Oof, that's a good point. As a solo survivor, I already deal with people running away from my heals or self-caring in my face so they get the points. Now these perks will exacerbate things.
But I'll be running them myself, so.. hopefully they give Survival points for healing.

The REAL benefit is that:
A - Cleansing totems has additional benefits
and
B - You can cleanse the totem before you've been chased, thus letting you have it procced when you need it most.

C - With other perks you can get it to heal you mid chase. Which is worth the setup time.
You're right about being able to get a charge before a chase/while healthy. Good point, I didn't think about that!
If you're talking about hiding in a locker mid-chase with Quick & Quiet, I guess that could work, but you need a full 8 seconds without the killer checking the locker. It's possible, but unreliable against competent killers imo.
Also, I'd like to add that I like this perk just because it will encourage Survivors to search for totems instead of doing gens for awhile. So, perhaps it's better than I thought. I'd still prefer Self-Care or a medkit, personally.

I really like the idea of Inner Strength, but consider this:
- Only 5 totems spawn. Your teammates will probably want to cleanse them too, so you get maybe 2 charges per game, if you can find one when you need one.
- Cleansing a totem takes 12 seconds. Inner Strength takes 8 seconds in a locker to heal. Add in the time to run to a locker after you get the totem, and you probably could've Self-Cared in that time (32 seconds). Also, Self-Care is unlimited use and doesn't require cleansing a totem to use.
- If you're in SWF, you can ask a teammate to heal you, or use Bond if you're Solo.
I thought it seemed good at first, but I think it's better on paper than in practice. I'm not saying it's bad, but the condition of cleansing a totem is too unreliable, and there are better perks for getting healed.

If it's obvious that a survivor is new, I'll play with my food a bit. It's funny watching them loop improperly, they get jump-scared easily, and it's just generally fun to meme around when they don't know what they're doing. And I always try to give them hatch if possible.
If you're a "friendly" killer, it's always more fun playing with the new guys.

I can only think of a couple I enjoy, but that I rarely see others use:
- Wraith's "All Seeing" Blood - In a map with a lot of line-of-sight breakers (like Lery's), it's easy to see the survivor while they can't see you. Wraith basically becomes an invisible Scratched Mirror Myers with more speed and a bigger lunge.
- Huntress' Glowing Concoction - Often times I'll hit a survivor as they turn a corner and break LOS. Instead of having to predict where the survivor went, I can see if they try to mind-game me around a loop, or if they kept running, etc. Really makes it easier to land a second hatchet and cuts chase times by a good amount.

I agree with your general sentiment OP. I do enjoy surprise twists in my games.
My one exception is Ebony Moris. Their potential to reduce game length is too high. It sucks to wait in queue for awhile and be met with a 4-5 minute stomp fest because of an offering. As a killer, you know the game is gonna be drastically easier when you use an Ebony.
I'm cool with Ivory or Cypress, though.

- His insane map pressure. No other killer can consistently start a match and be in a chase within the first 5 seconds. Even Omegablink Nurse has to go through a fatigue or two before she's in chase. And his speed makes it easy to catch survivors out in dead zones where looping him is not possible.
- His instant-down ability is super easy to use and has a negligible cooldown. Killers like Myers and Ghostface need to set up for a 1 shot. Billy doesn't take nearly as much effort.
- Insta-saw add-ons. Be honest, Carb Guide + Primer Bulb is broken.
I'm not crying that Billy is OP, but I understand why some people think so.

The best way to be annoying with Doctor is to make the game last as long as possible (A.K.A. Hostage Doc), so any perks that slow the game in some way are good (Ruin, PGTW, Sloppy, etc.)
Do whatever you can to extend the game, like shocking someone to Madness 3, smacking them with Sloppy, then go back to patrolling gens.
If you can make a match last 15+ minutes, even with no kills, some people will outright DC because the game is taking too long haha.

Anyone who played Legion before the "rework" can attest to how extremely sluggish they feel to play now.
Frenzy speed is pretty slow so you can still get looped. 4 second stun every time you use your power. Plus, most of their add-ons are now useless!
I agree they had to remove the moonwalk exploit and neuter Frank's Mix Tape, but they really went overboard with the nerfs. I love Legion's aesthetic, but there just isn't much reason to pick them over most other killers now.

- No-blink Nurse. Bonus points if you use M1 killer perks like Bamboozle. Or use Insidious/NOED and sit inside the exit gate.
- Drift King Billy. Slap on turning add-ons (and a map offering for a large map) and just chainsaw around the map, only hitting survivors if you run into them.
- Scratched Mirror Myers. You can tryhard with this build, but I like to jump-scare people and then run away.
- Mad Grit Plague. No hooking, just carry survivors and spam M1 because it sounds hilarious.
- Sneaky Doctor. Use Calm add-ons and M&A. No one expects sneaky Doc.
- Faux survivor Pig. Bonus points if survivors boop your snoot!
- Wraith with Bone Clapper. Endlessly bing-bong for all to hear.

Funnily enough, my favorite killer to play as is the one I hate to play against the most (Spirit).
And my least favorite killer to play is my favorite to play against (Leatherface).
Also, I like how you didn't put a "The" in front of Ghost Face. It's much cleaner that way.

You can never go wrong with Ruin + BBQ. Your other two perks are personal preference.
Enduring + Spirit Fury is solid, since Plague is an M1 killer if survivors don't cleanse.
PGTW is pretty good for any killer now. Could mix it with Thana for extra game slowing ability.
Also, I see a lot of Plagues use Monitor & Abuse, although I'd prefer something else.

The game is capped at 60 FPS. But you can uncap the frame rate.
Here's a simple guide for you:

Spirit. She's insanely strong, fun to play, and Spirit Fury is a core perk on a lot of killers.

One perk I cannot start the match without:
Killer: Ruin (Gotta slow the game.. just a little bit)
Survivor: Balanced Landing (Drops are a death sentence without it)
One perk I like to use, but don't need to win:
Killer: BBQ (Points are nice, but it's not needed in every build)
Survivor: Spine Chill (Most underrated survivor perk, even for skilled players)
One perk I like, but don't use often:
Killer: Rancor (Free Mori! But it rarely comes into play for me)
Survivor: Distortion (Great for learning what perks the killer is using! Only 3 charges though...)

MYC is a no brainer for those that set your trap off while unhooking. While it doesn't always set the trap off, it's still one of the best choices for Hag.
And Ruin, to slow the game down a little bit while your setting up.

This is the meta build as far as I'm aware, OP.
If you're struggling to use MYC, you could try using Mint Rag, since it doesn't require the trap to be set off to use.

BBQ is practically necessary when starting out. It literally cuts the grind in HALF.
And personally, I consider it a core perk for Freddy. It tells you what gen to teleport to and makes him extremely efficient and snowbally.
Yeah, it'll suck leveling up Leatherface and then having to grind it on the characters you want. But if you wanna play this game in the long run, BBQ will save you drastic amounts of time. It's definitely worth the $5.
Plus, Franklin's Demise and Knock Out aren't too shabby either.

True, but the main point is BHVR cares about the "bloodpoint economy" and intentionally limits point gains to keep us all grinding. If they removed the cap entirely, bloodpoint gains would skyrocket in most matches and everyone would bring OP stuff every game.
How about removing individual category caps, but keeping the overall cap? Maybe increase it to 40 or 50k?

That's RNG for you. Sometimes you get the same maps, other times you won't see a map at all in a session. Either use a map offering, or pray for the RNG gods to favor you.

The devs have stated they're adding bloodpoint events for survivors in upcoming patches, including points for being alive when a gen is done, struggling on the killer's shoulder, and more (mainly in the Survival category). It's also been hinted that they will increase the point cap per category.
They'll never remove the cap though. They want to limit the points you can get per game. Plus, imagine the influx of farming games you'd get if there was no cap.

There are some cheeky plays you can pull off with it that you couldn't otherwise, like Dead Harding over a Trapper trap, dodging a hit straight off the hook, escaping the basement, etc. It's power increases with the skill of the player, and it just feels good to dodge a hit with it. Also, it's extremely good against Nurse and Huntress imo.
Balanced Landing and Lithe are definitely more consistent, though.

Ruin can be destroyed early, but it has the potential to last for the majority of the match, as rare as that might be. Corrupt Intervention is more consistent, but it's guaranteed to be a dead perk slot after 2 minutes. I'll agree that it's S tier on Hag and Trapper, but good survivors will use this time to hunt totems or simply hide and wait out the timer.

@Bludge23 Perhaps Feral Frenzy could use a legitimate redesign. But I made this post because the devs already have a roadmap for the near future, and The Legion is nowhere near a priority for them. It could take potentially a year or more before Feral Frenzy receives any sort of overhaul (see how long the Freddy rework took).
The changes I've suggested are strictly number changes and would not require a large amount of time or resources and would make Legion a bit more enjoyable to play in the short-term.

The problem is when there is no Obsession, the killer knows they are free to tunnel without consequence. I agree with OP in that I want killers to have to play around DS in the same way survivors must play around NOED, even if it is not in the game (You must generally expect them to have it or face the potential consequences).
But DS is an Obsession perk, and they are designed to increase the chance of being the Obsession. To achieve what OP suggests, you would have to remove this mechanic from DS, making it not an Obsession perk anymore, wouldn't you?

Kicking could definitely use a small buff to regression speed.
Since you mentioned Overcharge, it would be nice if the skill check zone was made just a bit smaller. And perhaps make it appear on a random place on the screen.

The meta build is Adrenaline, Borrowed Time, Decisive Strike, and an Exhaustion perk of your choice (Balanced Landing and Dead Hard are the best, but Dead Hard is currently bugged).

Agreed. A simple 5-10% speed buff should be enough to make it feel impactful but not overwhelming.

I came here looking for a new strategy, but I found you recommend pretty much the same setup that I use haha. This is definitely the standard build right now.
I like to use Stolen Sketch Book sometimes for maximum Frenzy distance. Also, Enduring + Spirit Fury can be fun because getting pallet stunned skips the Frenzy cooldown, so you can get some quick downs if they're dumb enough to pallet stun you.
Here's hoping The Legion gets some love in the future. Their power is a shell of its former self, and it was absolutely not worth the 5% move-speed in compensation. And aside from the ones mentioned, their add-ons have to be some of the worst in the game now (R.I.P. speed add-ons!).

It can be quite powerful if all 4 run it! Mix it with Unbreakable, and you've got a pseudo sabo squad. I wish it was more useful for solo survivors, though. There's not much value in breaking 1 or 2 hooks, but it can help against tunneling I guess (although there's almost always another hook nearby).

I agree, it takes up a lot of space. I also feel this way about Wraith's base weapon, but at least he has different weapon cosmetics.

I appreciate what you're going for here, but since mending pauses the Deep Wound timer now, survivors can play around this build. If you stop to use Insidious, they can just mend with no consequence. Furtive Chase doesn't help since being in a chase also pauses DW, even if your TR is 0.
Feral Frenzy just isn't what it used to be, and it's very rare that you'll down anyone with DW itself. It's too easy to counter-play it now.

@Decarcassor I can confirm that your solution worked! Reducing scaling to 100% in display settings fixes this issue.
Except now I have to deal with a down-scaled display 😅

I've encountered the same problem. I thought my mouse was the issue, but it's quite new and has no problem outside of DBD. Not sure if this is a bug, but I've switched my attack hotkey to my keyboard, and it's working fine.

Insta-down add-ons are regularly met with DCs (See: Iri Head Huntress). Rank reset has nothing to do with it.

As other posters have mentioned, Spine Chill is quite a fair perk, especially considering it takes a potential slot away from more powerful perks (DS, BT, Adrenaline, Exhaustion Perks, etc).
I will agree OoO gives powerful information, but also benefits the killer. It only becomes problematic when used in SWF, where one survivor can constantly relay the killer's exact location via voice chat. And in that case, I will agree it is overpowered.
