Camping is not holding the game hostage - it is a game mechanic. There are perks designed to help if being camped.

If DBD was way more of a hide and seek game and I mean with elements that are much more laid out about the hiding part and if there was a different system to find survivors, I could see the idea working.
With the way DBD is structured, I'm not too sure if it would work across all killers if the survivors require a med kit to get out of the state. Everyone would start bringing medkits and all other items would become pretty much obsolete as they don't benefit the overall gameplay.
When would the slowdown start (in how many seconds, etc.)? You say in a comment they could possibly recover energy by doing a generator, but if the effect kicks in early and a killer is on your toes, you wouldn't be able to get to a gen in time. It could also affect perks that are dependant on the survivor being injured.
If we talk Nurse, how'd it affect the third blink or her two blinks base kit in general? Huntress, too. You say apply it to all killers, but their powers are already limited in the sense of they an use it endlessly.

I will die for these. Boil Over, Flip Flop and Tenacity. I guess Unbreakable is considered somewhat meta as it has synergy with DS and Soul Guard, but if not, then also Unbreakable.
I do also like Slippery Meat, I don't see many people using it. Same for Empathy, I see more people using Bond over Empathy, but I do prefer Empathy.

Stream Sniping is not bannable and something we deal with. It is up to the respective platforms to deal with it. This kind of behavior can usually be reported on platforms, but as it states in the rules, anything happening outside of DBD is out of our jurisdiction.

Wow, I've got to hand it to Behavior, I never expected to ever see fully merged cross progression. If it does show up on console (which it sounds like it very well might) I gotta give them props.
I forgot Switch earlier (soontm). It's why you create a account, your progress is being merged basically.
"In order to achieve a good transition, we had to build a brand new ecosystem. Players will have to create a Behaviour Account to link their progression, so our server can merge it."
Once you have gone through these steps and you log back into the game, you will be able to keep your characters’ progression and use all the DLCs and outfits you previously purchased or unlocked, whether through Steam or Stadia. In case the characters have two different progressions, the higher level will be kept.
However, depending on your platform, if a DLC is not available on one platform, the DLC won't be available even with crossplay.

I love to combine Megs red long hair cosmetic with the Metro jacket and the red jogging pants.

It was correct to report them for this instance as they weren't doing the objective. If the player is not doing the objective and artificially extending the game for griefings sake, it does fall under holding the game hostage.

It is indeed a strong item, but nowhere as overpowered as it used to be. It went through two changes before it became what it is now. Yes, still strong, but not overpowered in my opinion.
The game starts with 7 generators, so even if four people spread on four generators, you still possibly have time to shoo away some of them. While this can surely progress the game quite quickly, it still is possible to do things to prevent it as much as possible.
I can see why people might want to see another change, but it is by far not as OP as it used to be and I rarely see it in any matches. Many peope discarded BNP as useless after they changed it from the original even though it desperately needed the change.

The easiest solution is to just give survivors the ability to put themselves on a hook if they're being slugged for more than 30 seconds at a time. It literally solves most of the issues people have. A surrender option would be nice.

Or run them so the killer only players can complain about the perks existing while simultaneously telling you to run them. :)
Even then the issue remains - people would use it if they get downed right away if there isn't a timer or specific condition for this and how do you gauge this? BUT that would be a new suggestion on it's own in a new thread and not here, as this specific one is about dynamic DCs.

While I understand that being slugging can be tedious and frustrating, especially if the killer only lets you bleed out, it's a mechanic here to stay and I can guarantee you that this wouldn't work out. There are certain perks that can easily make you crawl away quicker (tenacity) if the killer tries that and is not with you at all times. This means there can be a scenario in which a survivor gets away quicker with the intention to lose the killer so they can bleed out for a while and just DC to troll the killer with a 10 minute timeout when it wasn't their fault.
Even if it is endgame - same could happen if the killer downs someone, hunts down the other survivor to hook them and can't find the slug.
This is too abusable and not why the DC penalty is in the game.

Your progress won't be lost, but you have to rebuy the DLCs though. But you won't lose DLC characters progress.

I remember one time I had to throw up in the middle of the game and I had to make a run for it. I was in the middle of a chase as Myers. My game was going well, so while I was losing some years of my lifespan, the survivors didn't do any gens and waited for me to return to continue the game normally (don't judge that I didn't lie down right away, I just really wanted to continue playing. I may have regretted it right afterwards). I apologized in the end-game chat and they were quite understanding and assumed something happened, cause the game was going well for me and that they had fun nonetheless.
That was quite nice and one of my most wholesome moments. Otherwise, I have many wholesame chat moments where players would spend time talking to each other and give each other tips. There was a Myers once who didn't understand why killing someone reset his tier III. They had both Tombstone Piece and Judith's Tombstone (I have done this to myself... Many tiers were spent. Just like Tombstone Piece + Fragrant Tuft of Hair. My soul!). We spent some time talking about how to play Myers (that was like 2018).

DCing is not solely on console players or any specific platform - it's a individual who decides to do disconnect from the game. The platform does not tie to the platform they play on.
Generalizing a group of players isn't the way to go.

Are you joking or being serious? If you're being serious then I'd love to see proof of that. That would be preposterous if so but I have a hard time believing that they only have 2 people on the balance team lol.
They definitely have bigger teams for each department. The devs who comment here aren't the only ones for DBD.
To the beginning of the topic: It has been commented before they're in the list of things being changed. Some things may have a higher priorities than others, but they are aware of the whole debate going on about keys and moris. This comment is specifically in a thread about moris and keys.
I know this is not the answer you are seeking for, but I can guarantee you they know about it and are looking into it.

Yah and it's a fun build! Sometimes it comes in clutch and you're just out of their grasp. Someone suggested me on the Forums to exchange one of the perks for No Mither, I think it was exchange Boiler Over for No Mither. Still have to try that.

The network issues with grabs are being worked on by the team. It's not fixed yet and they're working on it to get it fixed as soon as they can.

For survivor I have a build I absolutely love running, cause it's a fun one: Boil Over + Flip Flop + Unbreakable + Tenacity. It's definitely not like other top notch builds and doesn't always work, but it's becoming my main perk build for survivor.
On Killer my must perk is Bloodhound due to my limited attention span, I might lose track of people, cause I get distracted by one thing happening to me.
