I've only had ONE killer be nice during this event. A Spirit wanting to get her gen challenge done.
I've wasted so many petals and Y4 cakes... not wasting any more.
If only we could end up in the same games together instead.

On PC I'm red rank. On Switch I'm yellow.
It camping and tunneling happen more often than not in the games I play, equally on both ranks. I've been tunneled and have been completely ignored by killers tunneling others. I'm well aware of what it is.
I've also been camped and had teammates die on first hook due to camping.
Maybe 3 out of 5 games, give or take, these things happen.

So I'm playing again tonight and it's the same issue. It turns out there's two cars I can't see outside of the coal tower. I'm still on Switch. My SWF on PS4 can see them though.

I wish killers did that for me. I started running Bond because it happens so often. The teammate usually comes out of hiding when I approach them but sometimes they don't.

Had an Oni go hard after me. I'd lose him and go on my way to do other things until he'd find me and go at it again. Eventually I was killed and he farmed with the remaining three, one of which was my SWF.
In the end game chat he admitted to tunneling only me because I "didn't do anything."
I had the highest survivor score despite their farming and escapes.
Grr Oni! GRRRR!

Once upon a time I fell in love with a Bubba who punished my team for letting me hang of first hook til near the end of struggle phase.
No camping. No gens popped. Just two Megs in the corn running around like headless chickens and a Claudette crouching in the corner. Eventually she's the one who got me after slowly creeping her way over.
In the end game chat they all got a scolding from him.

I miss when we could sabo hooks to 99% and then tap the remaining 1% when needed. Back then hooks took longer to respawn, too, so if you did it right you wouldn't have any hooks left on the map except for the basement.

You don't have to be toxic, but yes, running your best killer with you best build and best add-ons... + an Ebony Mori should basically guarantee a 4K if you slug on the last 2 survivors (unless they have a key) and don't play too badly. Also, many survivors will view burning a Mori as toxic no matter what (along with 500 other rules they have for killers - see the Parody videos), so the only way to "not be toxic" is to never use them.
Speaking from experience, it's therapeutic to do a "No Mercy" game as killer from time to time. Otherwise, you can easily get beaten down by bad matchmaking and toxic survivors and wanna quit the game.
Having been on the receiving end of "Sorry, had to take my frustrations out on you after getting wrecked last game." many many times, I can say it's totally awesome being used as killers emotional punching bags despite having done nothing to earn such behavior.

As a killer, I try to keep in mind these things as well but since I can't see anyone anyway, I have no real decent way to tell if you're pointing out the other survivor because they're just hiding or if you're trying to save your own skin and screw over your teammate. If it's been more than a couple of minutes though and I see no gens being done, I'm going to slug #3 and try to track down #4. If you clowns are going to waste my time with your impromptu hide & go seek game, you can lie on the ground and think about what you've done.

I had this happen the other night. Two people dead, one person slugged, and the killer downed me for the first time before I could go and pick them up. They hooked me, I pulled myself off the hook (kobe) while they were hooking the last survivor (who was on death hook), and then ran them around some more looking for the hatch. They closed it first, downed me, then carried me to the door, let me wiggle off, watched me open the door, then smacked me as I started to walk out. THEN, they watched me crawl most of the way before picking me up to hook me. I'm sure they found it hilarious -- as you said, it makes you wonder what type of person is on the other end to act like that. Just end the game and call it a day at that point.
When I play killer, I often give hatch/door, especially if it's been a rough match for the survivors and no one has been toxic. I've seen survivors hesitate to move towards the hatch -- I think they're honestly expecting me to close it in their face half of the time, which makes me wonder how many killers actually do this.
Killers tend to do this a lot. If you're not dropped directly on top of the hatch then they're most likely baiting. I'd rather crawl away or not crawl at all.
Same with doors.

They could also remove the "Leave Match" option if it's issue enough to need a penalty for using.

If you leave a survivor on the ground long enough to be able to use their unbreakable then that's your fault.
That perk was made to counter exactly what you're doing.

The killer can, yes, but 100% of the times with me they have used it as a free hook if they even got me at all. So either I get exploited or I remain stuck. I'd rather DC and move on.

And so many people run Overcharge why? It couldn't possibly be because people risk missing skill checks. Must be some other reason.

Because as much as I hate teammates for doing that, the killer has a choice. If their choice is to go for the unhooked rather than the unhooker, they kinda deserve it.

I wouldn't call that a downside of the perk, meaningfully. It is entirely in the hand of the user whether or not they succeed that skill check, and it is possible to never really screw it up.
The Fact is that the risk is there and it does get missed. That's also not the only thing I've mentioned. There's the whole one time use for a limited time use.

Yes, but it still has a risk of being missed.
On PC I rarely missed. I got a Switch.. don't judge... and miss all the time. I don't know if it's because I'm not used to the smaller screen but it was missed enough for me to find the perk useless and stop running it all together.

How is DS overpowered? You can only use it once and within a certain time slot, plus it risks not working at all if you miss the skill check. It's a mild inconvenience for a tunneling killer and that's it.

Lord, I pallet stunned a doctor just yesterday and he got stuck. I felt bad and tried to help him out my crawling over it and it worked. He got out...
I kinda wish I left him there because he was mad enough to hard tunnel me.
I blame the pallet glitch tho.

Now there's been a bug for a week with most maps that have the hill you can walk up. You can get stuck in the rocks on the bottom on either side of the ramp just by getting too close. As a survivor you're just kind of stuck spinning in place until a killer pulls you out.

I can't state that most killers do this, but I can say that I know most killers will slug third to get fourth, wouldn't it be better for you not to be able to suicide unless killer camps you and wait for 60 seconds in struggle with the chance of being rescued instead of being slugged for 60+ seconds (up to 3 minutes)?
If the option to suicide on hook was taken away, the remaining survivor would still wait for hatch while the hooked gets struggle points. Survivors know that once the third is hooked, doing anything else is just suicide.
Killers are faster than survivors, they can find the hatch much easier without having to worry about getting caught or slowing down even more because they have to stealth. And, like I said, if the gens were done then hatch is up already, killer has had just as much time to find it as well as the extra speed. Go there instead of waiting for the unhook.
Besides, the ultimatum of what you'resaying sounds like "would you rather have me slug for a 4k or give yourself up and let me have the 4k faster." Is making it sound like you're one of the mentioned killers.
Even if you do slug, a smart survivor isn't coming to you just to end the game faster. Even if you close the hatch, they're not giving themselves up. You haven't earned the kill. You didn't hunt them down and hook them. You waited for them to give themselves up.

Okay So... 99% of times if there's two people left and the killer slugs or hooks one of them without knowing where the other survivor is, they're just going to wait around for them to come out and rescue their teammate.
Survivors, knowing this is how most killers play, run for hatch. If hatch is up for them to find already that means at least three gens are done anyway, so it's not like nothing was done all game.
Even if the killer does leave hook and gives the chance for a rescue, then they turn around and go right back once they're cued by the notification. Maybe that's a poorly thought out feature that gives the killer an unfair advantage.
Most survivors would suicide while being slugged on the ground if they had the chance just because waiting out that 4 minute timer, staring at the ground is excruciatingly unfun.
Suicide or not, there's a good chance the killer isn't actively searching for the remaining survivor and instead is just trying to bait them out. If hatch is spawned and such a worry, killers should be searching for it, not waiting for their 'earned 4k'.
And while you might not be this type of killer, most are. Blame the others for instilling this type of game play for survivors to feel they have to suicide for their teammates.

Taking advantage in this case should be if you are stuck and he gets his hits, down or hooks from it.
If you go up to him to help him and he hooks you after it makes him a scumbag but from a mean point of view you an idiot.
Best thing would just to finish the game fast or he DC's.
Survivor side would take advantage by dancing around the killer not progressing the game.
Last time I had people exploit something it was a fat-shaming spot years ago. They could squeeze through making killer shack an infinite. Only time I ever dc'ed.
Whether I get stuck on my own or trying to help, it happens. I've even had other teammates get stuck trying to help and it's game over by that point.
I never saw the shack thing, but I would consider it reportable considering it gave survivors an unfair advantage and they were knowingly using it.

If a survivor is alive then they weren't outplayed. The rest of their team might be though.
"Slugging for the 4K is a strat."
Then hiding all game and not doing anything all game to avoid be caught is also a strat. Both are nasty.
I've seen so many killers essentially say;
"You were outplayed. I earned the 4K"
If I were outplayed then I wouldn't be alive.

Alternatively, should killers get banned for using this exploit to get free hooks?
I've sacrificed myself trying to help the killer out of this spot so many times and then I get punished for it, on top of hooked any time I get stuck myself.
