I've felt the pain of the rare spotty internet before. I've been banned from other games cause my laptop started to act out suddenly and shut down one to many times. I like the start of it being a slap on the wrist. But maybe you're right. The first should be a ten or fifteen minute lock out.
Correct. If your internet / laptop are bad enough that you consistently get the lockout it shouldn't be an hour ban
It should be permanent, if you are consistently ruining the game for four other people because your internet or laptop are garbage then go play singleplayer games. Alternatively you can get it fixed so you are not getting banned for ruining other people's game constantly

It's not only a lack of punishment, disconnecting is actively encouraged. The only difference rank makes is that the higher it is the longer it takes to get into a game. You are rewarded for disconnecting by getting lower rank which gives you lower queue times and because the ban system either doesn't exist or just doesn't work the only thing you get for disconnecting is a reward

I posted my idea for a fix about a month back, I think it is time we revisit it and try and drum up more support for it.
The first half of your suggestion is whatever, I guess you could implement that and maybe it would work, seems fine
For the second one: Blocking people out of queue for 5 minutes is NOT enough
It should be MINIMUM an hour. If you have a legitimate reason to disconnect (for example, something is on fire) then the situation is unlikely to be resolved in 5 minutes. Make disconnecting hurt by having the minimum be high enough for people to care

There should be one-time killer-only "vaults", such as walls that the killer can break down and go through or something like that
More or less accomplishes the same thing as what you suggest if the path it opens is big enough, for example on Gas Heaven in the big wall of cars

The only real problem with MoM is Killers who cant do that ^ I mean come on people, hit them and don't let them escape to heal. It's how MoM works, they get hit, they escape (and in doing so EARN one MoM pip) they heal and repeat the process twice more to activate it so that the next time they're hit they have 1 more hit to down (which is also countered by just continuing the chase and hitting them again)
Anything after that is just general Killer house keeping.
First stage in the denial (or counter) of MoM:
- Down them by hitting them twice (or once if your a M2 Killer) without letting them escape to heal
Second stage in the denial (or counter) of MoM: General Killer House Keeping:
- Hook them and don't let them get rescued
- Don't let body blockers deny your hook
- If you cant make it to the hook, drop them and make it un-safe for any rescue attempts by patrolling the area
- Once sacrificed you've fully denied the 3 escapes to mend survivors are required to earn before getting their reward of 1 EXTRA HIT
Once they activate MoM and get their extra hit which again they EARNED by escaping your grasp to heal three times that's it! they can't mend again or their totally screwed by the 100% permanent aura reading debuff that makes them visible to the Killer till the Killer decides to go put them on a hook.
At that point the process resets and again all you have to do if they're rescued from the hook is don't let them escape and mend so they don't earn the first of 3 pips.
If the Survivor is god level proactive stealth skills they can use MoM a lot more than the 2 possible times it can be activated in a match. I've never been able to get it to work more than once in a match without dying so really in that respect DH is SO much more OP than MoM ever was.
You should emphasize the Dead Hard comparison more, because it is literally just a much worse Dead Hard

I specifically mentioned that I don't want any identifiable information to be posted here, just the message from the report, which is unrelated to the report itself. The reports are legitimate (I mention this only to emphasize that I did not maliciously report random people, i.e. abuse the system)
People have been toxic since launch. People are still toxic now. Since the inception of the report system nothing has really changed in my experience, which leads me to believe that the report system doesn't actually do anything (as in it does literally nothing)
The main difference between launch and now is that nowadays A LOT MORE people are disconnecting in addition to being toxic
Theoretically the automated ban system should ban people for repeatedly disconnecting. I don't believe it actually works but there is no way to verify that. There is however a way to verify whether or not the report system works, because that, in theory, should take care of people being toxic. Hence this topic, because I don't actually believe the report system does anything, however that can easily be disproven by a dev posting a message from a report and then me confirming it

See above, I don't think the report system does anything. I don't want information about bans. I want a verification that the report system physically does something / works
Consider all the completely idiotic bugs that have been in the game at varios points in time. Even very big and easily noticable bugs such as the Legion Mending exploit. There is absolutely no reason to believe the ban and report systems are an exception and work flawlessly. At the very least this is a simple way for the devs to verify that the base functionality of the report system works

It's been more than a month most good survivors have this perk after one week or two, the most games within the ranks 7-1 ( for have i have seen ) have at least one MoM.
Perk usage does not equal power
Just because you are not getting your will does not mean devs are ignoring you. It just means they do not share your opinion and thus there is no need to act
Mettle Of Man is still a horrible perk, just use Dead Hard instead

You can still block people on the stairs, get hits on people and move left and right while the attack cooldown is active to hit multiple people
Literally the only legitimate use case of trapping someone in the basement is an active RBT and you are waiting for it to go off
Even that ONE legitimate use is rare, impossible to force as a killer (survivors can just not finish generators while someone with a trap is on a basement hook) and extremely unfun

This is all incredibly recent stuff. Major survivor nerfs that have hit, since I've started, includes:
Brand New Part nerf
Insta-blinds nerf
Pallet vacuum removal
Exhaustion nerf
Pallet count nerfs
Opening up may layouts, such as Lery's and Swamp variations
Changing the lighting system and removing Moon addons
Improvement of the audio system to be more accurate/louder for killers
I mean, there's more than those, but those are all huge nerfs to survivors. "Killer mains" on this forum are a bunch of whiners that like to selectively forget everything they've gotten. Every single change I listed was warranted, and they don't include other major boons to the game, such as Spirit Fury and Bamboozle for dealing with certain mechanics. Nothing is perfect, but dear lord this game is so much better for killers than it used to be.
You forgot the removal of infinites, I mean how DARE the devs, how dare they!
All of the things you listed were massive cancer and deserved to be gutted, with the exception of "Opening up may layouts, such as Lery's and Swamp variations" because I have no idea what you mean there

The idea is that you can run down (multiple people) and they have no way to escape
For obvious reason you can't make a killer where it's literally impossible to escape (and it would be boring as hell not only for the survivor but also for the killer)
You can still do that, the only thing that's gone is the bullshit "Run after people with Bloodhound and use your power when it comes off cooldown until they fall over" which was cancer and deserved to be eradicated
I guess if your fantasy is to play a killer that is the physical manifestation of cancer then yes your fantasy is ruined but that deserved to absolutely destroyed

The vast majority of players have absolutely no idea how to properly balance a killer
115% movement speed is good enough as long as the power isn't garbage as is supported by existing killers (and it made no sense that a killer that is supposed to be fast has slower movement speed than a guy with a limp who is also carrying a chainsaw)
Getting a free hit with the power is good, you can use it to hit multiple people which fits the original design and fantasy and is obviously a good ability to have
The original fantasy is still there. The power is less annoying to play against (and I would argue that the powerlevel is up as well). The rework is fine

Vomiting on a generator should start regression and trigger perks such as Overcharge and Pop Goes The Weasel
Generally there is no situation where you want to vomit on a generator with progress and not also kick it, so you lose time twice (kick animation + vomit charge and cooldown)
Generator regression is not a particularly strong or oppressive mechanic so giving a killer a stronger version of it should be fine
Ranged generator regression is also an interesting mechanic to have in the game

To add to that, even if the event featured the old bloodwebs (which I can imagine would be annoying to code) that still wouldn't be equivalent. The bloodpoint cap was lower (500k I believe) and there were no double point offerings. Consuming nodes in the bloodwebs took longer. A limited event encourages people to farm. In a year people would call for a repeat of the event.

Adding voicechat is the only sensible solution
People who don't want it can just turn it off, see Overwatch for an example how it can be implemented nicely. You can mute individual people or turn voice chat off altogether

As for how to buff the Clown:
- the reload is a dumb, unfun mechanic. Either cut the time it takes drastically or give it a positive effect. Quick idea: Reloading creates gas clouds at your location that linger for less than the bottle gas clouds (bottle throwing should be the main way to create gas clouds). This way reloading could be used offensively in a chase or to detect survivors that are hiding very close by
- faster throw animation
- gas lingers longer

The ban times should not ramp up, you should not disconnect multiple times
The ban time should just be whatever you think the maximum should be, for example 1 hour, every time you disconnect, even the first time

10 minutes is too low, it should be half an hour minimum. Maybe even 1 hour
If you have a legitimate reason to disconnect (for example something being on fire) then that situation is unlikely to be resolved in an hour anyway

Again, it's not about making solos and SWF completely even, it's about bridging the gap between the two, so the disparity isn't so huge.
No where did I say "make solos as strong as SWF". I said to balance the game with VOIP in mind, because it's what a lot of people use.
Who cares if SWF gets buffed a little bit when solos and killers would be buffed a lot, thus still tightening the power gap between all three to be closer together.
Balancing the game around voice chat when not every survivor has access to it is a bad idea
Voice chat should be implemented in the game for all survivors to use (like tons of other games have it) and then the game should be balanced around it. Otherwise solo players have an unfair disadvantage

Even if rank was not worthless it's possible to reach rank 1 as any killer without add-ons and perks
Because rank is worthless you can just play whatever killer you want and eventually your rank will converge to some value that is appropiate for you, this can be between rank 1 and 20, if you play a weaker killer then it will more likely be closer to 20 than to 1
Therefore you can play any killer you find fun and eventually reach a rank that is appropiate for your level of skill
If you are unable to pip with killers other than Billy/Nurse then you will eventually drop in rank
The only reason to complain about the strength of other killers at this point is that you have reached rank 20 and are so bad you are unable to rise in rank because otherwise you could just drop in rank until you play players that are weak enough for you to play against
By saying only Billy/Nurse are viable you are essentially saying that you are among the absolute worst players in the game, someone who can't even function at rank 20

These other killers being destroyed actually means nothing compared to Billy/Nurse. You mess them up with these reworks, and you kill the game. It's just that simple. Both new Legion and Plague have no reason to use their power against injured survivors. A lot of survivors do not heal against these two so the killer gets less Deviousness points and it also forces them into a boring no-power playstyle. Do you have any plans to address this?
Edit / Clarification: Note that I am aware that not healing against these two is a downside for survivors. It does not stop it from happening though and results in very one-dimensional games for the killer.

Knock Out is the worst killer perk and second worst perk in the game overall because of precisely what you mentioned, especially SWF which turns it into a "Does nothing." perk

Why would the ban system be exempt from that? Most likely the system is completely busted but no one has noticed so far
Then again, even if it worked it's a horrible approach: It doesn't discourage disconnects until you get banned yourself because there are no visible consequences for doing so (other than losing pips but that's actually a positive)
So basically every single player in the game will disconnect until the EVENTUALLY get banned and then MAYBE they will stop (but probably not)
