As for Decisive Strike, if you have to wait a full 60 seconds, that's because you're tunneling someone immediately off the hook. The perk is designed to prevent that, so of course it's going to be very punishing. If you had chased someone else and returned, their timer will be almost up and you'll be able to wait it out in under 10 seconds. It's fairly easy to avoid.
Borrowed Time, I'll let y'all debate that all you want. Again, it can be mostly avoided by not going for the same guy and instead hitting the unhooker. If you hit them before they get the unhook, you can hit them again right after they finish the unhook and you'll still have someone on the hook in the end.
what you don't notice is that these perks can be abused beyond the "just dont tunnel"
ds allows the survivor to play recklessly without being punished
bt allows free bodyblocks
please aknowledge why these perks are a problem and fix them please :)

I actually want BHVR to have some kind of competitor so they would actually fix stuff more frequently.

You know the funniest thing?
They buffed the stun duration of DS because enduring made it completely useless.
Then after they nerfed Enduring they didn't even revert the stun duration of DS.
And now it's the strongest perk in the game, easily abusable, unfun for killers.

Why run mediocre perks when you can just run the 4 best?
Ds grants you 120 seconds of no hooking.
Bt grants you free bodyblocks. (can't even tunnel the person that blocked a hit with bt because they have ds lmfao)
Dead Hard is too versatile.
Adrenaline grants free wins if you have a coordinated team.

More bloodpoints is cool and all, but it's will be a more stressfull game for the killer.

That's the spirit.
No need to play against survivors that know how to abuse bad game mechanics like generator speeds, and that use the same 4 perks every game.
Either bhvr changes something or red rank survivors will quit the game because they won't find matches.

For example, sure, we could take Prove Thyself and make it buff repair speed more, and we could take Resilience and buff that to ~30%. People would use them, but is that good for the game? As far as meta goes, there's always going to be some people out there who use whatever gives them the best chances of winning. To each their own, if that's your style, you do you. We'll do our best to make sure that there's no single perk that's too crazy, although we can't exactly change someone's mind if they're dead set on something being the best and wanting to use it.
deceisive strike is the most used perk in the game, it rewards players for doing mistakes, jumping into locker has no counterplay except wasting time, unbreakable + DS especially doesnt have any counterplay

It's the devs job to fix this game.
Community gives enough feedback from both sides.

Survivor:
Favorite: Fixated; very fun to play with, the walking speed increase is very handy
Most Hated: Deceisive strike; very bad designed perk, needs adjustments, it rewards bad players just like noed
Killer:
Favorite: Monitor and Abuse; terror radius modifications are fun and can throw survivors off
Most hated: Ruin; sadly required on most killers to stand a chance against decent survivors, also makes the game more rng

Actionspeed penalty for people that play in swf groups, simple as that.

Swf is always a straight advantage over the killer, no matter what kind of people abuse this.

The top mend time with Legion's two addons was ridiculous. So we considered, "What happens if we reduce mend time across the board?" Borrowed Time gets a buff, Legion gets a bit of a nerf, and some other things showed up on the list. We decided it was worthwhile to hit it across the board.
As always, we'll monitor the effect that has on the game, and act accordingly in the future.

This perk is 99% on every surv at high rank, probably best perk next to ds for surv.

Not sure why survivors get free escapes especially on maps like ironworks where it is located in the middle.

It's good that there are some killersided maps.
After all survivors have unbalanced maps like bloodlodge, thompson house, haddonfield, ironworks, rancid abattoir etc.

Hit 'em and slug them. If you're not actually chasing them off the hook, the timer will run out in a few seconds. Even if they hop in a locker, a few seconds go by and you can grab them right out. If you are chasing them right off the hook, you'll have to wait a full minute, but the perk is doing exactly what it's supposed to.

why does it still work after the killer hooked someone else? thats not tunneling at all.

i remember how balanced this game with the first nerfed version of ds, now its just boring and in every game, stopping the momentum of killers that perform too well
