible for their own gameplay pre-hook, but both the killer and remaining survivors determine whether or not a save occurs, regardless of how safe/unsafe or fair/unfair it is for either side.
Or you both could meander on with your circular reasoning and dialogue.

I can give you 3 reasons:
As a killer i try to provide the best possible game expirience for everyone.
I am confident enough in my skills to catch the guy again after he healed to full.
From a gen pressure point of view its better because a player healing isn't a player doing a gen. a good team will punish you for proxying and tunneling. the are just going to do gens and save last second.
You can be respected and feared by your opponents without playing like a sweaty tryhard piece of human garbage.
It's always nice to see posts using terms like "sweaty tryhard piece of human garbage" get upvoted.

I'm really concerned about the lack of details on a rework that has been talked about FOR MONTHS.
With the way Devs respond to any questions regarding this rework, I don't think any progress has been made at all

A lot of people enjoy playing Freddy due to his uniqueness despite being low-tier, just like a lot of survivors hate facing him despite being low-tier.
This somewhat unique scenario could allow for feedback on proposed redesign ideas from both sides of the game to help with balancing both his viability and fun, but instead we get.....silence.

Reduce Hatch BP to 5K, give the Killer the "bonus" 2K.
Survivor escapes, Killer gets compensation, everyone's a wiener.
This would also provide a hefty incentive to "hit it and forget it" during a Hatch standoff.

Dear lord man you pretend like the devs are purposefully giving killer mains the middle finger. So they made a killer that isn't as viable. Happens. Both Clown and Spirit, the last two killer, turned out to be viable, especially Spirit.
Plus we should still wait and see how he plays with the new changes before coming to final conclusions. I still think he might be better than some of the other killers in the game.

I played DeathGarden since beta, bought it day one, left after instant shotgun nerfs and refunded.
It had a lot of potential, but suffered from very poor optimization and instant nerfs at launch. -

This is why no one takes Survivors seriously.
Camping is staying around the same hooked survivor for the entire match, its not the same as going around him a little bit to ensure no one is gonna unhook him as soon as you leave the hook. I've never been called camper for doing that. -

I 100% agree that it sucks to be the current weakest link and targeted, but that's completely irrelevant in terms of killer efficiency.

Ok. I will try to explain this in simplified terms and even pretend I am standing fairly close to the hook at the time of unhooking.
Person A is hooked.
Person B unhooks them.I'm going to go after Person A.
Person A gets DW after the first hit.
I hook Person A after downing them (2 Hook States Down) because I won a full chase again (possibly extended due to DH/SB).At this point, when Person A is rescued again, as a killer, I may as well remove them from the game given the time investment spent on them, assuming they are evenly matched to my own level of play.
After this, if I have the opportunity to remove the BT user from the game, I am going to, in order to prevent the extension of future chases after any unhooks that occur within my terror radius.

Yeah. I was especially distraught regarding the difficulty of killer when I made a previous topic (locked, obviously), demonstrating that you can just camp your way through all the ranks as Leatherface, stress free.

A killer who can sprint at 120% speed and vault pallets.....yeah that's going to be an easy one to balance.
See I still don't get that. Who cares that he can vault pallets? All he can do is just hit you and drain all his power while you lose a small chunk of a timer that doesn't even go down while he's chasing you. Its not like you can vault the pallet, cancel the power, and still hit the person - they're long gone on the other side at that point.
Other side of the map...or pallet?

That is ridiculous. If mend ticked down fully while mending you'd be buggered. You'd have what, 20 seconds in which to get away from the killer and fully heal? and it takes 15 seconds to mend. So you'd have 5 seconds in which to run away and find a place to mend fully.
Sounds like a well-thought out mechanic all around, sir/madam!

I'm not going to disagree with that.
A killer who can sprint at 120% speed and vault pallets.....yeah that's going to be an easy one to balance.
To be 100% serious for a moment, I was really excited for the new killer, their lore, and power.
After playing the PTB at only Rank 5-ish, boy did that fade

Dude if they are in the middle/outer range of your TR Its your fault. You cant just leave the hook if you know someone is gonna go agressive on unhooking.
How do I know this on Hook 1?
I guess the best solution is to stay near the hook

That works if you're immediately next to the hook, but at that point, if you're set on facecamping and there's just one rescuer, you'll grab and insta-drop.
If there are multiple rescuers, it can get a bit more tricky with the new hook-breaking perk, which prevents grabbing/downing a rescuer and trading them on the hook.
You DO NOT HAVE TO BE DIRECTLY NEXT TO THE HOOK for Borrowed Time to activate, you know.
You may not even be facing the hook when it happens.
